Dear It{r. Bivens
It has come to our attention that your residence, Iocated at
Springfielcl, Oregon,.is not connected to the sanitary sewer. In addition, the septic
tink on yo1r, property has failed evidenced by rarv sewage in the yard. Because this
condition posLs i potentially serious public health hazard, immediate corrective ac-
tion must be taken.
The Dcpartment of Environmental Quality has established requirements for septic tank
abandonment in Qregon Administrati-r,e ru1es, Chapter 340, Di-vj.sion 7. The required
abandonment procedure is as folloivs: "Each and every owner of the real property
upon rvhich i! situated a subsurface sewage disposal system which is required to be
atandoned, or which has been abandoned, shall have all the sludge from the septic
tank, seepage pit or cesspool removed by a person holding a servage disposal service
license, ina stratl fill sane rvith clean bar-run gravel or other materi-al approved
by the Director or his authorized representative.'t You shor,rld contact a licensed
septic tank pumper. irlany are listed in the yellorv pagcs of your telephone direc-
tory. Upon cornpletion of abandonmcnt you or your representative should notify the
Building Division of the City of Springfield for an inspection at 726-3769.
Section 2-10-1 of the Springfi-eld City Code requires that "...a person erectlng or
maintaining a water closet, sink, bathtub, or drain in the City upon property rvith-
in 120 feet of any public sanitar/- selver shal1 connect the facility r'rith the seler
at his oh'n expense, in the manner and under regulations and supervision prescribed
by the City 'r You rvi11 have thirty ( 30)days from the date of this letter to con-
nect to the sanitary seh/er system. A plumbing permit is requi red, as weLl as a
$100.00 -sewer connection fee. Both may be purchased at the Public ltorks Department
After connec1i-on to the sanitary se'rver system is completed, all work must also be
inspectcd by the Building Division of the City of Springfield. Yotrr anticipated
co-operation is appreciated.
