RE: SANITARY SEVER DEFICIENCY AT 1OO4 5TH STREET, SPRINGFIELD, OREGON
Dear Mr. and Mrs. Dahl:
In conjunction vith the construction of the metropolitan vastevater treatment
piant lnd subsequent improvements to Sprlngfield's sanitary sever systems, the
bity rurt also iause ceitain repairs to be made to private sanitary sewer
sysiems. There are tvo prinary reas6ns for this action:
1) Many defects exist in the private sever system vhich allov storm uater to
"nt"r tire sanitary sever. As i result, millions of gallons of vater that should
not be entering tLe sanitary sever must be treated at a great exPense to the
users of this facilitY.
2) Many of the problems that exist in the private sanitary sever system are
i!"f oi"potentiai health hazards. Broken sever laterals not only a1lov storm
vater to enter the sanitary sever, but they also allov rav sevage_ to escape into
if,e grouna. In addition, iaulty sever-or.drain vents may also allov toxic or
expl6sive sever gases to enter into building'
Recently, several segments of the City's sanitary sevel system vere smoke tested
io-io""ti poteniial f,roblem areas. The tests on specific segments of the City's
sever system, also rlvealed that the private sanitary sever and/or plumbing
drainagl system serving your property contains defects. The defect(s) are
listed-in ihe atiacfrmeit. p1iasl noie that, depending on the type of defect, it
is not alvays possible to specify the exact defect of its exact location. For
"iarpfe, vtlreas smoke testing miy have. indicated a leak in the sever Iatera1,
therl may be several causes f6r tire leak. There may_a1so be_several defects in
the same sever line. In these cases, although ve viII be able to suggest a
pioU.Uf" cause ind location, and offer as much other information as ve have
lriit.Ut", it vi11 be up to you (or a contractor hired by you) to locate and
correct the deficiencies.
