Subject: Wetland Conservation and Drainageway Easement at Ambleside Meadows
Dear Mr. Wirfs,
1. Individual homeowners may plant species associated with riparian areas as approved by
the Oregon Division of State Lands (See attached list).
2. Existing non-native vegetation may be removed by hand provided it is replaced with
approved riparian vegetation. For example, Blackberries and English Ivy may be
replaced with Salmonberry or Snowberry.
3. A tree determined to be dangerous by a certified arborist may be removed.
The placement of temporary or permanent strucfures and storage sheds, fencing, lawn furniture,
vehicles, yard clippings in the easement area is prohibited.
The City of Springfield appreciates your cooperation in protecting and preserving this valuable

This letter is being sent to inform you of the Wetland Conservation and Drainageway Easement
located on your properly. This easement was created by the Ambleside Meadows Subdivision to
protect and preserve the wetland ecosystem known as the Irving Slough abutting your property to
the west. The restrictions placed on this easement are outlined in the Declaration of Protective
Covenants, Conditions and Restrictions for Ambleside Meadows Subdivision (See attached
documents). These restrictions are in place to protect and preserve the integrity of the wetland
ecosystem and may be imposed through private or public enforcement. In general the following
activities are permitted in the area of the easement:

Pad Completion Letter
Ambleside Meadows - Lot # 29

Dear Mr. Wirfs:
Professional Service lndustries, lnc. (PSl) is pleased to submit this letter for the completed
house pad subgrade evaluation at the above referenced lot. The foundation subgrade soils
within the house pad area were visually classified as native lean clay with sand. The subgrade
was proofrolled with a fully loaded dual-axle dumptruck that weighed approximately 45,000
pounds. No deflection or rutting were observed under wheel loading. This result is indicative
of a well-consolidated soil structure.
Subsequent to proofrolling, the contractor placed approximately 6 inches of Yo inch minus
crushed aggregate granular fill over the house pad area to achieve final grade and compacted
the material. Compaction testing was performed on the finished grade of the crushed
aggregate, granular fill in various locations within the house pad excavation. The test results
ranged from 96 to 99 percent of the theoretical maximum dry density as determined by ASTM
D1 557.
Foundations exposed to weather should be embedded at least 12 inches below the adjacent
exterior grade. During foundation construction, water should not be allowed to collect in
foundation excavations, on floor slab areas, or on prepared subgrades of the construction area
either during or after construction. Undercut or excavated areas should be sloped toward one
corner to facilitate removal of any collected rainwater, groundwater, or surface runoff.
Positive site drainage should be provided to reduce infiltration of surface water around the
perimeter of the house and beneath the floor slabs. The permanent grades should be
significantly sloped away from the house building areas and surface drainage should be
collected and discharged such that water is not permitted to infiltrate the backfill and floor slab
areas of the residence.
Additionally, in order to comply with City of Springfield requirements for construction within the
Ambleside Meadows Subdivision, a continuous perimeter foundation drain system should be
installed at the time of the foundation construction. The foundation drain system should be
placed at the bottom of footing elevation and should incorporate no less than Yo inch of fall per
foot of run.

All crawl spaces should be provided with a low-point crawl space drain connected to the storm
sewer or approved disposal system (outlet). All areas of the crawl space should be graded to
drain to the low-point drain. All crawl space areas should be covered with a visqueen moisture
banier. The low-point drain should be lower than the elevation of the visqueen moisture
banier.
Based upon our observations, the house pad subgrade has been construcied in general
accordance with industry standards for lightly loaded (1,500 pounds per squere foot or less)
foundation loads typical for this type of construction. lf you have any queslions regarding this
