RE: Required Site and Frontage Improvenents at 1877 North 7th Street, Springfield, 0R
Dear Ron,
As you requested, I arn writing to summarize the itens discussed in our telephone con-
versation of Febrrary 25, 1985.
The property located at 1877 North 7th Street, formerly a single family residence with
a detached 2 cat carport and currently being used as a regional office for your firm,
is under a Resolution of Intent to rezone fron a residential to a conmercial land use
classification. The adoption of this Resolution, or R.0.I. as we refer to it, is not
outright rezoning but only an affirmation of the Cityrs intent to rezone the property
when the conditions stated in the R.O.I. have been completed.
The ordinance rezoning the pnoperty will be adopted only upon completion of the fol-
lowing:
1. Site plan approval is required within one year. (This condition was complied with
July 5, 1984 when a City staff review knovm as Development Coordination approval
took place. The Conditions of Development Coordination Board Approval are attached
for your refernece, and are subject to a two year expiration becoming effective
July 5, 1986)
Ful1 improvement of 7th Street. (This condition, which is described in greater
detail in the attached Minutes, has not yet been complied with.)
Dedication of right-of-way to 50 feet fron center line on 7th StTeet. (This con-
dition ii unnecessary since the required right-of-way already exists.)
In the event the foregoing conditions are not complied with within the times mentioned
above, the Resolution of Intent to rezone shall be of no further force and effect. If
such expiration is allowed to occur, the property will remain residentially zoned and a
commercial use of the property, such as offices for Inventory Auditors, will be disal-
lowed by the Sprilgfield Zoning Code.
Please note that iten 2 of the attached Minutes of the Springfield Development Coordina-
tion Board discusses minimun parking space requirements of the City Zoning Code. The
approved plan would provide for the required 5 on site parking spaces.

WHEREAS, an application has been made by William E. Moore (Journal
No. S-8.| -07-37 Springfield Planning Commission) to rezone certain property
located at 1877 llorth 7th Street on the east side of the street between
"Q" Street and "T" Street, from its existing R-A Suburban District
class'ification to C-2 Community Commercial District classification; and
WHEREAS, the prospective change of zone in such area is in accordance
with, and in furtherance of, the Iogical and orderly developrnent comprehensive
zoning plan of the City of Springfield; and
HHEREAS, the Council is desjrous of allowing such zone chang'e, but
does not desire that the zone be changed and held in a vacant condition
for speculative purposes, and it therefore appearing to be in the public
interest that the resolution of intent procedure as herein set forth be
foi I owed.
BE IT THEREFORE RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD
AS FOLLOI.IS:
l. The Comrnon Council of the City of Springfield does hereby resolvejts 'intent to rezone by appropriate ordinance the following described
property:

2. That said ordinance rezoning the property herejnabove described
will be adopted only upon the happening of the following conditions:

Site visitations by City staff reveal that, at times, even the 5 required spaces are
not adequate to serve the needs of your regional office. Because inadequate parking
exists, employees park wherever they can in the vacinity and this has led to complaints
being lodged with the City by neighboring propefty owners
