Dear Mr. Ford:
As discussed in our phone conversation last week, and in December 2000, the City is in the process of
eliminating the struitural hazard by demolishing the structure at the above referenced location. As
identified L the attached letter daied September 18, 2000, the structure located on the property has been
determined to be substandard or unsafe. The Springfield Building Safety Code Administrative Code,
Section 203 (3) states in Part:
,,The notice and order, and any amended or zupplemental notice and order, shall be servedupon the
record owner, and posted oo ih" property; uod or. copy thereof shall be served on each of the following if
known to the Building OffEcial or disclosed from official public records: the holder of any mortgage or
deed of trust or other lien or encumbrance of record; the owner or holder of any lease of record; and the
holder of any other estate or legal interest of record in or to the building or the land on which it is
located."
As I explained to you during our conversation, your name appeared onthg Titte Report we received from

The structure located at the above address, more particularly described as Lane County
Assessor's Map & Tax Lot number 1703361114800, is an unsafe and substandard
building as described in the Springfield Building Safety Codes Administrative Code.
Lane County Assessment and Taxation records indicate you are the owner of this
property.
Section 203 of the Administrative Code describes buildings, which are substandard or
unsafe as those, which are structurally inadequate, have inadcquate cgress, or which
constitute a potential fire hazard or are otherwise dangerous to human life. The following
items include, but are not limited to, conditions existing at the structure classifying it as a
substandard building:
l. Deteriorated or inadequate foundation support has caused floor and roof members
to sag. The existing foundation requires substantial repair or replacement.
2. Roof covering has deteriorated, allowing weather infiltration. The existing roof
covering requires replacement.
3. Gypsum ceiling covering is separating and collapsing due to weather infiltration.
4. Defective or lack of weather protection for exterior watl coverings due ro lack of
paint, or other approved protective coatings.
Although we haven't been able to physically verify this condition truly exists or
to what extent, we recently were made aware that portions of the interior wiring
have been altered or improperly maintained and is in a potentially unsafe and
dangerous condition. Because of the potential risk to pcrsonal safety or the
prevention of fire, the electrical deficiencies need to be corrected bcfore the otl-rer
work is commenced.

Section 202 of the Sprigfield Housing Code requires that structures classified as
substandard must either be repaired or demolished. THEREFORE, THIS IS yoUR
NOTICE THAT YOU MUST SECURE PERMITS TO EITHER REBUILD/REPAIR
THE STRUCTURE WHERE IT IS DEFICIENT OR DEMOLISHED IT.
Section 104 of the Springfield Building Codes Administrative Code requires that the
repairs must comply with the provisions of the Structural, Plumbing, Mechanical and
Electrical Specialty Codes. If the building is to be rebuilt or repaired, permits must
be purchased and work must commence within 30 days from the date of service of
this notice and order.
If the building is to be demolished, demolition work must commence within 30 days,
and must be completed within 60 days from the date of this notice and order.
Completion means that the structure and the property must be inspected and approved
by the appropriate representatives of the Building Safety Division. The sewer must
be capped at the property line or the septic tank must be pumped and filled by a
person holding a sewage disposal service license as provided fir in Chapter 340,
Division 7 of the Oregon Administrative Rules.
If you do not seek corrective action within the time frame outlined above, the City
may seek compliance with the Building Safety Codes through legal recourse, which
may include Municipal Court Proceedings or the City may proceed to eliminate the
hazard and charge the costs thereof against the property or its owners.
Any person having any record title or legal interest in the building may appeal from
this notice and order to the Building Board of Appeals, provided itrat ihe appeat is
made in writing and filed with the City Building Official within 30 days from the date
of service of this notice and order. Failure to appeal will constitute a waiver of all
rights to an administrative hearing and determination in this manner.

The stmcture located at the above address, more particularly described as Lane County
Assessor's Map & Tax Lot number 1703361t 14800, is an unsafe and substandard
building as described in the Springfield Building Safety Codes Administrative Code.
Lane County Assessment and Taxation records indicate you are the owner of this
property.
Section 203 of the Administrative Code describes buildings, which are substandard or
unsafe as those, which are structurally inadequate, have inadequate egress, or which
constitute a potential fire hazard or are otherwise dangerous to human life. The following
items include, but are not limited to, conditions existing at the structure classifying it as a
substandard building:
l. Deteriorated or inadequate foundation support has caused floor and roof members
to sag. The existing foundation requires substantial repair or replacement.
2. Roof covering has deteriorated, allowing weather infiltration. The existing roof
covering requires replacement.
3. Gypsum ceiling covering is separating and collapsing due to weather infiltration.
4. Dcfective or lack of weather protection for exterior wall coverings due to lack of
paint, or other approved protective coatings.
5. Although we haven't been able to physically verify this condition truly exists or
to what extent, we recently were made aware that portions of the intetior wiring
have been altered or improperly maintained and is in a potentially unsafe and
dangerous condition. Because of the potential risk to personal safety or the
prevention of fire, the electrical deficiencies need to bc corrected before the other
work is commenced.

This analysis has been prepared to arrive at an estimated value for the property described above. It was
compiled using comparable properties as listed in the Greater Lane County Multiple Listing Service. Please
remember that this is not an appraisal. Rather it is an opinion of value. Century 21 Action nor the agent
hereto offer any warranties, express or implied as to the information within this report.
Land Value: Lots in this area typically caffy avalue of $20,000 to $25,000, depending on the location
and neighborhood trends thereto.
The subject property is in a neighborhood of older stick built homes and some manufactured homes. The
surrounding area dose not appear to be in the path of any type of improvement growth and/or rejuvenation
trends either privately or city driven.
There is currently located upon subject property a structure that at one time was a residential unit. The
condition of the structure, in my opinion is dangerous, uninhabitable, unrepairable and has only a negative
influence to the over all value ofthe subject property. There is misc. personal property, and debris, such as
broken down autos and trash that also have a negative influence on the over all value ofthe subject
property.
Conclusion: This is an area of low desirability for construction of new homes. The property is in a very
dangerous state of condition and is creating extreme blight to the neighborhood.
The opinion of this agent is that the value of the subject property is, vsry simply, land value less the cost to
clear the land of the structure and misc. debris. It is my opinion that the cost to properly clear said land of
its debris and blight would be $5,000. I suggest bids therefore be obtained from reliable contractors in the
area.

Dear Ms. Peters,
The structure located at the above address, more particularly described as Lane County
Assessor's Map & Tax Lot number 1703361114800, is an unsafe and substandard
building as described in the Springfield Building Safety Codes Administrative Code.
Lane County Assessment and Taxation records indicate you are the owner of this
property.
Section 203 of the Administrative Code describes buildings, which are substandard or
unsafe as those, which are strucfurally inadequate, have inadequate egress, or which
constitute a potential firehazard or are otherwise dangerous to human life. The following
items include, but are not limited to, conditions existing at the structure classiffing it as a
substandard building:
l. Deteriorated or inadequate foundation support has caused floor and roof members
to sag. The existing foundation requires substantial repair or replacement.
2. Roof covering has deteriorated, allowing weather infiltration. The existing roof
covering requires replacement.
3. Gypsum ceiling covering is separating and collapsing due to weather infiltration.
4. Defective or lack of weather protection for exterior wall coverings due to lack of
paint, or other approved protective coatings.
5. Although we haven't been able to physically veriff this condition truly exists or
to what extent, we recently were made aware that portions of the interior wiring
have been altered or improperly maintained and is in a potentially unsafe and
dangerous condition. Because of the potential risk to personal safety or the
prevention of fire, the electrical deficiencies need to be corrected before the other
work is commenced.
Section 202 of the Sprigfield Housing Code requires that structures classified as
substandard must either be repaired or demolished. THEREFORE, THIS IS YOUR
NOTICE THAT YOU MUST SECURE PERMITS TO EITHER REBUILD/REPAIR
THE STRUCTURE WHERE IT IS DEFICIENT OR DEMOLISHED IT.
Section 104 of the Springfield Building Codes Administrative Code requires that the
repairs must comply with the provisions of the Structural, Plumbing, Mechanical and
Electrical Specialty Codes. If the building is to be rebuilt or repaired, permits must
be purchased and work must commence within 30 days from the date of service of
this notice and order.
If the building is to be demolished, demolition work must commence within 30 days,
and must be completed within 60 days from the date of this notice and order.
Completion means that the structure and the property must be inspected and approved
by the appropriate representatives of the Building Safety Division. The sewer must
be capped at the property line or the septic tank must be pumped and filled by a
person holding a sewage disposal service license as provided fir in Chapter 340,
Division 7 of the Oregon Administrative Rules.
If you do not seek corrective action within the time frame outlined above, the City
may seek compliance with the Building Safety Codes through legal recourse, which
may include Municipal Court Proceedings or the City may proceed to eliminate the
l:,azard and charge the costs thereof against the property or its owners.
Any person having any record title or legal interest in the building may appeal from
this notice and order to the Building Board of Appeals, provided that the appeal is
made in writing and filed with the City Building Offrcial within 30 days from the date
of service of this notice and order. Failure to appeal will constitute a waiver of all
rights to an administrative hearing and determination in this m.rnner.
