SUBJECT: Training Burn on Apartment House Located
on Lithia Property
Gentlemen
At last night's Council Meeting Councilor Burge voiced a concern about the
burning (destruction) of the apartment house on the Lithia property. He
stated that he was concerned about the inconsistency of City Planning Staff
emphasizing the need for housing in the downtown area while at the same time
the City allowing the apartment house to be burned (and now the City
Planning
Staff opposing another use for the property i.e., an expanded Lithia Motors
which includes the vacated alleys).
Do we have any information regarding the apartment's condition and number of
tenants moved in order to do the training burn? Do we know whether the
building was first offered to St. Vincent's, Habitat, or any other housing
provider?

lf I am correct in assuming that the property in question was the "apartment
house burn" that we did some time ago, I can tell you that the place was in
deplorable condition. I don't believe that an investment realty company (for
example) would have advised Lithia to sink the type of money necessary for
repair into these apartments.
I think the most reasonable options for Lithia would have been these two:
ear it down and build new apartments.
ear it down and build something related to their auto dealership
The real question in my opinion is this: lf you were an auto dealership,
which
would you have done?
Another question: What is the value of keeping businesses downtown?
Employment
downtown? Would Lithia some day have decided to move from downtown if they
couldn't expand?
My past work as one of the founding members of SRDC tells me that the Lithia
proposal not only serves the greater good for their business but the greater
good of downtown (at least at this site) and as a result, the greater good
of
the Springfield community.

Lithia Toyota has donated an apartment complex located at 135 so 9th street to the fire department for
training. We are currently working on plans to burn 8 of the 16 units. Because Lithia's corporate is out of
town, paperwork is more confusing than usual. Any additional efforts you can possibly provide Lithia's
local employees in obtaining the necessary permits would be greatly appreciated. While this structure will
not be burned to the ground because of the construction, our paperwork still states that the donating
person(s) do not have to pay for demolition permits. I will fax copy of that paper to you today.

After things slow down for both of us (personally I predict sometime in 2010) we should get together and
go over the process. I bet we could find ways to make it easier for both of us and the customer.

signature, so please sign and date the permit. The City of Springfietd does require a
septiclsewer permit and inspection fee to be obtained by the propcrty Owncr. Plcasc

copy of each to the Departnrcnt of Firc & Life Safety.
