Dear Mr. Reed:
At your request as lease tenant and as authorized by Joe Clouse of Bill Medford Real
Estate (agents for the owner), the Springfield Building Safety Divis'ion conducted
an inspection at 460 North 2lst Street. The purpose of this inspection was to determ'ine
the suitability of the building, formerly Church of the Brethren, for use by the Christ
Church. congregation.
In the interest of bu'i'lding safety, the inspectors noted the following items which
do not comply with the Building Safety Codes wh'ich we administer:

I The second story shall remain locked and js approved for storage use only unless
the fol lowing repairs, modifications or add'it'ions are made:
A The roof structure shall be inspected to determine the full extent of fjre
damage which occurred in February 1982. It appears that the structura'l damage
resulting from that fire was confined to the second story chapel, however,
the structural inspector was not able to verify the damage since no ladder
was available at the site to allow access to the attic area above the second
story classrooms.
If use of the second story classrooms or chapel is desired, contact the City
Building Safety Division to schedule a structural inspection so fire-damage
repairs can be determined.
To allow use of the second story by ten (10) or more occupants, an approved
second exit shall be provided. This wjll requ'ire construction of a second
stairway separated from the existing stairway by a distance equal to not less
than one-half the length of the maximum overall diagonal dimension of the
area to be served, measured in a straight'line between exit stairs.

An exterjor stairway constructed of two inch nominal wood could satisfy this
requirement. Coordinate specific requirements for this stairway w'ith the
City Building Safety Divisjon.
To allow use of the second story by thirty (30) or more occupants, the corridor
and'interjor stairway which comprise the exit system shall be modified to
comply w'ith the requirements for one-hour rated fire-resistive construction.
Every door opening into the required one-hour fire-resistive corridor shall
be protected by a tight-fitting smoke and draft control assemb'ly having afire protect'ion rating of not less than 20 minutes. Such doors shall be main-
ta'ined self-closing or shall be automatic closing by act'ivation of a smoke
detector.
Interior openings for other than doors shall be protected by fixed, approved
one-fourth inch thick wired g'lass installed in steel frames.
2. The requirements listed in,C'r above are also applicable to the first floor corridor
and entry foyer.
3. Provjsions for light and ventilation shall comply w'ith the following m'inimum stan-
dards:
All enclosed portions of Group A Occupancies customarily used by human beingsshall be provided with natural light by means of exterior glazed openings
with an area not less than one-tenth of the total floor area, and natural
vent'ilation by means of openable exterior open'ings w'ith an area of not less
than one-twentieth of the total floor area or shall be provided with artificiallight and a mechan'ical1y operated ventilating system. The mechanically operated
vent'i1at'ing system shall be capable of supplying a minimum of 5 cub'ic feetper minute of outside a'ir with a total circulated of not less than 15 cubicfeet per m'inute per occupant in all portions of the build'ing during such tjme
as the build'ing'is occupied. If the velocity of the air at the reg'ister exceedsl0 feet per second, the register shall be placed more than 8 feet above thefloor directly beneath.
Toilet rooms shall be prov'ided with a fully openable exterior window at least3 square feet in area; or a vertical duct not less than 100 square inchesin area for the to'ilet facility, with 50 additional inches for each add'itionalfac'ility; or a mechanically operated exhaust system capable of providing a
complete change of air every l5 minutes. Such systems shall be connecteddirectly to the outside, and the point of discharge shall be at least 5 feet
from any openable w'indow.
The structural inspector did not note jf the exjstjng double-hung windows were
openable in a manner capable of satisfying the ventilation requirement. The in-
spector did note that no vent'ilation'is prov'ided for the women's rest room orin rooms which do not have double-hung windows.

4. Ex'its shall be illuminated at any time the building is occupied with l'ight havingintensity of not less than I foot cand'le at floor level.
5. Exit signs shall be installed at required exit doorways and where otherwise necessaryto clearly indicate the direction of egress when the exit serves an occupant loadof 50 or more.
EXCEPTI0N: Ma'in exterjor exjt doors which obviously and clearly are identifiable
as exits need not be signed when approved by the Building Offjcial.
GRAPHICS. The color and design of lettering, arrows and other symbols on exit
s'igns shall be in high contrast with their background. Words on the sign sha11
be in block letters 6 inches in height with a stroke of not less than 3/4 inch.
ILLUMINATI0N. Signs shall be internally or external'ly illuminated by two electric
Iamps or shall be of an approved self-luminous type. When the lum'inance on the
face of an ex'it sign is from an external source, it shall have an intensity of
not less than 5.0 foot candles from either 1amp. Internally illuminated signs
shall provide equivalent luminance.
6. In Group A, Division 3 Occupancies having an occupant load of 50 or more, ex'it
doors shall not be provided with a latch or lock unless it is panic hardware.
EXCEPTI0N: Group A, Divisions 2..l and 3 0ccupanc'ies, such as restaurants, bars,
bowling a11eys, aud'itoriums and s'imilar commercial uses, and in churches, panic
hardware may be om'itted from the ma'in ex'it when the main exit consists of a single
door. A key locking device may be used'in place of the panic hardware, provided
there is a readily visible durable sign adjacent to the doorway stat'ing THIS D00R
MUST REMAIN UNL0CKED DURING BUSINESS H0URS. The sign shall be in letters not
less than I inch high on a contrasting background. When unlocked, the single
door must be free to swing without operation of any latch'ing device. Flush, edge
or surface bolts or any other type of device that may be used to close or restra'in
the door other than by operation of the locking device are prohibited. The use
of this exception may be revoked by the Bujlding 0fficial for due cause.
Panic hardware, when installed, shall comply with the requirements of U.B.C. Stan-
dard No. 33-4. The act'ivating member shall be mounted at a height of not less
than 30 inches nor more than 44 inches above the floor. The unlatching force
shall not exceed 15 pounds when applied in the direct'ion of exit travel.
It will be necessary to verify the type and conditjon of the existing exit door
hardware and make poss'ible mod'ifications to obtain compliance with the above Code
excerpt.
The fjre damaged sanctuary area of the church bujlding shall remajn locked, boarded-
up, or otherwise secured and remain unoccupied until structural and electrical
repairs are made to restore the area to a safe, usable condition.
You wjll be required to submit plans for review and approva'l and obta'in appficable
permits from the C'ity Build'ing Safety Division prior to performance of these repairs.
Coordinate specific p1an, perm'it and inspection requirements w'ith the City Bu'ilding
Safety Division.

Plumbinq Specialt y Code
l. An approved double check valve shall be jnstalled in the water service pipe tothe boiler to prevent the poss'ibility of backflow which could contaminate the
domestic water system.
?. An approved P-trap shall be installed in the waste pipe from the existing urinalin the Men's rest room. Th'is'is requjred to prevent the possibility of sewer
gasses entering the building through this fixture.
3. The existing kitchen sink in the northeast portion of the first floor is not vented.
The cont'inued safe use of this fixture requires that a vent be installed from
the waste pipe and extended through the roof of the building. Thjs'is requiredto prevent syphonage from the fixture trap wh'ich would allow sewer gasses to enter
the build'ing.
4. Verify the cond'it'ion of the existing plumbing fixtures to assure that they areall in proper working order.
t,Je recommend that the water closet stools be replaced with the elongated bowl
type fixtures with open front seats for san'itation purposes.
5. A fullway gate valve shall be installed on the water heater supply pipe to provide
shutoff capability at the water heater.
6.The pressure/temperature relief valve on the water heateris deteriorated andprobably not functional. Replace this valve w'ith an approved type and extend
a pipe from the discharge outlet to within 6 inches of the floor to provide safe
discharge capab'i1ity in the case of a water heater malfunction producing excessive
temperature or pressure.
Mechani cal Speci al t.y Code and Mechanical Fire and Life Safey Code
I The tenant jndicated that the boiler fired-up for short periods and then shut
down again and that the hydronic system was not heating the rooms adequate'ly.
We recommend that a licensed plumbing/mechanical contractor be hired to inspect
and repair the system to restore'it to proper working condition.
The hot water c'irculating pump impellers are probably badly worn and'in need of
replacement s'ince the pumps are'incapable of adequately circulating the hot water
through the heating system registers.
We recommend that a hood, fan and duct be installed over the k'itchen range to
expel possible cookjng vapors, fumes or smoke from the bu'i1ding. Currently, no
hood or fan exi sts and natural ventil at'ion is rel i ed upon for thi s purpose.

Several fights, switches and outlets were found to be inoperat'ive due to deteriora-tjon or improper maintenance. Repair or replace these items to assure their con-tinued safe usage.
Grounding type receptacles shall not be installed on ungrounded c'ircu'its. Suchcircuits shall either be provided with an approved ground or the receptacles shall
be replaced with the o1d style 2-prong ungrounded type.
This requirement is to assure that 3-prong type receptacles are not installed
on ungrounded circuits which could give the user a false impression of safe elec-trical usage.
0pen holes'in junct'ion and control boxes in the boiler room and in a junct'ion
box above the fireplace in the meeting room shall be closed'in an approved manner.
This requirement is to confine possible electrical shorts wjthin the box.
See Structural Specialty Code, Item #7, for comment regarding fire damaged areas.
Plumbing and electrical work ment'ioned above shal'l be performed by contractors
licensed in 0regon for such work.

I The City Zoning Code currently requires that one on-site parking space be providedfor every four occupants in assembly uses such as churches.
At the time this church building was constructed, no such Code was'in effect,
consequently, no off-street parking for church patrons or employees exists.
The Code allows for such pre-existing non-conforming situations to contjnue as
long as no change occurs which would intensify the non-conformity.
l'le encourage you to study what on-site parking could be prov'ided in the limited
open space remaining on this parce'|. We also recommend that you look into theavailability of other property, within reasonable proxim'ity to the church, which
could be purchased and developed for parking use.
The park'ing whjch js currently being utilized wjthjn the unimproved street right-
of-way abutting the church sjte will be dim'inished substantially when the streets
are 'improved with paving, curb and gutter, and sidewalks.
