Nature of Application: Site Plan Review Application requesting approval for construction of an automotive
and heavy equipment repair and maintenance facility at S. 18th Street, in Springfield.
Decision: Tentative Site Plan Approval, with conditions, as of the date of this letter.
Other Uses That Mav Be Authorized Bv The Decision: None. The proposed use is permitted in
accordance with SDC 20.020(3Xa). Future development, occupancy modifications or uses not approved
must be reviewed in accordance with the provisions of the Springfield Development Code and all applicable
permit procedures.
Site lnformation: The 4.47 acre development area is an unpaved site with 2 existing structures. The
development area surface is compacted gravel. Shallow ditches drain surface water toward an open storm
drainage system and the Southem Pacific Rail Road (SPRR) main line easement abufting the property
along south property line. The property is zoned Heavy lndustrial on the City of Springfield Zoning Map,
consistent with the Metro Plan Diagram. Properg north of the subject site is owned by the City of
Springfield, zoned Public Land and Open Space. All other abutting properties are zoned Heavy lndustrial
on the City of Springfield Zoning Map. A gated, unimproved driveway provides access to the site from S.
18th Street. The 18th Street public right of way ends at property line, adjacent an SPRR rail road spur
easement. The applicant proposes to vacate the full length of 18th Street, south of McKenzie Highway, by
separate application to the City of Springfield.
Written Comments: Applications for Limited Land Use Decisions require the notification of properg
owners/occupants within 100 feet of the subject property allowing for a 14 day comment period on the
application. No letters were received.
Criteria of Site Plan Aporoval: Section 31.060, Site Plan Review Standards, of the Springfield
Development Code states: 'The Director shall approve, or approve with conditions, a Type ll Site Plan
Application upon determining that criteria (1) through (4) of this section have been satisfied. lf conditions
cannot reasonably be attached to satisff the criteria, the Director shall deny the application.'

The site plan application was accepted as complete on January 13, 1998 and contained all
information rcquircd to initiate Type ll Site Plan Review prccedures in accordance with SDC
Afticles 3 and 31. This decision rs issued within the rcquircd 120 catendar day rcview peiod.
Finding of Fact 1: Criteria t has been met because the applicant has complied with all

SUFFICIENT TO ACCOMMODATE THE PROPOSED DEVELOPMENT AS SPECIFIED IN
ARTICLES 31,32, THE APPROPRIATE ZONING AND'OR OVERLAY DISTRICT ARTICLE AND
ANY APPLICABLE REFINEMENT PLAN.
Subcriteria 2a. Conformance with Article 32 (Public and Private lmprovements)
Water and Electric. The development site is receiving water service from the Springfield Utility
Board (SUB). Existing services can be expanded to serve the proposed development. ln
accordance with SDC 32.120, the applicant must coordinate the installation of additional water
lines and other utilities with SUB during construction. SUB recommends relocation of the existing
water valve and meter out of the paved parking and circulation area. (See attached comments.)
Water service facilities will be installed upon the collection of development charges, which are paid
directly to SUB. Contact Chuck Davis (726-2396) if there are any questions.
There are existing SUB Electric power poles and overhead lines bisecting the site in an east west
direction. The proposed extension of lateral service from the east-west over head lines to the
building cannot be constructed as proposed according to the service provider. Lateral underground
service must be extended from a pole located at the north east corner of the site and must be
placed within a new 7'wide public utility easement (pue). (See attached SUB correspondence.)
Secondary service must be constructed underground in accordance with SDC 32.120(21. All
easements must be shown on the Final Site Plan. (l'he existing 26' overhead utility easement
location must be shown.) Ed Head of SUB Electric (726-2395) is the contact person. Services
will be installed upon the collection of development charges.
Finding: The prcposed plans for installation of water and electical seruice do not comply with the
standads in SDC Article 32 forthe prcvision of key uftan servrbes because electrical seruice
cannot be extended as prcposed. The following conditions of approval arc applied for full
compliance with the prcvisions of this code:
o The Final Site Plan must be rcvised to indicate undergrcund electical services extended to
the prcposed building frcm the point identified by the seruice prcvider in accordance with SDC
32.120.o A 7' wide PUE must be prcvided for the extension of underground electrical seruices in
accordance with SDC 32.120.o The location of the existing 26' wide overhead utility easement must be shown on the plan in
accordance with SDC 31.050.
Fire and Llfe Safetv. The proposed H4 building occupancy allows the storage chemicals and
combustible materials upon approval of a Hazardous Materials Management Plan (HMMP). The
HMMP must include a hazardous material inventory statement (HMIS) for review by the Fire and
Life Safety Division in accordance with the 1994 Uniform Fire Code. Please contact Al Gerard, Fire
and Life Safety a1726-2294 for more information on how to prepare an HMMP.
Finding: An H4 building occupancy requircs a plan to demonstmte safety prccautions and
emetgency response measulas. The following condition of approval is applied:
o A hazardous material inventory and handling plan (HMMP) must be submitted for rcview and
apprcval by the City of Spingfield Firc and Life Safety Depaftment pior to Final Site Plan
Apprcval.
Sanitary Sewer. A 4-inch sewer lateral is shown to serve the proposed building, connecting to the
new South Springfield lnterceptor Sewer. Connection to the lnterceptor will not be permitted until
completion of the public project in the summer of 1998. The proposed truck wash down bay and
strip drains must be connected to the sanitary sewer system, not to the storm system as shown on
the plan. The wash down and ground gutters must also be covered or moved inside to prevent
storm water ftom entering the sanitary system. An existing wash slab and water line at the east
side of the property must be connected to the sanitary system or capped and removed during
construction.

A copy of a sanitary sewer easement or other documentation will be required prior to crossing
the adjacent SPRR property and connecting the proposed lateral to the lnterceptor. All new
sewer taps will require permits from the Public Works Department prior to connection. ln Lieu of
Assessment charges must be paid prior to connection and are estimated by the City Engineer at
$1960. For more engineering information contact Ken Vogeney in the Engineering Division (726-
3688).
Finding: The submitted site plan meets the prcvisions of SDC 32.100 because the City Engineer
has detennined that the prcposed development can be connected to the public sanitary sewer
system after completion of the lnterceptor Sewer prcject. Forfull compliance with the provisions
of SDC 32.100 the following Conditions of Apprcval are applied:
o The Final Site Plan must be rcvised to show the proposed truck wash and stip gutters
covercd and connected to the sanitary sewersystem prcposed.
o An easement or other apprcval documentation to extend sewer servrbe across SPRR prcperty
to the lnterceptor must be prcvided pior to connection.tr The Final Site Plan must be rcvised to indicate the rcmoval of the existing truck wash unless it
is connected to the sanitary sysfem.
Storm Sewer. Storm drainage service is available ftom an existing 24-inch storm pipe that
bisecls the site. The proposed site drainage system is inadequate to serve the development
because additional paving is required to control run off and protect groundwater in accordance
with SDC 32.110141. Site paving must be provided so that 20'wide a@ess drives are provided to
each building on site. Additionally, all required parking spaces for each building and all heavy
equipment storage areas must be paved and drained to an approved storm water system. All
paving, with parking and storage areas delineated, must be shown on the Final Site Plan.
The on site drainage system must also catch and clean storm water prior to discharging to the
public system in accordance with SDC 32.110(4). An oil-water separator (Stormceptor, or
approved equal) may be used as a water quality facility for the site by directing all of the storm
water into a piped system and then directing the piping into the separator. Altematively, multi-
chamber catch basins, with an oil filtering media in all of the catch basins, or bio-filtration swales
could be included in the design. The drainage system must incorporate adequate pipe sizes and
number of catch basins to efficiently drain the site. No easements are required for the on-site
storm system. However, the 16 foot wide easement shown on the plan for the existing 24 inch
storm pipe runs under an existing sheet metal building; the pipe it was created for is constructed
outside the easement. Prior to Final Site Plan Approval, the portion of the easement that is under
the existing building must be vacated and a new easement reserved for that portion of the storm
drain pipe that is outside the easement.

Finding: The City Engineer has determined that adequate provisions have not been made for
rcduction and prc-trcatment of storm water run+ff in accordance with SDC 32.110 because
additional site paving is requircd and the proposed system has not been designed with adequate
capacity or pre-trcatment capabilities. Ihe following Conditions of Apprcval are applied for full

Street lmprovements: The development site is located at the dead end terminus of 18th Sfeet
and abuts other property owned by the City of Springfield. The applicant is aclively pursuing a
vacation of 18th Street, south of A Street (OR Highway 126). S. A Street is fully improved along
the frontage of propefi under the same ownership as the subject site. S. 18th Street is expected
to become an intemal acoess to this development site and abufting properties, therefor no street
improvements are required. Safe and reasonable access to the site will be maintained during
review procedures in accordance with SDC Article 9 - Vacations.
Subcriteria 2b) Conformance with standards of SDC Article 3l- Site Plan Review and
Article 20- lndustrial Zoninq Districts.
Setbacks: The development area will not have street frontage on a public right of way and does
not abut a residential district. ln accordance with 20.050(1&2), no required setback areas apply.
However, there is an existing BPA easement that crosses the site which is not shown on the site
plan. ln accordance with SDC 20.050(3), the easement must be removed or the building must be
relocated.
Finding: Therc is an existing BPA easement crossing the site wherc the prcposed building is
located. The following condition of apprcval is applied for complete compliance with the provlsions
of this code:o The existing BPA easement must be vacated or documentation of other apprcvals must be
submitted priorto final site plan apprcval.
Landscapins. SDC 31.140(1) Site Plan Review - Planting Standards states, "... the areas of a
lot which shall be planted include: (a) All required setback areas and any additional
planting areas as specified in the appropriate zoning district. No required setback areas
apply. Therefore, there are no required plantings in accordance with SDC 31.140(1)(a).
Parkinq. The site plan submitted provides 10 vehicle parking spaces for 5400 square feet of new
floor area dedicated to the proposed use and 1600 square feet of accessory storage. A parking
rate of one space per 300 square feet is required for the proposed transportation use, and one per
1000 square feet of storage area in accordance with SDC 20.070(4). The new structure requires
19 parking spaces. The existing sheet metal structure on the eastern portion of the site requires
one space per 1000 square feet of existing warehouse space, or 7 spaces. The existing office
building requires one space per 300 square feet of space, or 2 spaces. A total of 28 parking
spaces are required. Exception: Parking spaces may reduced on a one for one basis when the
number of spaces required is more than the number of employees working on the busiest shift,
provided that an area equal to the total number of spaces reduced is held in reserve for future use
(sDc 20.070(7).
ln accordance with SDC 32.190 two handicapped accessible parking space must be provided
when 25 -50 spaces are required. One ADA space must be provided adjacent the new building
and one must be provided adjacent the existing structures. Unobstructed and direct pedestrian
and wheelchair access to structures must be provided. One ADA space must be van accessible
and provide an 8'wide landing pad in accordance with federal ADA and UBC standards. All paved
parking, circulation and storage areas must be delineated on the Final Site Plan in accordance
with SDC 31.190.
Finding: The site ptan submifted does not fully meet the prcvisions of SDC for pa*ing lot design
because an insufficient number of pa*ing spaces and intemal circulation arcas have been
identified in accordance with SDC 31.190. The following condition of apprcval is applied for full
compliance with this code:
tr The Finat Site Plan must be rcvised to provide or teseve 28 patuing spaces (2 ADA) in
accordance with 31 . 1 90. All paved pa*ing, intemal circulation and storage areas musf be
delineated on the Final Site Plan.

Ultimate Finding of Fact 2: This criterion ls met because Subcnteia a), b) and c), as
conditioned, tully conform to the requiremenb of this Code pertainlng to sufficient public
and pdvate improvemenb to accommodate the proposed development ln accordance with
SDC Artrcles 20, 31, 32 and the Metro Plan.
TNVENTORTED NATURAL (TNCLUDTNG REGULATED WETLANDS) AND HTSTORIC
FEATURES OF THE SITE HAVE BEEN ADEQUATELY CONSIDERED IN THE PROJECT
DESIGN.
The subject site is defined as Tax Lot 504 on Lane County Assessor's Maps 17-03-36
The Metro Plan, the Draft Natural Resources Special Study, the NationalWetlands lnventory, the
draft Springfield Wetland lnventory Map, the well head protection zone inventory map and the list
of Historic Landmark Sites have been consulted. No wetland, natural or other cultural resources
have been identified on the site.
lf any artifacts are encountered during construction, there are state laws that could apply, ORS
97.740, ORS 358.905, ORS 390.235. lf human remains are discovered during construction it is a
Class 'C' felony to proceed under ORS 97.740.
Findtng of Fact 3: This crlterion is met because the Dlrector and the Ctty Englneer have
determlned that the site plan, as conditioned in accordance with SDC 32.110, has
adeguately considered the significance of the Booth-Kelly ltlll Race in lE design and
function.
(4) PARKTNG AREAS AND TNGRESS-EGRESS POTNTS HAVE BEEN DESTGNED SO AS TO
FACILITATE TRAFFIC AND PEDESTRIAN SAFEW, TO AVOID CONGESTION AND TO
MINIMIZE CURB CUTS ON ARTERIAL OR COLLECTOR STREETS AS SPECIFIED IN
ARTICLES 31,32, THE APPROPRIATE ZONING AND'OR ZONING OVERI.AY DISTRICT
ARTICLE AND ANY APPLICABLE REFINEMENT PLAN.
Parkinq Areas. The submitted parking lot design has been reviewed by the Director and
Transportation Engineer and conditioned to provide adequate traffic circulation area, regular and
handicapped parking in accordance with the Americans \Mth Disabilities Act and the applicable
provisions of SDC 18.070.
lnEress and Egress Points. ln accordance with SDC 32.070, ten foot vision clearance areas
must be maintained at the gated entry way to the development area and at the intersection of
private driveways and the public right of way. No storage area shall obscure the entry way on the
Final Site Plan and vision clearance triangles shall be maintained during future vacation and
development procedures.
Finding of Fact 1: Staff finds the site plan, as conditioned, has designed parking and
access points to facllitate traffic and pedestrian safety in accordance with the provislons of
SDC Artrcles 20, 31, 32 and the Americans tllith Disabilities AcL
The Final Site Plan must be revised to indicate undergrcund electical seruices extended to
the prcposed building frcm the point identified by the seruice prcvider in accordance with SDC
32.120.
The location of the existing 26' wide overhead utility easement must be shown on the plan in
accordance with SDC 31.0fi.
The Final Site Plan must be rcvised to show the prcposed truck wash and strip gutters
covered and connected to the sanitary sewersystern prcposed.

the applicable criteria of approval are available for free inspection and copies are available at a cost of
$0.75 for the first page and $0.25 for each additional page at the Development Services Department, 225
