Merle Powers 404 Mansfield Springfield, Oregon 97477 Dear Mr. Powers: At the request of your tenant, we recently inspected your property located at 1917 North 17th Street, Springfield, Oregon to review particular concerns about possible existing or developing unsafe conditions. The specific concerns involved the fo1- lowing: 1. Flickering dining room light. 2. Deteriorating bathroom floor. 3. Unstable fireplace nantle. 4. Inadequate heat. 5. Deteriorating roof. 6. Deteriorating front Porch. Our inspection revealed that some problems do exist and need your attention. The following are our observations: 1. The dining room light is inoperative. The problem should be properly repaired, 2 There is considerable evidence of dryrot in the flooring around and under the bathtub. The tub has settled %" into the floor and areas in front of the tub are 'rspongyrr when stepped upon. We recommend that the affected flooring be removed and the supporting structure examined for possible deterioration. The deteriorated materials should be replaced in a suitable nanner, and the joints at the top of the tub and the base of the tub should be resealed to elininate the potentiat for further moisture damage. In addition, You should be aware that settlement of the tub, such as that observed at your property could cause plumbing leaks in the underfloor and walls r+hich can lead to further moisture darage. The piping can be inspected for such leaks most easily when the sub- flooring is removed for repair. The stone face of the fireplace above the firebox and the nantel are loose and separated from the remaining masonry in the living room. Ttris represents an unsafe condition for the occupants due to the possibility of the loose masonry falling and injuring someone. The apparent condition of the chinney precludes the use of the fireplace foithis purpose. We observed that the chimney has developed exterior cracks andit leans into the structure which has eliminated the safe cLearances requiredfrom the wood framing. We recomrnend that the chimney be straightened and re-paried, if possible. Meanwhile and otherwise, the fireplace should not beused for any purpose. We also reconmend that another type of permanent heatbe installed in the building which will maintain adequatl templratures forhabitation. 5. The roof was observed to have a slight sag in the center portion, but my ob-servation of the structure, which I could access only from the gable end,indicated that adequate support was provided in the areas I could see. 'it"roof covering was notably old and deteriorating. There is evidence of moisturedanage to the wall and ceiling in the front bedroom. Obviously some attempthas been made to correct this problem, as evidenced by the roli roofing whichhas been applied to part of the roof. If the problem persists, we recommendreplacement of the roofing where the leak is evident. - 6. Substantial dryrot was noted at the outside two boards of the front porchdeck including at one of the roof supports. The porch structure below thedeck was inaccessible, so no observation was made of its condition. We recommend replacement of the deteriorated deck boards and any other part ofthe porch structure that exhibits substantial dryrot during th" repri"s. As you address these unsafe conditions, please consider the following: oTh" Elu"trical Specialty Code requires that each habitabLe room in a dweLling beprovided with an-operable light fixture or convenience outlet which is operatua Uya remote wa1l switch. oTh" Strrctural Specialty Code and Fire and Life Safety Codes require all buildings,stTuctures and building service equipment to be maintained by the property owner ina safe and sanitary condition. oThi, Code further requires that every dwelling^unit be provided with heating facilities capable of naintaining a room temperature of 68"F. in all habitabLe rooms. A fireplacecannot be used as the only such facility without specific approval of the BuildingOfficiaI. oAlro, the Structural Specialty Code requires that al1 structural members, includingfloor decks,in a structure be capable of supporting a1l loads that are imposed onthem. Please be advised that Oregon Law and City Ordinance requires that all repairs whi-ch involve the buildingrs structure, plumbing, electricaL and mechanical facilities nust be done under a permit, except for reroofing. Also, any el.ectricaL, plumbing, and mechanical work done on any residential property that is for sale, rent or lease shall be by licensed contractors for each of the above trades. Permits ean be ob- tained from this office prior to naking the repairs. We will check back within the next 30 days to see how you are progressing.
