OREGON 97 47'' February 2, 1981 346 MAIN STREET 726-3753 Mr. Brian Fowler 1583 North 23rd Street Springfield, Oregon 97477 RE: Housing Inspection at 1.260 North 28th Street Dear Mr. Fowler: At your request, the Building Division of the City of Springfield conducted a Housing Inspection of the dwelling located at 1260 North 28th Street, Spring- field, 0regon. Section 104 (e) 2 of the Oregon Structural Speciality Code and Fire and Life Safety (S.S.C.), states that existing buildings intended to be used for dwelling purposes which are removed from their foundation and moved to another location shal1 be in substantial conpliance. Substantial compliance shal1 mean compliance with basic health and safety standards, as described in the Uniform Housing Code as adopted by the City of Springfield. In this regard, all additions, alterations or repairs made to the building may be done without being required to comply with all the requirements of this code (S.S.C.), pro- vided the addition, alterations or repairs conform to that required for a new building or stnrcture. STRUCTURAL AND FIRE AND LIFE SAFETY The following itens do not meet the standards of the Uniform Housing Code (U.H.C.) as adopted by the City of Springfield: 1) Every drvelliirg unit and guest room shal1 be provided with heating facilities capable of naintaining a room tenperature of 70oF. at a point 3 feet above the floor in all habitable rooms. U.H.C. 701 (a) 2) Every sleeping room sha1l have at least one openable window or exterior door approved for emergency exit or rescue. I{here windows are provided, they sha1I have a net clear openable area of not less than 4 square feet with no dimen- sion less than 22 inches with the maximum siIl height not to exceed 60 inches above the floor. U.H.C. 801 5) The house flooring and wa1l supports in bathroon areahave deteriorated due to the excessive moisture contact and improper rnaintenance of bathroom fix- tures. U.H.C. 1001 (c) 4) The rise of every step in a stairway shall not exceed 8 inches in rise rior sha1l the run of each step be less than 9 inches. U.H.C. 901 and Springfield 0rdinance Nunber 3851 6) Irtasonry chimney is unlined and is not a minimrn of 8 inches in thickness re- quired for connection of a solid fuel appliance. U.H.C. 1001 (-c) 7, S.S.C. Table 37-B SANITATION The plunbing system has deteriorated and has been iraproperly maintained and falls into the category of hazardous ph.unbing as dbscribed in Section 1001 (f) of the Uniform Housing Code as adopted by the City of Springfield. Although the existing plumbing may have met the standards of the code that was in existence at the time of its installation, alterations and/or improper maintenance require corrections to be made in accordance with both the Uniform Housing Code as adopted by the City of Springfield and the current Oregon State Plumbing Specialty Code (P.S.C.). 1) The water heater will require a drain pan and a pressure relief valve installed on the tank with the drain extending from the valve to the exterior of the build- ing with the end of the pipe not more than two feet nor less than six inches above the ground and pointing downward. P.S.C. 1007 (e) 2) A11 damaged plumbing shall be replaced or repaired and tested to floor level. P.S.C. 10.4-b ELECTRICAL SAFETY It shall be required that an electrical inspection be made after the house is re- located. The location of the service strike, the addition of electric heat, and the necessary changes in the wiring because of interior alterations, in addition to existing electrical defects, will determine at that time the necessary changes and corrections in the total wiring installation.
