RE: 4389 Ez}rh Avenue, Eugene, Oregon
The City of Springfield Community Services Division, Building Safety requests that the
power and water be disconnected at the above referenced addresses for reasons identified
below at 5:00 p.m. on Wednesday, April 3,2002.
1. The structures are structurally inadequate and dangerous to human life and are
identified as being unsafe.
2. The electrical wiring is hazardous and is considered to be a life, fire, and safety
hazard.
3. There is raw sewage being ejected onto the ground causing unsanitary and unsafe
conditions to both the occupants of the property and the surrounding properties.
The owner of the property is identified as Christopher Stevens,2737 E 16th Avenue,
Eugene, Oregon 97403 by Lane County Assessment and Taxation records.

16m Avenue, Eugene, Oregon 97403 delivering said letters at the U.S. Post Office with postage fully
prepaid thereon.

Dear Mr. Stevens:
The manufactured home structure, located on the above property, commonly
referred to as 4389 East 20th Avenue, Eugene, Oregon is an unsafe and
substandard building as described in the springfield Building safety codes
Administrative Codel Lane County Assessment and Taxation records indicate
you are the owner of this ProPertY.
Section 203 of the Administrative Code describes buildings, which are
substandard or unsafe as those, which are structurally inadequate, have
inadequate egress, or which constitute a potential fire hazard or are otherwise

existing at the structure classifying it as a substandard building:
1. The structural integrity of the floor system has been compromised due to
extensive dryrot. T-he-repair or replacement ofthe floor system shall be
capable of supporting a 40 pound per square foot live load.
2. Manufactured home does not have a functioning heating system. Please
have a qualified heating contractor make necessary repairs to HVAC
system.
3. Numerous electrical plugs and light switches fail to operate as designed.
please have an electrical contractor make necessary repairs including
repairing or replacing defective light fixtures, outlets and switches.
4. Electrical service feeder is lying on top of metal roof. Please have an
electrical contractor make necessary repairs to the service and service
equipment to bring installation up to code compliance.

5. The septic system is backed up and spilling raw sewage on ground
around main cleanout located on eastside of the manufactured home.
Please repair or replace the septic system to the satisfaction of the Lane
County Sanitarian, George Ehlers (682-3951).
6. The clothes washer and dryer appliances are located on westside porch
outside manufactured home. Please remove these appliances and cap off
the 2" sanitary drain pipe located under porch.
Section 204 (b) of the Administrative Code provides procedures where the
Building Official may require vacation of the premises when cited deficiencies
represent an immediate hazard to life, limb, property or safety of the public or its
occupants. Notice is hereby served that the property is being posted to be
vacated by 5:00 p.m. April 3,2002 due to the potential hazards to the occupants
resulting from the above cited conditions. lf you, or your tenants do not vacate
the premise within the time frame specified, the City will seek compliance with
the Building Safety Codes through legal recourse.
Once the property has been vacated, occupancy may not take place until the
above mentioned unsafe and substandard conditions are corrected and
approved by this office.
All electrical and plumbing work shall be performed by licensed contractors.
Permits shall be obtained for electrical, building and plumbing work prior to
starting repairs.
Section 202 of the Springfield Housing Code requires that structures classified as
substandard must either be repaired or demolished. THEREFORE, THIS lS
YOUR NOTICE THAT YOU MUST SECURE PERMITS TO EITHER
REBUILD/REPAIR THE STRUCTURE WHERE IT IS DEFICIENT OR
DEMOLIS
Section 104 of the Springfield Building Codes Administrative Code requires that
the repairs must comply with the provisions of the structural, plumbing,
Mechanical and Electrical Specialty Codes. lf the building is to be rebuilt or
repaired, permits must be purchased and work must commence within 30 days
from the date of service of this notice and order.
lf the building is to be demolished, demolition work must commence within 30
days, and must be completed within 60 days from the date of this notice andorder. Completion means that the structure and the property must be inspected

order. Completion means that the structure and the property must be inspected
and approved by the appropriate representatives of the Building Safety Division.
The septic system must be pumped and filled by a person holding a sewage
disposal service license as provided for in Chapter 340, Division 7 of the Oregon
Administrative Rules.
lf you do not seek corrective action within the time frame outlined above, the City
may seek compllance with the Building Safety Codes through legal recourse.
Any person having any record title or legal interest in the building may appeal
from this notice and order to the Building Board of Appeals, provided that the
appeal is made in writing and filed with the City Building Official within 30 days
from the date of service of this notice and order. Failure to appeal will constitute
a waiver of all rights to an administrative hearing and determination in this
manner.
