Lane #85-8 LOCAT I ON 832 North 3rd Pl ace NATURE OF REQUEST The appficant proposes to erect a carport to shelter a mobile home and a 2nd vehicle. The carport posts are to be placed 15 feet from the front property line with a 2-ll2 foot overhang on the southern most s'ide of the property and a larger (5 to 7 foot) overhang toward the northern side of the property. PERTINENT INFORMATION The Springfie'ld Zonjng Code requires that garages and carports be setback 20 feet from the front property line (all other structures have a 15 foot front yard setback). The addition of 5 feet for garages and carports'is to provide enough space for off street park'ing so that vehicles will not extend into the sidewalk or other public rjght-of-way area, causing a potential publ'ic safety hazard. The property in question is located in an area where most houses were built in the late 1950's and early 1960's. Many of the existing houses in the neighborhood have the minimum front yard setbacks. Access to the rear of the property was available before the 2nd and 3rd Street Couplet was bujlt. The existing side yard setbacks are too narrov'/ to accommodate a carport addition. RECOMMENDAT I ON Staff recommends conditional approvai of the request based on the following 1. )No public safety hazards exist if the carport area is used & maintained for parking. ) The proposed structure does not encroach into required setbacks for fire separa t'i on. The variance is subject to al1 requirements of p'lan check approval by this office; in part'icular that the addjtion of the structure does not cause the bu'ilding to exceed the maximum lot coverage of 45%. The carport must be maintained as an open structure only available for offstreet parking. 2 3. ) The existing property and the locatjon of the exist'ing structure does not allow f6r'a ieasible carport construction site other than in the front yard.
