Larson 26L East L2th Street Eugene, 0regon 97401, Dear Mr. Larson: As a result of tenant complaints and a request from the springfield Fire Marshalrs 0ffice, the structure located at t47 and 1471'z North 17th Street' springfield, orelon was inspected on January 23,1980 by the city of Springfield Building Division. The following items were found to be in violation of the Uniform Housing Code as adopied by the City of Springfield: L. The pressure relief valve drain on both water heaters, has been reduced in size. The pipe must be full size and piped to the outside of the house in a visible.location. 2. The plumbing fixtures are leaking and loose' 3. P.V.C. water service is freezing due to exposure to the weather. 4. The hot r{ater pipes are cross connected at rthe water heaters' 5. There is a lack of adequate ventilation in the bathrooms. 6. The back door exit is inadequate and dangerous. Exit stairway must be constructed with a maximum rise of eight inches and a nine inch mininum run. 7. There is evidence of infestation by insects and rodents. 8. There is deterioration of flooring and structural supports in bathroom area. g. There is excessive water damage and deterioration of perimeter exterior wal1s, wall coverings and wa1l supports. 10. Waterproofing of the roof covering in unit 147 rs ineffective. 11. Windows do not open freely to provide proper ventilation and a proper means of egress. Mr. Charles Larson Page '2. l2 13. Ir{ain disconnects are required' Subpanels shal1 have isolated neutral systems' Branch circuits to be properly protected by 't5tt type fuses' The porch area to be continuous between back doors of duplexes to maintain pr"p'"r-rr"ight of service panels from porch f1oor, and be accessible fron either of the back doors. Electrician shall make arrangments with the electric power company to raise lhe service drop to three feet above the house roof gutter' Baseboard heaters shal1 be properly bonded' Remove/relocate receptacles above baseboard heaters. Replace defective dryer and range outlets, and provide rnetal raceway pro- tection on cables through floors. 20. Install a grounding type receptacle for the washing machine, the bathroom and kitchen sink "i""- lru.epticle now located above bathroom sink to be re- moved) . 21. Defective light fixtures in bedrooms, bathrooms, livingroom, kitchen and front and back por-h"r to be properly repaired or replaced (surface mount type by bathroom door to be removed). 22. Replace defective wiring in ranges and install switch control knobs where required. 23. Remove grounding type receptacles installed on two conductor cables without grounding conductor. 24. Electrical contractor 1abe1 required. Permits for repair and/or replacement must be applied for by 10 days from the date of this letter (February 1.4, 1980). Repaii and/or replacement work must commence within 24 hours after permits for the work are isssued. If permits are not applied for by February L4, 1980, the structure will be posted ,'SUBSTANDARD BUILDING--DO NOT OCCUPY" and the tenants will be given 24 hours notice to vacate the structure.
