Mr. Hawks of your office asked that I advise you of the condition of the roofs
on the buiidings comprising the referenced property. As you may know, the two
buildings which house apartments #43 through 54 were vacated in 1985 due to
interior structural damage caused by the deteriorated roofing. In early 1986,
this office responded to compiaints about a similar problem in the building
which houses apartmenLs #2 through 10. My recent observations, and discussion
with the apartment Managers, indicate that the roofs have not been repaired.
I also observed that a significant portion of the roof housing apartments #11
through 19 has been patched over a significant percentage of its surface. The
repair is continuing, with marginal success. The roof exhibited deep surface
checks which penetrate most of the roofing layers. Roof repair is, at best,
temporary, and total replacement of the roof covering is warranted.
Most of the. remaining roofs appear in only siightiy better condition, except the
buiiding housing Apartments #1 through 9. This building appears to have been
reroofed at some time in the recent past, but the final roofing layer which
provides the required fire protection was left off. Since this condition repre-
sents a potential hazard for the spread of fire, the roof on this building must be
properly completed, or remedies to vacate this building may also be necessary.
The attached sketch of the apartment complex should help you orient the above
comments to the property, and the buildings. If we can be of any further
assistance, please don't hesitate to call.

Dear Property owners:
As a result of citizen conplaints, representatives from the Springfield Building
Division and the Fire Prevention Bureau recently inspected, from the exterior, the
Parkside Apartments, 700 North lst Street, Springfield, Oregon, more particularly
described as Lane County Assessorrs Map #17 03 35 23, Tax Lot #900 and Map #17 03
35 22, Tax Lot #14300. These records and records of the Oregon State Corporation
Commissioner indicate that you are the owners of this property.
Portions of the buildings located at the above referenced address have been declared
dangerous under Section 302 of the Uniform Code for the Abatement of Dangerous Build-
ings (D.B.C.) as adopted by the City of Springfield for the following reasons:
Many of the vacant units, particularly those in the structure adjacent to MilI
Street, have broken windows and/or patio doors, and front doors without door
knobs or Locks. These units are open and accessible creating an attractive
nuisance to children and a potential harborage for vagrants. D.B.C. 302 (11)
Some of these open units have had light fixtures removed exposing bare elec-
trical wires creating a potential fire and life safety hazard. D.B.C. 302 (15)
3. Household garbage is being stored in open containers creating a public nuisance.

Because of the seriousness of the potential hazards stated above and for the safety
of your tenants, the open units must be repaired or in some nanner made inaccessible.
The bare electrical wires must also be corrected. Work must conmence by 5 days from
the date of this Notice and 0rder and be conpleted by 10 days fron the date of this
Notice and 0rder. A11 required permits nust be obtained and inspections conducted
through the Springfield Public Works Department, 225 North Sth Street.
The garbage must be removed at least once weekly and stored in covered containers
as required by 4-2-6 and 4-2-9 of the Springfield City Code. Please refer to the
attached copy.

Because the vacant, open and accessible units may have other possible violations
caused by the prolonged accessibility of the units, the Building Division is re-
questing that all vacant units be inspected by this office before reoccupancy is
permitted.
If you do not comply with the above stated requirements within the tine frane
specified, further action will be taken which may include, but is not linited
to, one or more of the following.
A court citation may be initiated to secure compliance through appropriate
1egaI proceedings.
The City of Springfield may cause the buildings to be nade inaccessible
and charge the costs thereof against the-property or its owner(s).
The vacant units nay be posted unsafe to occupy and further occupancy of
those units will be prevented until the requirements of this letter are
satisfied.
The currently occupied units may be issued notices to vacate until cor-
rections are completed.
Any person having any record title or lega1 interest in the building may appeal
from this Notice and Order to the Building Board of Appeals, provided the appeal
is made in writing and filed with the Superintendent of Building within thirty
(30) days from the date of service of this Notice and Order. Failure to appeal
will constitute a waiver of all right to an adninistrative hearing and determina-
tion of the natter.

(l) It shall be the duty of each person desiring the services
of the collector of garbage refuse in the removal of any garbage, nuisanle
material or other accumulation to furnish his own receptac'le.. (a) No customer seeking service for the first time at a
location shall use any sunken or plastic garbage can after August l,1979.
(2) No resident or householder shali use any receptacle for this
purpose other than a standard,garbage can not in excess of 32 gallons capacity.
(3) No person shall permit or suffer any refuse, decaying vegetable
or other decaying substance, or abandoned refuse matter that accumulates inthe preparation of food for the table, or any garbage of any kind, to be or
remain in or about any house, yard, Iot, place or premises owned or occupied
by him except for the time, and under the conditions and reguiations as con-
tained in this article, and unless the same be kept in a closed can, box, or
other receptacle in such a manner that there-shalj be no leakage of the con-
tents thereof, and in such condition and manner that no offensive smell or
atmosphere shail obtain or be created to the extent that the same may thereby
cause or become a pub'lic nuisance, or affect or endanger the rights or healthof any person whatsoever.

At the request of the Springfield Fire and Life SafetS' Department, the Buiiding
Safety Diwision recentl5. conducted an inspeetion of the fire damage at the above
address. The inspection revealed fire related damage 'a'hich must be correcLed in
order for the buiiding to comply with applicable City safet;. codes. The foilowing
items must be repaired or replaced:

replacenrent:
i. Storage building exterior wails.
ii. South exterior wall of the laundry room and the apartment above.
Darnaged portions of the roof structure on the stcrage building require
repair and replacement.
Glass was broken from 6 ,,r'indou's in the laundry roonr and apartment. The
Structural Specialty Code requires that replacement giass for windows in
heated areas must be double insulated.
Electrical
IYiring in the storage building and at the laundry room entry light has been
exposed to temperatures in excess of that for which it was designed, and
must be replaced in conformance with the Electrical Safetl' Specialt)' Code.
Permits will be required for items 1, 2 and 4; or any additional modifications you
may desire which involve changes or additions to the structural, electrical,
mechanical or plurnbing systems. Required permits may be obtained from this
office.

At l.he request of your tenernts, The Springfieid Building Safety Djwisjon recently
conducted an inspection of your property s1 the above address. The inspection
revealed severai items of c.cncern u,hjch do not meet the minimum Cjty Housing
Code Requirements, and need to be correcteC. They consist of the foliou.ing::
Structural
The buiiding which houses drveiiing uliLs #2 through .l0 displays evidence of
vr'ater infiltration t,hrough the roof covering. Plastic sheeting has been
spread over the roof as a temporary renredy, hor,r,ever this is unsatisfactorl'
as a permanent soiution lo the problem. The plastic material also covers
all venLilation for lhe attic area, u'hich can contribute to the rapid
bacterial deLerioration of the roof structure.
The above mentioned problem appears to have contributed to Lhe follou'ing
conditions:
A. The finish plaster sr:rface of the bathroom ceiling of unit #8 has
compieteiy separated from the base plaster, which has softened due lo
the moist conditi<;ns.
B. Moisture i.s evicient in lhe ceiling of the north bedroom of unit #8.
C. Substantial mold and mildew has developed on the walls and ceilings in
the upstairs areas of unit #9'
Adciitional problems may be evident in other units of the buiiding which tl'ere
not accessible during the inspection.
Due to the potential for continued rapid deterioration of the structure and its
interior surfaces, corrections to the above noted conditions must be compieted at
the earliest possible date, but no later tiran June 30, 1986, or procedures
necessary to cause the building to tre rzacatecl may be iniliated.
A Building Permit will be required for item #1. The required permit may be
obtained from this office.

As a result of a referral fron the Springfield Fire Department on 0ctober 24,1984
I- inspected Apartnent #44 to investigate a portion of ceiling which had dropped tothe floor without apparent warning. Ir,ly inspection revealed that the gl1psur lath
backing which supports the plaster on a 4 foot square portion of the upltairsceiling had been saturated with water which allowed the lath to soften- and pull
away fron the nails which attach it to the joists above. Ttre apparent causi of thesaturation was moisture from the roof above.
A subsequent inspection was nade of the roofs and nany of the ceilings in theapartment couplex. Based on our observations, we reconmend that the following
measures be taken to avert further ceiling collapse:
1. Conpletely reroof the two buildings containing apartnents #43 through #54.
The existing roof coverings have deteriorated beyond repair. Structural
_sheathing should be replaced if any dryrot or delanination of the plies
has occurred.
2. Conpletely replace bedroour ceiling lath and plaster in units #44 and #46
where st:rrctural failure of the plaster has occurred.
3 Completely replace ceiling heat cables in the affected roons of the above
nentioned apartments, if the cables are broken or darnaged in any way bythe stnrctural failure or repair. An alterrrate heating system, such asa wall or baseboard heater, may be substituted if properly sized and instal-
1ed.
4 Finish the reroof on the building containing apartments #11 through #19 by
applying a flood coat of tar with gravel enbednent. Ttre Uniform Stmctural
Code requires that a minimun of 60# of tar and 400# of properLy graded gravel
be used for each 100 square foot of roof surface.

Several apartments show evidence of the past presence of moisture in the
ceilings by virture of visible sagging of ceiling plaster between supportingjoiSts.. In nost areas, this does not seem to indicate a present threat offailure unless moisture is allowed to access the ceilings again.
There are, however, sone isolated ceiling areas where the structural integrity
of the plaster is marginal and should be reinforced with additional sheet
rock screws at least 2" long. Ttre screws should be counter-sunk into the
plaster and penetrate the supporting joists above at 4tt to 6r' spacing. Care
should be taken to locate the ceiling heat cables before placing the screws
to avoid contacting or severing then. Ttre locations where this extra support
is advisable include, but nay not be linited to the following:

Bathroom areas in some of the inspected apartments display evidence of possible
plunbing leaks which can contribute to eventual structure failure in the
ceilings below if uncorrected. Ttre source of the leaks should be determined
and repairs made as -1s9o-rr^.as possible. Ttre apartments where this condition

also be repaired. In addition, unsealed cracks were noted at wall and floor

8. The building containing apartments #43 to #53 is vacant and, therefore, was
not inspected for possible ceiling failure. However, once the roof is re-
placed, such an inspection should be rnade by your managenent and maintenance
personnel and any such problems corrected before they are rented. Please note
that roof leaks left unrepaired will continue to increase the hazard of ceiling
plaster failure and may increase the cost of stmctural repairs in the future.
As you address the foregoing unsafe conditions, please condsider the following:
1 The Structural Specialty Code and Fire and Life Safety Regulations require
that unsafe conditions be abated by repair or other acceptable means.

Dear Property Owner:
As a result of a referral from the Springfield Fire Department on October 24,1984
I- ins_pected Apartnent #44 to investigate a portion of ceiLing which had dropped tothe floor without apparent warning. My inspection revealed that the gypsuur lath
backing $tl"lt supports the plaster on a 4 foot square portion of the upitairsceiling had been saturated with water which allowed the lath to soften and pull
away fron the nails which attach it to the joists above. The apparent causi of thesaturation was moisture from the roof above.
A subsequent inspection was made of the roofs and nany of the ceilings in the
apartment complex. Based on our observations, we recommend that the following
neasures be taken to avert further ceiling collapse:
Completely reroof the two buildings containing apartnents #43 through #54.
The existing roof coverings have deteriorated beyond repair. Structural
sheathing should be replaced if any dryrot or delarnination of the plies
has occurred.
Conpletely replace bedroon ceiling lath and plaster in units #44 and #46
where structural faiLure of the plaster has occurred.
Completely replace ceiling heat cables in the affected rooms of the above
mentioned apartments, if the cables are broken or damaged in any way by
the structural failure or repair. An alternate heating system, sueh as
a walI or baseboard heater, may be substituted if properly sized and instal-
1ed.
Finish the reroof on the building containing apartmell5 #11 through #19 by
applying a flood coat of tar with gravel embedment. The Uniform Structural
Code requires that a mininun of 60# of tar and 400# of properLy graded gravel
be used for each 100 square foot of roof surface.

The remaining buildings, except for the one containing apartments #21 through
#29, show no visible evidence of active roof leaks, although most contain
standing water and moss which will accelerate deterioration. Any leaks
which occur in the future and those presently in the building containing
apartments #21 through #29 should be repaired pronptly to avoid possible
future ceiling failures.
Several apartments show evidence of the past presence of rnoisture in the
ceilings by virture of visible sagging of ceiling plaster between supporting
joists. In most areas, this does not seem to indicate a present threat of
failure unless moisture is aLlowed to access the ceilings again.
There are, however, sone isolated ceiling areas where the structural integrity
of the plaster is marginal and should be reinforced with additional sheet
rock screws at least 2" Iong. Ihe screws should be counter-sunk into the
plaster and penetrate the supporting joists above at 4rr to 6fr spacing. Care
should be taken to locate the ceiling heat cables before pLacing the screws
to avoid contacting or severing them. The locations where this extra support
is advisable include, but may not be linited to the following:

The remaining buildings, except for the one containing apartnents #21 through#29, show no visible evidence of active roof leaks, although most contain
standing water and moss which will accelerate deterioration. Any Leaks
which occur in the future and those presently in the building containing
apartnents #21 through #29 should be repaired promptly to avoid possiblefuture ceiling failures.
Several apartments show evidence of the past presence of noisture in theceilings by virture of visible sagging of ceili.ng plaster between supportingjoists. In most areas, this does not seen to indicate a present threat offailure unless moisture is allowed to access the ceilings again.
There are, however, some isolated ceiling areas where the structural integrityof the plaster is marginal and should be reinforced with additional sheetrock screws at least 2" long. fire screws should be counter-sunk into theplaster and penetrate the supporting joists above at 4tt to 6r' spacing. Careshould be taken to locate the ceiling heat cables before placing the screwsto avoid contacting or severing then. The locations where this extra supportis advisable include, but may not be limited to the following:

When this property was purchased, a considerable amount of
upgrading took place in order t.o bring it up to a good
maintenance 1eveI. This property was reviewed several times
during that period of time by both the City of Springfield
and the Springfield Fire Department, and to the best of our
knowledge it was judged Lo be in satisfacto'ry condition.
From a visual standpoinL, the property was probably in
bet,Eer condition than most apartment units within either
the city of Springfield or Eugene. However, there is still
some upgrading to complete on a few units.

As a result of a referral from the Springfield Fire Department on 0ctober 24,
1984, I inspected Apt. #44 to investigate a portion of ceiling whjch had dropped
to the f1oor without apparent warning. My inspection revealed that the gypsum
lath backing wh'ich supports the plaster on a 4 ft. sq. portion of the upstairs
ceiling had been saturated with water which allowed the lath to soften and pu11
away from the nails which attach it to the joists above. The apparent cause
of the saturation was mo'isture from the roof above.
A subsequent inspect'ion was made of the roofs and many of the ceilings in the
apartment complex. Based on our observations, we recommend that the following
measures be taken to avert further ceiling collapse:
l. Completely reroof the two bu'ildings containing apartments #43 through #54.
The existing roof coverings have deteriorated beyond repair. Structural
sheathjng should be replaced if any dryrot or delamination of the plies
has occurred.
2. Completely replace bedroom ceiling lath and plaster in units #44 and #46
where structural failure of the plaster has occurred.
Completely replace cejling heat cables in the affected rooms of the above
mentioned apartments, if the cables are broken or damaged in any way by
the structural failure or repa'ir. An alternate heat'ing system, such as
a wall or baseboard heater, ffidy be substituted if properly s'ized and'installed.

DEFINITIONS
General
Scc. 30 l. For the purpose of this Code, certain words, pl'rrases, and
terms, and thcir deiiralives shall be construed as specified in this
Chapier. Words, phrases, and tcrms used in this Code, but not speciff-
calll: defined ltcrein, slrall have the meanings stated- therefor in the
Uniiorrn lluilding Code, or Uniform Housing eode. Where not deffned
in this code or in the uniform lluilding code, or Uniform Housing
, Code, such words, phrases, and tcrms shall have the rneanings stated
tlrur"io, in Webster's New International Dictionary of the English
Language, Unabridged, Third Edition.
Dangerous Building
Sec. 302. For the purpose of this Code, any building or structure
which has any or all oi thi conditions or defects hereinafter described
shall be cleemed to be a dangerous building, provided that such condi-
tions or defects exist to the extent that the life, health, property, or
safety of the public or its occupants are endangered:
l. Whenever any door, aisle, passageway' stairway br other means
of exit is not of suificient widtli or size, or is not so arranged as to
provide safe and adequate means of exit in case of fire or panic'
2. Whenever the stress in any materials, member or portion thereof,
due to all dead and live loads, ii more than one and one-half times the
working stress or stresses allowed in the Uniform Building Code for
new buildings of similar structure, purpose or location.
3. Whenever any portion thereof has been damaged by ffre, earth-
., quake, rvind, flood,-oi by any other cause, to such an- extent that the
' rlructural strength or siability thereof is materially less than it was
belore strch catristrophe and ii less than the minimum requirements of
the Uniforrn Building Code for new buildings of similar structure,
purpose or location.
4. Whenever any portion or member or appurtenance thereof is
likJy to fail, or to become detached or dislodgld, or to collapse and
thereby injure persons or damage property.
. 5. Whenever any portion of a building' or any member, aplurte-
nance or ornamentation on the exterior thereof is not of sulficient
stiLngth or stability, or is not so anchored, attached or_fastene4-in plaee
