Therefore, this report list fire damage items and Houiing Code items which shaIl be complied with prior to allowing the five apartment units to be occuped again. FIRE DAI\4AGE ITEI.IS: A11 building nembers inclusive of studs, joists, rafters, sheathing, etc, which were damaged by the fire shal1 be replaced. Once wa1l, ceiling or floor finishes have been renoved contact Dave Puent, the City Building Inspector at 726-3666 fora reinspection to coordinate the required repairs. A11 electrical wiring and devices inclusive of light fixtures, plugs and switches damaged by the fire shal1 be replaced. A11 wiring leading fronn the main electrical serivce equipment to adjacent apart- ment units which was subject to fire danage or heat in excess of the limits al- lowed by the Electrical Safety Specialty Code (E.S.C.) tables 510-10 and 310-16 shal1 be replaced. Please contact Jim l.latteson, the City Electricat Inspector at 726-3663 when wa11, ceiling, and floor finishes have been removed so he can coordinate with the elec-trical contractor what work must be perforrned. A11 electrical work shal1 be performed by a licensed electrical contractor. A11 damaged plumbing shal1 be replaced. HOUSING CODE ITEMS: The following electrical items were found to be in violation of U.H.C. Sections 707 (b) and 1001 (e). a) Install service equipment complying with E.S.C. 110-3. Disconnects shal1 be identified and grouped (E.S.C. 230-72), and electrical service shall have not rnore than six disconnects (E.S.C. 230-7L). 1 Install junction boxes at all splices (E.S.C. 300-5). Install knockout seals at all unused openings (E.S.C. 370-8). Secure all flex cable to boxes where pulled out (E.S.C. 300-10 and 300-11). Secure flex cable within 72tt of boxes (E.S.C. 300-11). In apartment units 3 and 4 secure non-metallic cable and protect with flex cable at water heaters (E.S.C. 336-5, 300-4 and 336-6 (a) and (b)). g) 0utlets over baseboard heat must be noved (Letter from Department of Com- nerce dated 1.2-13-76 and E.S.C. 210-52 & 110-3 (b)). h) Remove grounded outlets from ungrounded circuits (E.S.C. 210-7 (d), excep- tion and letter from Department of Connerce dated 72-1.3-76). 2. In Unit #2 the following additional items shall be corrected: a) The exit from Unit #2 shal1 be separated from the laundry room (U.H.C. 801 and S.S.C. 3302 (e)). b) The interior room which has previously been used as a bedroorn does not have a required exit door or window and shal1 not be used as a sleeping roon (u.H.c. 801). The exit from Unit #5 shal1 be separated from the laundry room (U.H.C. 80I and S.S.C. 3302 (e)). Since Units 2 ar,d 5 both exit through the laundry room, a hal1 wal1 and door shall be installed to provide the required separation be- tween the exit hallway and the laundry room. 4. In Unit #1 the following additional items sha1l be corrected: a) The storage closet under the stairway to the second story units shal1 be enclosed with 5/8rr type rx' fire rated gypsum board to provide the required separation between storage and stairway (U.H.C. 801 and S.S.C. 3505 (n)). b) The bedroom does not have the required emergency exit door or window. The installation of a window in the adjacent bathroom, conplying with the require- ments of U.H.C. 801, will be accepted to satisfy this requirement. b) c) d) e) f) 3 6 Hugo Kriekis Fire Damage/Housing Inspection 406 North 4th Street August 10, L982 Page 3. 5. In Unit #4 the following additional items shall be corrected: a) The exterior door leading out onto the roof shall be replaced by a wall or window (U.H.C. 801 and S.S.C., Chapter 33). b) The closet door leading out onto the roof from the kitchen shall be removed, and a wall constructed in the opening. The following additional items shal1 be corrected: a) A11 units shall be provided with heating facilities capable of maintaining a room temperature of 70"F at a point 3 feet above the floor in all habitable rooms (U.H.C. 707 (a) (attached)). b) A11 plumbing fixtures shall be appropriately vented. When walI, floor andceiling finishes are removed in damaged areas, call the City Ph:rnbing In- spector to verify what corrections are required. c) The plunbing vents through the single story roof, and within 10 feet of the windows to the second story units shall be extended up above the second storyroof. Coordinate this requirement with the City Plumbing Inspector (P.S.C. s06 (c) ) . d) A11 water heater pressure-temperature relief valves shall be drained as re- quired by P.S.C. 1007 (e)). e) A11 units shal1 be provided with smoke detectors (Springfield City Code 7-s-2). A11 required permits and inspections shal1 be obtained from the City Building Division, and final approvals given before any of the units are occupied.
