To whom it may concern:
Otr4l22t97 Orville and Sharon Tharp purchased the residence at 215 South l9e St at that time it was a
rental and we planned to improve the property, it was in tenible shape. We removed seven lO-yard
dumpsters (Sanipac) ofjunk ard bnrsh from the property, along with 85 tires, 16 hypod€rmic needles and
other things too foul to mention Upon frrther inspection of the properfy rve decided the siding and
windows needed replacing. Ot 5l22l97 we purchased an electrical permit. Work on the property has
continued (thouglr at a slow pace) to date.
On 8125198 Cindy from Code Enforcement sent us a letter stating we were in violation of city code
5.002(2X6X4). We had seven days to make corrective measures and cease use of property until a
dwelopment application has been approved.
We investigated our options rmder the minimum development standards (ref.SDC 31.010) and were told
by planning that we must apply for a site plan review and that the properly (now a non+onforming
residence) must revert to heavy irdustrial.
It is our contention tlut the property is still a non+onforming residence. We have been in the process of
cleaning and repairing and wish to continue to bring it to a rentable condition
