Relative To The Unsafe And Substandard Building At 1750 l6'rl Street, Springfield, Oregon
Dear Ms. Craig and Mr. Jones:
As a result of a recent inspection, the City of Springfield Community Services Division, Building Safety,
has determined that the structure located at the above referenced location, also known as Lane County
Assessor's Map .17032531 {y,L9100800, for reasons specified below, a substandard and unsafe Uuitaing
as described in the Springfield Building Safety Code Administrative Code. Lane County Assessment and"
Taxation records reveal that you are the owner of this property
Section 203 of the Springfield Building Safety Code Administrative Codb classifies srructures which are
structurally inadequate or are dangerous to human life as unsafe. Section l00l of the Housing Code
specifies conditions constituting a substandard building. The following items include but are not limited to
conditions existing at the structure identified above, classifuing it as a substandard and unsafe building.
l. Theproperlyisnotcunentlyservedwithrraterservice. TheHousingCoderequiresthateach
residence shall be provided with hot and cold running water.
2. The property is not currently served with electrical service. The Housing Code requires that each
fesl0enoe Snalt De pr0Yl0e0 wlm neamg tacllltles capable 0t mamtalnmg a room temperature of 68
degrees F. at a point 3 feet above the floor in all habitable rooms. The Code further states that where
there is elechical power available within 300 feet of the premises of the building, such building shall
be connected to such electrical power.
3. Each dwelling shall be provided with a water closet, lavatory, and a bathtub or shower. Although these
fxtures are installed in the dwelling, the lack of water service produces inadequate and unsanitary
sewage and plumbing facilities.
4. General dilapidation and./or improper maintenance of the structure which includes a number of broken
windows and missing roof covering. These conditions constitute faulty weather protection for the
structure and is identified as a hazard.
5. An addition has been constructed on the rear of the existing residence. This addition was not
constructed with the required permits and inspections. We were not allowed access into this area of
the structure and cannot evaluate at this time whether the addition requires demolition, or if the
structure can be brought into compliance with appropriate corrections and modifications.
In addition to the items listed above, there are a number of violations of the Springfield Nuisance Code
which include improper storage of dead organic matter and debris, used materials, and stored vehicles. The
Section 204 (b) of the Administrative Code provides procedures where the Building Ofhcial may require
vacation of the premises when cited deficiencies represent an immediatehazardto life, limb, property or
safety of the putlic or its occupants. Notice is hereby served that the structure identified above is posted as
a dangerous building and occupancy may not take place until the previously mentioned unsafe and
substindard conditions are corrected and have been inspected and approved by this office. Ifthe structure
is occupied while the posting is in place, the City of Springfield will seek compliance with the Building
Safety bodes through legal recourse which may include Municipal Court proceedings.
Section 202 of theHousing Code requires that structures classified as substandard and are described as
public nuisances and.rri.ith.r be iepaired or demolished. Therefore, this is your notice that you must
Iecure permits to either repair the struiture (-section 104 of the Springfield Building Safety Codes
Administrative code .rqolr"r that it be rebuitt to comply with all provisions of the Springfield Structural
Spr"iuit, code and fire ana Life Safety Code) or demolished. AII windows and doors shall be secured to

submitted, permits purchased, and work must commence prior to June 1,1999' If plans have not been
submitted to our office and a permit issued by June 1, 1999, an inspection will be conducted on June 2'

Any person having any record. title or legal interest in the buildingmay appeal from this Notice and Order
to the Building Board of Appeals providJd that the appeal is made in writing and filed with the Building

Dear Ms. Craig and Mr. Jones:
As a result of a recent inspection, the City of Springfield Community Services Division, Building Safety,
has determined that the structure located at the above referenced location, also known as Lane County
Assessor's Map #1703253 l, Tax Lot 00800, for reasons specified below, a substandard and unsafe
building as described in the Springfield Building Safety Code Administrative Code. Lane County
Assessment and raxation records reveal that you are the owner of this property.
Section 203 of the Springfield Building Safety Code Administrative Code classifies structures which arestructurally inadequate or are dangerous to human life as unsafe. Section l00l of the Housing Code
