Although the original struc- ture may have met the standards of the code that was in effect at the time of construction, alterations, and/or improper naintenance require corrections to be made in accordance with both the Uniform Housing Code (U.H.C.) as adopted by the City of Springfield and the current 0regon Structural Specialty Code and Fire and Life Safety (S.S.C.). 1) A separation consisting of one-hour fire resistive construction shall be installed on the garage side to provide a one-hour fire separation between the two different occupancies. Where the building dictates a protective barrier to be horizontal, the wall.s which support the hor- izontal ceiling separation shall also be protected. U.H.C. 1001 (m) and S.S.C. s05 (d) 2) The rise of every step in a stairway shalL be not more than 8 inches nor less than 9 inches in run. The greatest riser height within any flight of stairs shal1 not exceed the snallest by more than 5/8 inch. A stairway shall also be provided a handrail placed not less than 30 inches nor more than 34 inches above the nosing of treads. S.S.C. 5305 (c) and 3305 (j) 3) A landing at the top of the stairway shall be provided with a dimension measured in the direction of travel equal to the width of the stairs. S.S.C. 3303 (g) 4) Where sleeping areas are widely separated (i.e. two different floor levels) and where a single smoke detector will not adequately service all sleeping areas, there shalL be a smoke detector installed adjacent to each sleeping area. U.H.C. 901 and Springfield Ordinance Number 3851 Dear Mr. Goldbeck: At your request the BuiLding Division of the City of Springfield conducted a housing Inspection of the dwelling Located at 425 South 3rd Street, Spring- fieId, 0regon on April 8, 1981. Mr. Monte Goldbeck Housing Inspection 425 South Srd Street April 14, 1981 Page 2. 5) A11 habitable rooms shall be provided with natural ventilation by means of windows or skylights with an area of not less than one-tenth of the floor area. In lieu of openable windows for natural ventilation, a nechanical ventilation system nay be provided capable of providing two air changes per hour. U.H.C. 503 (a) ELECTRICAL SAFETY The electricaL system has been improperly altered and maintained and constitutes hazardous wiring as described in Section 1001 (e) of the Uniform Housing Code as adopted by the City of Springfield. Although the existing electrical systen may havL net the standards of the code that was in effect at the time of its instal- lation, alterations, arrd/or inproper rnaintenance require corrections to be made in accordance with both the Uniform Housing Code as adopted by the City of Spring- field and the current Oregon State Electrical Specialty Code (E.S.C.). Oregon Electrical Safety Law Section 22-110 (b) states that electrical work performed on property that is for rent, sale or lease, shall be done by an electrical contractor. 1) The orginal service equipnent is not of sufficient capacity to adequately carry the additional wiring with safety. Install not less than 125 an- pacity service equipnent. All equipnent exposed to outside weather con- ditions shalL be of the raintight tpe. E.S.C. 230'74, 94 2) A11 receptacles, switches and light outlet boxes sha1l be fLush with the finished waI1 surfaces. E.S.C. 370-10, 12 3) Repair or replace all defective light fixtures. E.S.C. 110-3 (a) 4) Install a lighting outlet in underfloor area adjacent to the furnace equipment requiring servicing. E.S.C. 270-26 (a) 5) Grounding type receptacles shall. be used as replacement receptacles only on grounded circuits. Where grounding means do not exist in the receptacie enclosure, a nongrounding t)?e receptacle shal1 be used as a replacement. E.S.C. 2t0-7 (d) 6) Install approved wiring and receptacles for clothes dryer and washer circuits. E.s.c. 210-25 (b) Reinstall all wiring in the garage which was not installed in accordance with appLicable code standards at the tfune of its installation. E.S.C. 110-8 It is recommended at this time that grounded circuits and receptacles be in- stalled in the kitchen and bathroom areas, a grounded circuit and outlet in- stalled for the freezer, and a switch and light fixture installed at back door to the garage. 7) Mr. Monte Goldbeck Housing Inspection 425 South 3rd Street April 14, 1981 Page 3. SANITATION The plumbing system is badly deteriorated and has been inproperly maintained and fal1l into the category of hazardous plunbing as described in Section 1001 (f) of the Uniform Housing Code as adopted by the City of Springfield. Although the existing plumbing may have met the standards of the code that was in existence at the time of its installation, alterations and/or improper maintenance require cor- rections to be made in accordance with both the Uniform Housing Code as adopted by the City of Springfield and the current 0regon State Plurubing Specialty Code (P.s.c.). 1) The clothes washer discharge plurnbing has been inproperly installed and requires correction for these xeasons: a) A stand-pipe receptor shall extend more than thirty (50) inches nor less than eighteen (18) inches above its trap. P.S.C. 604 b) A cleanout shal1 be provided in a horizontal line for each agg1e change of direction exceeding one hundred and thirty five (135") grees. P.S.C. 406 c) The trap vent shall terminate vertically not less than six (6) inches above the roof. P.S.C. 506 2) The bathroom lavatoryrtSrr trap shall be removed and a trap of standard de- sign installed and vented to an outside location. P.S.C. 703 As required by subsection 1.2 of the partition application form, the violations shal1 be corrected regardless of completion of partition. All necessary permits sha1l be obtained before work starts and all work shall be accomplished according to applicable codes and inspected before a Certificate of Cornpliance will be is- sued. NOTE: That partition acceptance also requires that structures sha1l have separate utilities, i-.e., sewer, water and electricity to serve each unit, and that each unit shal1 be separated by either one two hour or two one hour fire walI(s) as re- quired by the 0regon Structural Specialty Code and Fire and Life Safety.
