Re: Change of 0ccupancy Inspection at 540 North 28th Street
Dear Mr. Rethwill:
Pursuant to your request of December 1, 1978 to change the use of the Building
located at 540 North 28th Street; Springfield, Oregon, from a residence (R-3
0ccupancy) to an office building (B-2 Occupancy), an inspection was made by the
Springfield Building Division on December 5, 1978.
The structure in its present condition virtually does not meet any of the re-
quirements for a B-2 Occupancy. The floor system is not adequate to support a
uniform load of 50 pounds per square foot. The rafters and ceiling joists are
over spanned. The electrical system and service are undersized and would re-
quire a complete rewiring of the building.
Off street parking would be required, which would require removal of a portionof the building.
It was also noted that remodeling work was in progress, replacing rnudsills,floor joists, etc, without first obtaining a building permit.
A11 beams must have a ground clearance of not less than 12 inches and the joists
must have a ground clearance of not less than 18 inches unless the wood is treat-ed, or of a type listed and approved for such use.
The wood stove in the garage must be removed. A new 4 inch clean out plug must
be installed in the drain line in the garage.
The water heater must be reinstalled with a shut off valve on the cold water line,a pressure relief valve piped to the outside and a drain pan installed under thewater heater.

Should you desire to pursue the change in occupancy, a complete set of drawingswill be required showing how the building will be remodeled to meet all the re-quirements of a B-2 Occupancy. Application must be presented to the planning
Department to rezone the property. In any case you must obtain a buildingpermit for the work now being done.
