HomeMy WebLinkAboutPermit Correspondence 1983-07-01SPRINGFIELD CITY OF SPRINGFIELD Department of Public Works ' July 1-, 1985 Mr. Cecil Crabb 1555 West 26th Street Eugene, Oregon 97407 RE: Courtesy Inspection at 443 North Sth Street, Springfield, Oregon Dear Mr. Crabb: At the request of the tenant, Kathleen Smith, the Springfield Building Division conducted a Courtesy Inspection at the above referenced addtess. The following itens do not meet the ninimum standards of the Uniform Housing Code (U.H.C.) as adopted by the City of Springfield, 0regon. STRUCTURAL A}ID LIFE SAFETY 1) The roof and roof covering in the utility area has deteriorated to the extent that it no longer provides an effective water and rnoisture proofing for the area below. U.H.C. 1001 (h) 2) The north upstairs bedroom window stile sha1l be properly attached to the frane in a manner that will provide sufficient weather protection for the interior area of the bedroom. U.H.C. 1001 (h) 3) The larger outside storage building has become structurally unstable due to dilapidation and rrold ageft deterioration of its supporting structure. The building shall be restored to its original structural integrity or sufficiently repaired to withstand all inposed structural loads with safety. Another option for the comection of the above situation would be the total removal of the structure. U.H.C. 1001 (c) 4) The existing smoke detector mounted behind the closeable stairway door will not provide adequate protection for the sleeping areas in an emergency situation. Itrhere sleeping areas are widely separated and on different levels where a single detector will not safely service all sleeping areas, individual smoke detectors shal1 be installed adjacent to each sleeping area. Springfield City Code, Article 7-5-L ELECTRICAL SAFETY 1) The additional and altered rviring installed for the baseboard heaters in the upstairs rooms has not been installed in a safe manner. The overloading of electrical conductors especially where improper splices of electrical cables are made, greatly increases the potentiaL hazard of electrical shock or fire. Safe wiring nethods require electric heating units to be installed on separate circuits and all splices of electrical cables to be in recognized enclosures. At Present, there exist defective or improperly maintained waIl and baseboardheating units, duplex receptacle outleti in the front room and a stainvay wa11light srvitch. u.H.c . 701 (b) 0regon State Electrical Safety Law and Standards require that all electrical workbe labeled and inspected and that an Oregon licensed electrical contractor shal1perform all electrical work on propertiet for rent, sale or lease. SANITATION 1) The exterior sewer vent pipe that terminates directly betow the kitchen windowallows hazardous and unsanitary sewer gasses to enter into the living structure.An extension vent shall be connected to the existing vent and taken Io a pointabove the plane of the roof. U.H.C. S04 (g) For the safety of your tenant and/or possible fire danage, the above risted electricaland sanitary defects sha1l be correctea wittrin 30 days from ttre date of this letter.The rernaining itens should be corrected in the shortest reasonable time possible. Your cooperation in elirninating these potential \y hazatd.ous items and defects inan expedient manner will be appreciated. Permits sha1l be obtained and all work inspected before a Certificate of occupancywhich denotes that the building :is in substantial conpliance to the Uniform HousingCode as adopted by the City of Springfield.
