FIRE PROTECTION CODE CONSULTANT o PLAN CHECKING CONSTRUCTION INSPECTION August 9, L995 Dave Puent, Building officialCity of Springfield Development Dept. 225 5th StreetSpringfield, OR 97477 RE: LO75 Shellv St.. Springfield. OR - Doug Mansfield' Forefront Designs, Inc. - W.o. #8440 Dear Dave: Mortier Engineering, P.E., P.C. has been retained to investigate, analyze and propose an rralternate methodtr under OSSSC (91 UBC) Sect-ion l-05, to -pernit the use of provisions of the L994 Uniform Building Code applied to a wood machining ?nd assembly .use for forefront Oesigni, Inc. currently located in the old Midgely's (EV[EB) building at'the southeast corner of East 4th Avenue and High Streei, Eugene. rne proposed location is in a recently completed building at l-075 Shelly Street, Springfield. The l-994 UBC fne coae to Ue implemented early next year would place the proposed use at l-075 Shelly in a Group F Division l- Occupancy (94 UBC Sec. 306.L, Items 4L and 42, Page L-34) as a moderate hazard factory use. This occupancy ctaslif ication more closely a1igi"ns with previous editions-of tne UBC(pre.-L988 UBC) and brings it closer to a current B-2 Occupancy but requires the use to be fire sPrinklered at a 25OO sq.ft. tnresnold and installation of an approved method for collectlion of generated finely divided combustible waste ( dust ) . see Lg94 uBc sec. 306 . 8 , P9s. L-35 . The l-991- UBC stipuiates particularly onerous requirements for H-2 woodworking occupancies such as 30 ft. on all sides, two hour occupancy separations, etc. Proposed Building tfre proposea Uuifaing space to house Forefront Designs, Inc., is at LoTi Shally St. and consists of a recently completed concrete tilt- up structure with an open insulated steel frame roof. The building is fully fire sprinklered. The roof height is approximately 20 ft. The proposed use would occupy 1-0,OOO sq. ft. of the northerly part of the existing building. The southerly 51000 sq. ft. of the building is currently occupied by McKenzie FIy & Tackle, a wholesale distribution operation which would be an M Occupancy under the L994 UBC, (B-2 Occupancy under the L99L UBC). An administrative office area for McKenzle I'Iy extends out beyond thetilt-up building to the southeast (which would be a B occupancy under the L994 UBC and a B-2 Occupancy the fire spr 11The entire building is installed to an Ordinary Hazard which a woodworking use under NFPA L3.system consists of 80 heads with a density of .2o GPvI/sq. ft., 15OO sq. ft. desigm area of discharge, a system demand of 35L.9 GPM discharge with a residual pressure at the base of the riser of 82.7 PSI. There is currently a one-hour fire waII consisting of one layer of S/gn Type X glpsum board on each side of steel studs separating the proposed use area from the existing McKenzie FIy and Tackle use. The proposed use area has four out-swinging exit doors with passagre lever-hardware latches. These doors are situated with a wide separation, two in the west and two on the east side of the building. The Woodworking Use and Machines Enclosed is a srunmary of wood machining appliances of varying sizes along with their approximate time of operation per day or per week. The Lest description of their use is intermittent to moderate in our recent observation of the shop operation. Several of the machines, such as the driIl presses and gang drills produce gn1y granular wood particles, no dust. The saws and other machines wnicn ao produce dust are connected to small to relatively large powered industrial collectors and bags. The b?g blowers are lutonatically switched on when the production machine is switched on. Wtren moved to the proposed building, these collectors would be improved with the necessary inverted hood and shrouded sheet metal to catch dust emissions from the production machines. The products produced by Forefront Designs, Inc. are laminated plastic covered cabinets, counters and shelves for commercial and institutional use. The base materials used to machine, fabricate and assemble these finished products consist of: l-. Preformed counter tops supplied from off-premise. 2. particle board and pllnruood to whieh laminated plastic is applied.3. Latex non-flammable adhesives. 4. Hardware (hinges, handles, puII, etc. ) There are no finishes applied to the completed cabinets since they are almost entirely covered with laminated plastic as a final f inish. Sunmary and Request we request that: L. The use be classified under the Code as an F-L OccuPancy. orm Building L99L for L994 UBC Table 3-B be applied which would allow the existing one-hour occupancy separation wall to continueas-is between the proposed F-l- Occupancy and the existing M Occupancy (1-99L UBC, B-2) to the south. Individual bag-t1pe dust collectors be an approved method of collection and removal of dust produced by the machinery per L994 UBC Sec.306.8 last Paragraph Pgs. l-- 35. Doug Mansfield of Forefront Designs, Inc. would appreciate a determination in the above regard at your earliest convenience. He can be reached at 485-2560 and 4l-7 High St., Eugene, OR 974OL.
