Dear Ms. Coy:
It has come to our attention that your residence, located at 2309 North Sth Street,
Springfield, Oregon, is not connected to the sanitary sewer. In addition, the Septic
tank on your property has failed evidenced by raw sewage in the yard. Because this
condition poses a potentially serious public health hazatd, inmediate corrective ac-
tion nust be taken.
The Departnent of Envirorunental Quality has established requirements for septic tank
abandonment in Oregon Administrative Rules, Chapter 340, Division 7. The required
abandonment procedure is as follows: t'Each and every owner of the real property upon
which is situated a subsurface sewage disposal system which is required to be aban-
doned, or which has been abandoned, sha1l have all the sludge from the septic tank,
seepage pit or cesspool removed by a person holding a sewage disposal service license,
and shall fill same with clean bar-run gravel or other material approved by the Direc-
tor or his authorized representative.r? You should contact a licensed septic tank
pumper. Many are listed in the yellow pages of your telephone directory. Upon com-
pletion of abandonment you or your representative should notify the Building Safety
Division of the City of Springfield for an inspection at 726'3769.
Section 2-tO-1 of the Springfield City Code requires that r'. . . a person erecting or
maintaining a water clolet, sink, bathtub, or drain in the City upon property within
120 feet of any public sanitary sewer shall connect the facility vrith the sewer at
his own expense, in the manner and under regulations and supervision prescribed by
the City.t' You will have thirty (30) days from the date of this letter to connect
to the sanitary sewer system. A plunbing permit is required and nay be purchased at
the Public Works Departnent. After connection to the sanitary sewer system is corn-
pleted, all work must also be inspected by the Building Safety Division of the City
of Springfield. Your anticipated cooperation is appreciated.

I'm writing with regard to an August 30, 1983 letter (copy attached) toyou from this office relative to a problem with the septic tank at the
above referenced location and requiring you to connect to the sanitarysewer. Since then, it has been determined that you are not within 120feet of the sanitary sewer.
A subsequent inspection found that the sewage problem could not be veri-fied and that the sept'ic tank appeared to be working. Therefore, thisletter rescinds the requirements of the August 30, ig8: tetter. Since theseptic tank appears to be operating properly, you will not be required to
connect to the sanitary sewer system at this time.

SEWAGE PROBLEM AT 2309 NORTH 5TH STREET
Upon further investigation of the sewage problem at the above
referenced address, I could not verify any problem with the
septic system. The renter sa'id that there were no problems
with her sewer.
I checked about the possibiljty of hooking to the City sewer
system, and found that jt would cause hard shjp to the owner.
Since they have no problem wjth their septic tank, I recom-
mend that they be allowed to continue its use untjl 'it becomes
a I em.

At the request of the tenant, JuCy McGuire, the Building Division of the city of
Springfieid conducted a Courtesy Inspection of the dwelling located at 2309 North

STRUCTURAL AND FIRE AND LIFE SAFETY
The following iterns do not meet the standards of the Uniforn Housing Code (U.H.C.)
as adopted by the City of Springfield:
1) Every sleeping room shaIl have at least one openable window or exterior door- approred for energency exit or rescue. Where windows are provided, they shall
have a net clear openable area of not less than 4 square feet with no dimension
- less than 22 inches. U.H.C. 801
2) It shall be the responsibility of .the owner to provide and install an operable
srnoke detector. U.H.C. 901 and Springfield 0rdinance Number 3851
3) Every dwelting unit sha11 be proyided with heating facilities capable of main-
taining a room temperature of 70oF at a point 3 feet above the floor in all
habitable rooms. U.H.C. 70t
4) The roof covering, due to rrold-agerr and deterioration fails to provide effective
weather protection. U.H.C. 1001 (h)
ELECTRICAL SAFETY
The electrical system has been improperly altered and maintained and constitutes haz-
ardous wiring as described in Section fOOf (e) of the Uniforn Housing Code as adopted
by the City of Springfield. Although the existing electrical system may have net the
standards of the^ code that was in eifect at the time of its installation, alterations,
and/or inproper maintenance require corrections to be made in accordance with both the
Uniforrn U-ousing Code as adopted by the City of Springfield and the cument Oregon State
Electrical Spe-ialty Code C-g.S.C.i. Oregon Electrical Safety Law Section 22-110 (b)
states that electritat work performed on property that is for rent, sale or lease, shal1
be done by an electrical contractor.

into thecategory of hazardous plumbing as described in Section 1001 (f) of the Uniform
Hotising Code as adopted by the City of Springfield. Although the existing plumbing
may haie met the stindards of the code that was in existence at the time of its instal-
