Dear Don,
We are approaching the time when we will be requesting a review for final occupancy
at the above project. Ken Daletas, our project foreman, will be able to coordinate
most requirements with you, but some assistance is needed on site landscape compliance.
The Ovrner has informed me of their desired ground cover and planting plans, which I
have described on the attached sketch, "Proposed Planting and Ground Cover". I hope
that this sketch will be adequate for your review in determining acceptability. Any
comments at the earliest possible time will be helpful in a smooth transition for
occuping the building. The owners intent at this time is to occupy the building at
the end of this month (December).
In my earlier letter to you of December 2, 1987 regarding partial occupancy of the
steel building portion of this project, I addressed some landscaping proposals also.
That letter may contain information helpful in your review.
On November 30, L987, Bruce Newhouse, Associate Planner, wrote a letter to Ken Daletas
relating a conversation they had about landscaping. I am concerned about comments made
in paragraph Lwo, specifically regarding an irrigation system for evergreen trees to be
planted on the north edge of the property (see drawing G-l). At a planning and devel-
opment meeting the Onmers and I attended with the City in June of this year' one item
specifically addressed was this evergreen tree requirement, andwehlere told that these
frees did not require an irrigation system since they were in a publie utility easement.

We proceeded wilh concrete paving in this area based on information received at that
meeting, and it is now too late to install an irrigation system without major modif-
ications to concrete paving in place. I hope thls potential issue will not cause
a problem with securing an occupancy permit from the city.
Please review the attached sketch and advise at your earliest convenience. Thank
you for your attention and help on closing out this project.

This grant of temporar:r ocsupancy is for use of the nanufacturing portion
of the facility only. The office area is not approved for tenporary
occupancy until final inspections have been conducted and approved.
The above itens shall be cornpleted and approved by inspection from this
office within the above stated tine period after which final occupancy for
the building will be granted. In the event that these requirements are
not satisfactorily cornpleted, Teuporary Occupancy r+i11 expire and the
building shall be ordered vacated until such requirements are completed
unless this Grant of Temporary Occupancy is extented in writing by the
Building Official.

Dear Don,
In our attempt to secure a partial oceupancy permit for the steel building portion
of the above project, I believe there will be two required items that will not be
completed in the next few days, those items being a fire sprinkler moni.toring system
and some site improvements concerned with landscaping and plantings. I can offer thefollowing information on the current status of these items:
FIRE SPRINKLER MONITORING SYSTEM
After reviewing a number of systems and opti.ons available, the owner has elected to
use an ADT monitoring system which also has a capability for a burglar alarm and t.emp-
erature sensing option. It is my understanding that contraetual arrangements have
been made between the owner and ADT. In a discussion I had today with the ADT rep-
resentative, I was informed that they would have the system installed, ready for operation
by no later than Friday, December 11, 1987. I requested that ADT call Dennis Shew, the
deputy Fire Marshall, to keep him appraised of what system will be installed, and des-
cribe itis funcEions.
LANDSCAPE SITE IMPROVEMENTS
The ownerrs intention at this time is to plant the eleven to fifteen trees requiredat the north property line and adjacent to the sidewalk around the cul-de-sac on 30thStreet. A11 other potential lar.m or planting areas will be bedded with the bark mulchfor the short term, with the development of a comprehensive planting scheme to be
impl-emented during the spring season. I have been informed that Blue Spruce trees
are currently desired for the north edge and cul-de-sac, unfortunately, the two nurseries
contacted, Bloomers and Decker, do not expect delivery of 4t to 5t trees of this species

Geri Miller, one of the owners, mentioned other tree species she was considering,
and that she would call Bruce Newhouse, Associate Planner, for help with her questions.
I know the owner fully intends to develope a pleasant landscaping scheme for their
new company headquarters, but simply desires more time for the personal attention
they wish to devote to this aspect of the site planning.
If this approach to site improvements is unacceptable to the City of Springfield'
liyland & Sons, Inc., in goocl faith is willing to post a Bond for ll0l{ of the projectts
landscaping budget value.
I trust this information will clear up any question of the owrlers intention to comply
with development requirements of the City of Springfield. Please do not hesitate to
