CITY OF SPRINGFTELD DEVELOPMENT SERVICES DEPARTMENT NOTICE OF LIMITED LAND USE DECISION. SITE PLAN REVIEW DATE OF LETTER May 2, 1996 JOURNAL NUMBER 96-02-21 APPLICANT Springfield School District #19 525 Mill Street Springfield, OR 97477 PROPERW OWNER SAME NATURE OF THE APPLICATION The applicant has submitted a Type l! Site Plan Review application to construct a 93,OOO square foot middle school and landscaping on a 31.96 acre lot. The site is located northwest of the intersection of South 32nd Street and Jasper Road on a vacant parcel of land. The school facility will consist of one main building an 81,OOO square foot parking area and several play fields. None of the play fields are proposed to be lighted for night use. The facility will be fenced with a open wire or chain link fence. The total proposed impervious surface area will cover 19O,OO0 square feet or 44o/o of the site. A total of 159 parking spaces will be provided on-site for employees and visitors. Approximately 209,434 square feet of the site will be landscaped or open space (56%). DECISION Preliminary Site Plan Approval with conditions. ADDITIONAL USES AUTHORIZED BY THE DECISION None SUBJECT PHOPERTY LOCATION AND DESCRIPTION 1 w The property is located between South 28th and 32nd Streets, and south of Main Street (Assessor's map number 18-02-06, Tax Lots: lOOO and 1OO1). The western portion of the site is fairly flat. The middle of the site gently slopes to a low area that may have once drained to the Millrace. The low area or remnant swale has been cut off from physically draining to the millrace by deposits from prior dredging activities. The millrace was hand dug in the late 18OO's to provide a source of water and power for early wood and f lour mills. The property is zoned Low Density Residential (LDR),). The Metro Plan also designates this area for Medium Density Residential (MDR), High Density Residential (HDR) and Light Medium lndustrial (LMl) use. However, schools are a permitted use in LDR, MDR, HDR and LMI zones. WRITTEN COMMENTS Limited Land Use Decisions (including Site Plan Review) require the notification of property owners/ occupants located within 3OO feet of the proposed development, allowing for a 14 day comment period prior to issuing the staff decision. Staff received no written comments regarding this application. CRITERIA FOR APPROVAL AND FINDINGS OF CONSISTENCY (Ref. 31.060 of the Springfield Development Code) Staff finds that this criterion has been satisfied. (1I COMPLIANCE WITH THE SUBMITTAL REOUIREMENTS OF SECTIONS 3.050 AND 31.050 0F THIS CODE. The application was accepted by the City of Springfield on February 9, 1996 and contains all information required for review. The decision was issued within the required 12O calendar day review period. Staff finds that this criterion has been satisfied because the decision was issued within the required timeline. (2} PROPOSED ON-SITE PUBLIC AND PRIVATE IMPROVEMENTS ARE SUFFICIENT TO ACCOMMODATE THE PROPOSED DEVELOPMENT AS SPECIFIED IN ARTICLES 31 , 32, THE APPROPRIATE ZONING AND/OR ZONING OVERLAY DISTRICT ARTICLES AND ANY APPLICABLE REFINEMENT PLAN. a. Conformance with Article 32 (Public and Private lmprovements): Public !mprovements/ South 32nd Street. South 32nd Street which fronts the school site is classified as a minor arterial, SDC 32.020141. Full improvement of South 32nd Street for the frontage of the site is required, SDC 32.01O(2) and 32.O2O(10). Full improvement must include storm sewer, curb, gutter, sidewalks, street trees and street lighting, SDC 32.O1O(2). The design of this street should 2 include a 36 foot wide surface with 1O foot travel lanes and two 8 foot parking lanes. The required street design is necessary to safely accommodate pedestrian and vehicles safely. The street design provides a safe physical grade separation of pedestrians and vehicular traffic and control access points for vehicles along this street. ln addition, a properly marked cross walk must be located from the main sidewalk serving the school. The City of Springfield's Traffic Section has reviewed the Traffic lmpact Analysis as well as the Metro Plan, Transplan and other appropriate studies to determine the extent of the public improvements required to provide a safe, efficient and convenient transportation system for the school. An analysis of the TIA and staff recommendations are provided in a memorandum from Gary McKenney, Traffic Engineer (see Attachment A). Staff has recommended that South 32nd Street (minor arterial) be improved to include a 48 foot section of street which transitions to a 36 foot facility. This section of street is needed to provide three 12toot travel lanes and two 6-foot bicycle lanes. South of the proposed crosswalk on South 32nd Street the design should transition to a 36 foot 3-lane facility with full improvements to the west side of the street only. Full improvement includes curb, gutter, sidewalks, street trees, street lighting and storm/sanitary sewer, SDC 32.O1O(2). Reconstruction of the existing pavement surface may be necessary to establish appropriate grades with neighboring properties and the school site. Right of Way Dedication. A total of 5 feet of right of way must be dedicated for the frontage of South 32nd Street, SDC 32.O2Ol1OXa). ln additional 10 feet of right of way must be dedicated for the future improvement of South 28th Street. Sanitary Sewer. Sanitary sewer is available to serve this property from an existing pump station and line located northeast of the site in the Hayden Gardens subdivision. An 8 inch sanitary sewer line is proposed to be extended to serve this site. Storm Sewer. The proposed storm drainage concept plan for the site includes piping a portion of the parking lot drainage to a grassy swale located in the front yard setback prior to discharge into the millrace. Oil/water separator catch basins are required to be installed in the parking areas which are proposed to directly piped to the millrace without pre-treatment. A portion of the parking lot drainage is proposed to outfall directly to the millrace (see page 12, Clean-up, Restoration). All of the roof drainage from the proposed building will outfall to a grassy swale located east of the wetland. The swale will discharge to the regulated wetland located in the center of the site. The applicant is required to obtain approval from the Army Corp of Engineers and Division of State Lands for this discharge. Approval from the DSL and the Army Corps of Engineers may include additional requirements for pre-treatment and a re- design of storm water treatment. Water and Electric Service. The Springfield Utility Board (SUB) will provide water and electrical service for the proposed development. The new school will require water development fees for new connections and metering. New water service is proposed which will include a 4 inch domestic and B and 1O inch fire lines from an existing 'l 6 inch main to be J extended south in South 32nd Street. An advance funding agreement may be developed to recover costs associated with the water main extension. Backflow prevention devices are required for this development. Please call Ken Cerotsky at 726-2397 for specific information on water development and connection charges. Three phase electrical service is available along the west side of South 32nd Street. An easement shall be required from the property line to the proposed transformer. Electrical service must be provided underground for this development, SDC 32.120,,2). Please call Ray Meduna for electrical information at 726-2395. All utitities must be instatled underground for this development. An elevation of all of the proposed utitity vaults must be provided with the Final Site Plan submittal to ensure that the vautts can be effectively conceated through grading and installation of landscaping. Natural Gas and Other Utilities. Gas service is available to serve this site. lf you need additional information please call Doyle Clifton, 342-3661 at Northwest Natural Gas. Fire and Life Safety. The three proposed hydrants are meet the standards of the Uniform Fire Code for fire protection for this site. The 1 2 toot fire access road which provides access to the southern portion of the building which fronts the Millrace is adequate to ensure fire and life safety access to the site. The access road must be constructed at 20teet and shown on the Final Site Plan. The proposed gate located adjacent to the fire access road must be equipped with a public works lock to provide Fire and Life Safety access to the site. A7 foot public utility easement (P.U.E.) shall be dedicated atong the frontage of South 32nd and South 28th Streets, SDC 32.12O(5). An additional easement is required for extension of electrical service to the site. The easement shall be recorded at Lane County at the applicant's expense. The original recorded document must be returned to the City with the Final Site Plan. Applicable Refinement Plans. There is no applicable refinement plan for this site As conditioned, staff finds that this criterion has been met because the applicant has demonstrated that the proposed on-site and off-site public improvements are sufficient to accommodate the proposed development. b. Conformance with Article 31 (Site Plan Review Standards): Landscaping Requirements. Section 31.140 describes the landscape requirements for planted setback areas. The planted setbacks must contain a minimum of two trees, 2 inches in caliper and 6 feet in height and ten shrubs, five gallon or larger per 1,OOO square feet of planting area. The site contains 113 trees and 209,434 square feet of landscaped or open area. The school is buffered from the existing residential use to the north by play fields and perimeter landscape areas. The site contains a large portion of open space to the west and north. The landscape plan must be revised to indicate the number, species and size of all 4 plant materials. The perimeter of the site is proposed to be planted with a mixture of deciduous and conifer trees. All shrubs must be a minimum of 5 gallons and all trees must be a minimum of 2 inches in caliper and 6 feet in height. The applicant must provide a permanent irrigation system for all landscaped areas adjacent to the building and parking areas, SDC 31.14O(4). Development Agreement. Section 31.090 states that in order to complete the site plan review process, a Development Agreement is required to ensure that the terms and conditions of the site plan review are binding upon both the applicant and the City. Staff will prepare this document for the property owner to sign upon approval of the Final Site Plan. Setback Requirements. Planted setbacks for schools in an LDR District are 20 feet for front yards and 3O feet for side yards, SDC 16.1OO(9). All buildings and parking areas shown on the proposed plan exceed the minimum setback requirements by including a 5O-7O foot planted parking setback areas along the frontage of South 32nd Street and a 3O foot planted side yard and setback to the north. The proposed building is setback a minimum of 190 feet from the millrace to the south. An undeveloped portion of the site fronts South 28th Street (over 7OO feet). Parking and Screening Standards. Schools require two parking spaces per teaching station and 1 space per l OO square foot of assembly space. There are 39 teaching stations in addition to administrative, kitchen dnd custodial staff and there 7,800 square feet of assembly space. Based on this standard, the proposed middle school facility requires 156 parking spaces and 159 have been provided, SDC 16.1OO(9Xh). Eight handicapped accessible parking spaces which meet ADA standards for accessibility are required and have been provided. One bike rack holding a minimum of 15 bikes must be provided (as a minimum), SDC 31.1 9O(9). The proposed trash receptacle must be screened with sight obscuring material, SDC 31.160 On-site Lighting. SDC 31.160 specifies that all exterior light sources shall be low-intensity pedestrian level lighting which is designed to reflect light away from adjoining properties. Lighting is concentrated within the parking lots (which are located in the center of the site) and along proposed driveways. The special use standards that are applicable to this site are found in SDC 1 6.1OO(9), Residential. The special use standards require the following standards to be met: "A unique relationship exrbfs between schools and the community which reguires special consideration when applying screening standards. Maintaining clear sight lines for the security and safety of children is desirable and may be achieved through the use of non- opague fencing material and/or landscaping. The standards in Article 31 shall be applied 5 only when required to screen playground structures, spectator seating facilities, parking, storage yards and trash receptacles or where significant conflicts are found. (a) All new facilities and additions over lO,OOO sguare feet or those additions exceeding 5O% of the size of the existing building shall be approved in accordance with a Type lll review procedure (Discretionary Use). The proposed school is new construction therefore Discretionary Use approval is required A concurrent Discretionary Use application was filed and approved by the Planning Commission on April 16, 1996 (Jo.No. 96-02-20l,. Staff finds that this criterion has been met. (b) A maximum of 65% of the site may be covered in imperuious surtace. The remainder of the site shall comply with the planting standards in Article 3l of this Code. The total impervious surface area on the proposed site is 19O,OOO square teet or 44o/o (total site is 31.96 acres) and includes buildings, parking and sidewalks. Staff finds that this criterion has been met because the impervious surface area is less than the maximum percentage of 650/o. (c) Schools shall have a planted front yard setback of 2O feet and planted side and rear yards of 3O feet. Athletic spectator seating adjoining rcsidential uses shall meet a 75 foot minimum setback unless the Director determines that adequate buffering can be provided with a reduced setback, hut in no instance shall this setback (from spectator facilities) be less than 3O feet. Parking areas shall maintain a landscaped buffer of 15 feet when adjoining a residential use. The proposed site has a planted front yard setback of 45 feet. A 35 foot planted sideyard setback (along the north property line) is maintained between the building, parking areas and playing fields. A 120 foot (approximate) planted area will be maintained along the southern property line (side yard) which includes the preservation of the wetland resource located on this portion of the property. All parking is located a minimum of 120 feet from the adjoining residential property to the north. The remaining rear yard setback (fronting South 28th Street) is well over 8OO feet and will be maintained in its natural state. Staff finds that this criterion has been satisfied by including planted setbacks that exceed the minimum standards for front, side and rear yards. (d) Light shall be directed away from adjoining less intensive uses. All lighting on site has been designed to direct light onto driveways, parking areas and the northern facade of the building. The photometrics provided for the site demonstrate that 6 the residential property to the north and the industrial property to the northwest will be unaffected by the proposed on-site lighting. Staff finds that this criterion has been satisfied because the photometric plan for the site directs light away from all less intensive uses (residential uses). (el Other uses permitted within school facilities include day care facilities, social seruice offices or other after school program activities approved by the School District and which otherwise do not require discretionary approval. No daycare or social service facilities are proposed on this school site. lf the District intended to add these facilities in the future, a Site Plan Modification will be required. Staff finds that this criterion does not apply (f) All plants used for "landscaped huffering" shall be a minimum of 5 gallon size and shall reach a height of at least 36 inches within one year of planting. The proposed site plan must be revised to indicate the tree caliper, species, gallon size and number of all plants proposed in the landscape plan. The applicant proposes to leave a lawn area between the play fields, parking areas and the residential use to the northeast rather than install screening shrubs. Due to the distance of the proposed building and parking areas from the residential and industrial uses the proposed lawn is adequate. A grouping of trees are proposed to screen the industrial use to the northwest along the haul road from the school. Staff finds that this criterion will be met as conditioned. (g) Paved playground areas may he used as overtlow parking for special events. No paved playground areas are proposed to be used for overflow parking. Staff finds that this criterion does not apply. (h) Parking shall be limited to two spaces for each teaching station in the school plus one parking space for each lOO square feet of public indoor assembly area. All parking lots and driveways have been designed to separate bus and passenger vehicle traffic. All parking lots shall have sidewalks raised a minimum of 6 inches above grade where pedestrians must c/oss parking lots to enter or leave the school grounds. The proposed school will have 39 teaching stations and 7,800 square feet of pubtic indoor assembly area which requires a minimum of 156 parking spaces. A total of 159 parking spaces have been provided. No bicycle parking has been shown on the proposed site plan The final site plan must be revised to include the location and number of stalls provided. 7 Two driveways are proposed to serve the site off of South 32nd Street have separate bus/ vehicle drop off points. All buses are proposed to enter and exit the site through the southern most driveway and vehicular traffic from the north. A circular turn around has been provided to facilitate bus loading and unloading. The radius of the bus turn around must be configured to accommodate Lane Transit District (LTD) buses if this service is provided on-site in the future (50 outside radius, 3O foot inside radius). A crosswalk is proposed to be located midway between the two driveways serving this site. The location of the crosswalk and corresponding sidewalks are in a location that provides for efficient movement from the primary walk in neighborhood located northeast of the school site. Two sidewalks are proposed to extend from South 32nd Street to the building. The sidewalks will provide access from the residential area located east of the school (the remaining sidewalk on the eastern frontage of 32nd Street up to the pedestrian crossing must be completed to insure that an accessible connection has been provided). Proposed sidewalks have been located on-site to minimize conflicts with vehicles while providing for efficient pedestrian movement to the site and meet the standards in OAR 660- 1 2-45(3) (b) (A) (B). Staff finds that this criterion has been met by providing adequate on-site parking and driveways that separate bus and passenger traffic, as conditioned. (i) Any jointly shared recreational facilities, playgrounds or athletic fields shall require a joint use agreement that will provide for public use and continued maintenance. No joint use recreational facilities are proposed to be developed on this site. Staff finds that this criterion does not apply. (j) Elementry schools shall have a maximum huilding height of 35 feet; middle schools shall have a maximum height of 45 feet. The majority of the building meets the 45 foot height requirement. The proposed middle school has a building height of 5O feet. The building exceeds this requirement with the addition of a mechanical penthouse which is approximately 1,OOO square feet (the remainder of the ridge falls below the 45 foot height requirement). The applicant has submitted a modification of provisions application to allow the construction of the mechanical penthouse as proposed (Jo. No. 96-O3-68). A modification of provisions may be granted for a variation of upto 2Oo/o of a numeric standard (45 feet). ln this case the applicant requested a modification of provisions for 5 Feet. The applicant has obtained a modifications of provisions to allow the penthouse portion of the building to be constructed at a height of 5O feet. B Staff finds that this criterion has been met (k) A Traffic lmpact Analysis and Parking Study. prepared by a Transportation Engineer, shall be approved by the City Engineer. A Traffic lmpact Analysis (TlA) has been prepared by Branch Engineering and submitted to the City as part of this application. The study contains information on trip generation, existing traffic patterns, bus and pedestrian routes, infrastructure conditions, recommended improvements and mitigation measures. The TIA submitted makes recommendations concerning the extent of the public improvements required due to the impact of this project on the surrounding neighborhood and the existing infrastructure. Limited improvements are recommended in the TIA for the site which only include improvement of the frontage abutting the school site on South 32nd Street and installation of school zone signage and pavement striping. Staff has determined that the frontage of the site along South 32nd Street must be fully improved with curb, gutter, sidewalks, street trees and street lighting and constructed to City specification standards, SDC 32.010(2). The street design should include a 48 foot width improvement from the north side of the property line to the proposed crosswalk at the north side of the driveway. This section of the street is needed to provide three 12- foot travel lanes and two 6-foot bicycle lanes. South of the crosswalk, the design should provide a transition to a 36 foot wide three-lane street section with full improvements to the west side only. This configuration is necessary to safely and efficiently accommodate the substantial volume of vehicular and pedestrian traffic occurring at the start and end of the schoo! day and to adequately mitigate the impact of this school related traffic on other arterial traffic. The 36 foot wide section should transition to the existing roadway width just north of the South 32nd Street/ Jasper Road intersection. ln addition, a school pedestrian crossing is needed at the north site driveway and school zone signs and pavement markings per the Manual of Uniform Traffic Control Devices. Due to significant pedestrian impacts on Jasper Road, concrete extruded curb separation must be installed on the existing 6 foot shoulder along the southern frontage of Jasper Road within the limits of the City of Springfield. A 5 foot asphaltic/ concrete shoulder must be constructed the north side of Jasper Road from approximately South 39th Street up to the existing cross walk located at Douglas Gardens Elementary school (approximately 3OO feet) to provide safe pedestrian access along this street. The site is bordered by South 28th Street on the west. However, no access or development is planned through the western portion of the site. An lmprovement Agreement for the frontage of this street will be required SDC 32.020(4)(b). Dedication of 10 feet of right of way is required for full improvement of this street, SDC 32.O2O2(1O)(a). A TIA has been submitted by the applicant as required. However, the applicant's TIA did not recommend a level of public improvements required by the SDC and the approval will be conditioned by staff to ensure these requirements are met. Staff finds that this criterion has been met, as conditioned. 9 (3} INVENTORIED NATURAL RESOURCES (TNCLUDING REGULATED WETLANDSI AND HISTORIC FEATURES OF THE SITE HAVE BEEN ADEOUATELY CONSIDERED IN THE PROJECT DESIGN. The Metro Plan, the draft Natural Resources Special Study, the National Wetland lnventory Map and the Hydric Soils Map; the Washburne Historic District and the list of Historic Landmark Sites, have been consulted. No historic resources are located on this site although there are several natural resource areas which are found on or adjacent to the site. Historic and Archeological Resources. There are no inventoried historic features or archeological sites located on the development site. lf any artifacts are encountered during construction, there are state laws that could apply, ORS 97.740, ORS 358.905, ORS 390.235. lf human remains are discovered during construction it is a class "c" felony to proceed under ORS 97.740. Natural Resources. This site was mapped as part of Site O3- Springfield Millrace A (natural) in the 1991 Natura! Resource Special Study (NRSS). The 199I draft NRSS includes an inventory and comparatave analysis of potentially significant natural resources needing consideration under statewide Planning Goal 5. Because the Natural Resources Functional Plan (NRFP), which includes findings of "significance' as well as protection/development policies, has not been adopted by the City, the Goal 5 process must be addressed on a case by case basis. The process established to address areas identified in the NRSS as natural resources is to bump the review process of the relevant application to a Type lll- Discretionary process for determination of significance of the resource, and approval of an Environmental Social Economic Energy analysis (ESEE) and subsequent conditions for full protection, limited protection, or full development of the resource. ln this case, staff has reviewed the draft NRSS (1991) inventory and evaluation for Site SO3 and finds that it provides an accurate description of the resource functions and values provided by the natural riparian reaches of the Millrace. The NRSS also provides a relevant and necessary comparison of values with other similar resources in the Metro area. Description/ wetland: ln addition, a wetland delineation was conducted to identify a small wetland located in a swale in the southern portion of the site. The site is dominated with reed canary grass (Phalaris arundinacae) and was most likely developed under stream (millrace) associated conditions. The wetland is directly adjacent to and associated with the Millrace natural resource functions and values. The formation of the swale is probably channel associated and due to the physical changes of the stream over time. The wetland has medial inherent wetland functions and values but high mitigation potential due to the monotypic plant species that dominates the swale. The wetland will provide a tremendous educational opportunity for the middle school. 10 Description and Significance/ Millrace: The Springfield Millrace A (Natural), SO3 is described as follows in the NRSS: "The Springfield Millrace, constructed in 1852, is an important historical, aesthetic and natural feature located in the City of Springfield. lt flows east to west, south of downtown Springfield. Parts of the Millrace are bordered by industrial development and one stretch is piped. The remainder of the Millrace is relatively natural, bordered by a healthy strip of riparian forest. Site SO3 includes these natural portions. The natural area includes a one and a half mile stretch east of the industrial area to the urban growth boundary. Vegetation along this stretch of the millrace is predominantly black cottonwood, willow, hawthorne and big leaf maple, with an understory of snowberry and rose. The millrace is an important travel corridor for wildlife and provides important cover and water for wildlife which inhabit adjacent riparian and upland areas. "The wildlife habitat rating is 61-62 which is relatively high in the Metro area." 'The National Wetland lnventory (NWll designates the millrace as riverine wetland. Most of the upper end of the site is within the FEMA floodway boundary and is classified as a Class "A" stream." The City of Springfield maintains the millrace for storm water conveyance and to prevent flooding. Based on the site evaluation and ESEE analysis in the NRSS and subsequent site visits by the City and DSL staff, the riparian areas along the Millrace are highty valuable for providing wildlife habitat, a wildlife travel corridor, storm water filtration and erosion protection and are therefore 'significant' Goal 5 resources. Based on the quality of the Millrace and the functions and values provided, the Millrace riparian areas mapped as SO3 in the NRSS inventory should be awarded full protection under Goat 5. consistent with the Planning Commission recommended draft NRFP. Recommendations/ Millrace : The Planning Commissions recommended approval of the NRFP with the following recommendations for protection of the riparian areas along the Millrace, which limit the conflicting uses. The recommended policies are identified in the NRFP as policy 2a, Waterside Protection, 4a low impact recreation and 5; clean up, restoration and education. The Waterside protection policy includes the establishment of a 75 foot setback (all structures) and protective maintenance practices. The objective of the Waterside Protection policy is to control development and protect water quality through the establishment and maintenance of minimum setback areas. The intent of the waterside protection policies are to allow passive recreation, removal of litter and fill and the replanting of native species. Low impact recreational policy areas allow passive recreational uses to be developed through the construction of minimum impact trails and footpaths. Clean-up, restoration and education policies encourage the removal of invasive species and the education of adjacent property owners of the values of wetland and riparian resources to communities. The required minimum setback from the millrace which is a Class "A" stream is 75 feet (top of bank). The established setback areas do not permit the construction of buildings. 11 The proposed site plan exceeds this requirement by locating all structures over 1OO feet from the top of bank (Millrace). Activities such as channel maintenance, construction of public utilities, planned public improvements and trails are permitted within the setback. Only "planned" public improvements such as streets and bike paths which are listed on TransPlan or on a Capital lmprovement Plan are permitted to be constructed within this setback area. Prohibited uses include: buildings, clearings, lawns, fills, increased impervious surface areas (e.9. decks and paved trails). Passive recreation activities, removal of litter and fill, replanting of native plants and environmently sensitive removal of invasive, non-native species are highly encouraged and are not considered conflicting uses Clean-up, Restoration: Best management storm water practices are proposed to be included in the drainage design for this site by piping roof drainage to a grassy swale (bio-swale) prior to discharge to the regulated wetland in the center of the site. A portion of the proposed parking lot will also discharge to a grassy swale system prior to outfall to the millrace. Oil-water separator catch basins are required in all parking areas without pre-treatment to provide additional treatment of run-off from the site. Pre-treatment of storm water run-off from the site is desirable because petroleum products and solids are removed and flows are slowed prior to entering the City's detention pond and the millrace. Final design of these on-site storm facilities will require evaluation of the capacity of the proposed bio-swales and approval from the DSL and the Corps of Engineers. Additional conditions may be imposed by these agencies which will alter the storm drainage proposal submitted. The Final Site Plan shall incorporate all changes required by these agencies. Any outfalls to the wetland located on- site or the millrace require Division of State Lands and Army Corps of Engineers approval which must be obtained prior to issue of building permits for the site. The applicant is required to install a construction/ erosion contro! fence adjacent to the millrace and wetland to insure that no equipment or materials encroach into the wetland or along the millrace during the construction of the school. Staff finds that this criterion has been met because the natural features have been adequately considered and protected in the proposed project design, as conditioned. (4) PARKING AREAS AND INGRESS-EGRESS POINTS HAVE BEEN DESIGNED SO AS TO FACILITATE TRAFFIC AND PEDESTRIAN SAFETY, TO AVOID CONGESTION AND MINIMIZE CURB CUTS ON ARTERIAL AND COLLECTOR STREETS, AS SPECIFIED IN ARTICLES 31,32, THE APPROPRIATE ZONING AND/OR ZONING OVERLAY DISTRICT ARTICLES AND ANY APPLICABLE REFINEMENT PLAN. Accessible connections must be provided from all parking areas to buildings. ADA approved ramps must be provided at all grade changes between all sidewalks and parking lot areas. Wheel stops must be installed in all new parking areas. Signs are regulated by the Springfield City Code Article 9, Chapter 7. The number and placement of signs must be coordinated with the Community Services Division. The locations 12 of signs must be coordinated with the Community Services Division. All permanent sign structures or facilities located within a vision clearance area ( 25'x 25' right triangle located adjacent to the proposed drivewayl shall be field located by the Transportation Division prior to construction. Staff finds that this criterion has been satisfied WHAT NEEDS TO BE DONE BY THE APPLICANT TO OBTAIN FINAL SITE PLAN APPROVAL? 1. Three copies of the final site plan with the proposed changes are required to be submitted within 90 days of this letter. The following revisions must be shown on the Final Site plan: (a) lnstall irrigation in all landscaped areas with the exception of the playfields. (b) lnstall wheel stops adjacent to all proposed parking stalls. (c) All sidewalks located in the pubtic right of way must be in good condition prior to Final Occupancy. (d) All trees specified on the landscape plan must be a minimum of 2 inches in caliper (e) Revise the landscape plan to show the number, location and size of all species of all planted materials. All shrubs must be a minimum 5 gallon size. (f) Screen the proposed trash receptacle with sight obscuring material. (g) All utilities must be installed underground for this development. An elevation of alt of the proposed utility vaults must be provided with the Final Site Plan submittalto ensure that the vault can be effectively concealed through grading and installation of landscaping. (h) Show at least one bike rack holding a minimum of 15 bikes (l) Ensure that the southern most driveway has a radius of at least 50 feet outside, 30 feet inside to accommodate LTD buses if this service is offered in the future. (j) lnstall street trees every 3O feet on center (2 inches in caliper, selected from the City's street tree list). (k) lnstall a public works lock on the proposed gate to the Fire access road. The width of the fire access road must be increased to 20 feet. A Development Agreement will be prepared upon approval of the Final Site Ptan. All easements shall be recorded at Lane County at the applicant's expense. A recorded copy of all easements shall be returned to the City with the Final Site Plan. City Systems Development Charges will be assessed for the site. Troy McAlister, Public Works at 726-3688 can provide additional information on the assessment of these charges. Dedicate 1O feet of right of way on South 28th Street and 5 feet of right of way on South 32nd Street. A legal description for the dedications must be prepared and the dedication filed on City forms. The applicant is responsible for recording the final document at Lane County at their expense. Submit a storm drainage plan for the site that has been approved by the Division of State Lands and the Corps of Engineers. Submit a sign permit application for the proposed sign with the Building Division. All signs must be field located by the transportation Division prior to installation and located outside of the 25 foot vision clearance triangle. Full lmprovement of South 32nd Street which includes curb, gutter, sidewalks, street lighting, street trees and street drainage. Sign and record an lmprovement Agreement for the entire frontage of South 28th Street. The !.A. must be on a City form and recorded at the applicant's expense. lmprove the frontage of the site along South 32nd Street with curb, gutter, sidewalks, street trees and street lighting. The street design should include a 48 foot width improvement from the north side of the property line to the proposed crosswalk at the north side of the driveway with three 12-toot travel lanes and two 6-foot bicycle lanes. South of the crosswalk, the design should provide a transition to a 36 foot wide three-lane street section with full improvements to the west side only. The 36 foot wide section should transition to the existing roadway width just north of the South 32nd Street/ Jasper Road intersection. ln addition, a school pedestrian crossing is needed at the north site driveway and school zone signs and pavement markings per the Manual of Uniform Traffic Control Devices. A concrete extruded curb separation must be installed on the existing 6 foot shoulder along the southern frontage of Jasper Road within the City of Springfield limits. A 5 foot asphaltic/ concrete shoulder must be constructed the north side of Jasper Road from approximately South 39th Street up to the existing cross walk located at Douglas Gardens Elementary school (approximately 3OO feet) to provide safe pedestrian access along this street" I I 14 12.ln no case will Final Occupancy be given prior to completion of the required public improvements.
