Dear Ms. Reid:
As a result of recent photographs viewed by this Division and comments from State and
City personnel, the City of Sp.ingfield Community Services Division, Building Safety,
has determined that the structures located at the above referenced location, also known as
Lane County Assessors Map #17033614, Tax Lot #10000, for reasons below, substandard
and unsafe buildings as described in the Springfield Building Safety Code Administrative
Code. Lane County Assessment and Taxation records reveal that you are the owner of
this property.
Section 203 of the Springfield Building Safety Code Administrative Code classifies
structures which are structurally inadequate or dangerous to human life as unsafe'
Section 1001 of the Springfield Housing Code specifies conditions constituting
substandard buildings. This Division will require an inspection to be performed by
Community Services, Building Safety Staff in order to provide a more complete list of
violations in the structures. The following conditions include but are not limited to
conditions existing at the strucfures identified at the above location, classifying them as
substandard and unsafe buildings.
1. 1n all structures, there is improper use of extension cords, which includes cords
rururing through walls, door ways, and, wiring lying on the ground. All of these
conditions constitute the electrical wiring as a potential life, fire and safety hazatd-

3. The structures are structuraily inadequate and dangerous due to deteriorated faulty
weather protection.
4. Lack of adequate garbage and rubbish storage and removal. Because the improper
storage and disposition of waste creates a potentially serious public health hazard,
dead organic matter and debris must be stored in covered leak proof containers
and be removed a minimum of once every seven (7) days.
5. Section 5.002 (5) of the Springfield Municipal Court prohibits conditions upon a
property or any premises that allow, attract or are likely to attract, feed or harbor
rats or mice.
6. The recreational vehicles on the site shall not be occupied for residential purposes
7. It is hereby also found and declared that the following causes, among others,
contribute to such conditions listed in Subsection (a) of this Section (Article 7 of
the Springfield Housing Code): Inadequate original construction; dilapidation;
failure to repair; lack of proper sanitary facilities and maintenance; structural or
other defects; overcrowding; other calamities; uncleanliness ; inadequate heating,
lighting and ventilation or any combination of such circumstances.
8. Also on the property are used materials which are in violation of the Springfield
City Code Section 5.002 (a). This Section identifies Used Materials as waste,
debris or discarded items, used building supplies, tires, cartons, paper, scrap, junk,
used furniture, plumbing or electrical supplies, appliances and barrels, vehicle
engine and body parts, lumber, used wood, pallets, or materials that are stockpiled
for the purpose of recycling which are visible from public view'
9. The accessory structure in the back yard has never been approved as a dwelling
unit and must be vacated.
Section 204 (b) of the Administrative Code provides procedures where the Building
Official may require vacation of the premises when cited deficiencies represent an
immediate hazardto life, limb, property or safety of the public or its occupants. Notice is
hereby served that the property is being posted to be vacated by 9:00 a.m. Friday,
September 22,2006 due to the potential hazards to the occupants resulting from the
above cited conditions. If you do not vacate the premise within the time frame specified,
the City will seek compliance with the Building Safety Codes through legal recourse,
which may include Municipal Court proceedings.

Once the property has been vacated, occupancy may not take place until the property has
been inspected by representatives of the City of Springfield, and the above mentioned
violations, along with possible other violations which will be identified during an
inspection by this Division, are corrected and approved by this office.
Any person having any record, title or legal interest in the building may appeal from this
Notice and Order to the Building Board of Appeals, provided that he appeal is made in
writing and filed with the Building Official within thirty (30) days from the date of
service of this Notice and Order. Failure to appeal will constitute a waiver of all right to
an administrative hearing and determination of this.matter.

Dear Ms. Reid:
As a result of recent photographs viewed by this Division and comments from State and

Hi Lisa,
Our officers went to 265 24lh St. regarding a welfare check on children living there. The place isapparently so full of animal feces and rotted food that our officers were literally throwing up. They say it isuninhabitable. The occupant is Alysia Reed. Several adults living there with her. We iook the kids andsent them off with SCF.
we have served search warrants at this location in the past. My recollection is that Jackie & cindy had acase going on Reed the last time we were there and the house was posted because they had raw'sewagerunning out onto the patio. Apparenfly, not much different this time around.
can someone go out and check the house for building & code violations?
