The property is also known as Lane County Assessors Reference Number 17023000, Tax Lot #01000. ln February, in an emergency situation resulting from the recent flooding, a permit was issued to connect a portion of the Pierce property to the municipal sanitary sewer system. It is my understanding that as a result of the urgency presented to the staff person who assisted the permit applicant, the proper permit review procedure was not followed for the permit you received. Once the permit was issued, it was discovered that the "in lieu of assessment" in the amount of $3,499.30 was not collected. Also, the applicable Systems Development Charges (SDC) that are payable on any property in the City when a connection is made to the sanitary sewer system was not collected. The amount of the SDC that also should have been collected is $638.42. Although the fees are now due, I believe we can find a resolution that will best serve both you and the City ofSpringfield. Under the circumstances, it Seems unfair to now ask for a payment of more than eight times the original perrnit fee. Based upon the circumstlnces, objection is made to this additional charge. Mr. pierce informs me that the contractor made the sewer connection incorrectly under the rules of the City of Springfield even though the conn"clion is one which the contractor has frequently nade in the City of Eugene without a problem..
