WHEREAS, the applicant has asked the City to authorize the Applicant ro
imrnediately commence development improvements vithout a completed plan reviev or
subsequent approval as required by the Springfield Building Safety Code.Administrative Code section 303(a)
VIIEREAST'the Applicant has submitted to the City a completed permit application,3 (three) sets of construction drawings, specificationi, and other dati requiredfor the City to complete the necessary plan reviev of the proposed development
improvement.
VHEREAS, the intendbd development improvement is of a nature that requires no
other reviev approval from other State or local agencies and is exempt from thecriteria established by the Building Safety Division, attached as Exhibit A ofthis Agreement
IIHEREAS, the City has not revieved or approved the submitted materials for the
development improvementr the City is therefore unable to confirm at this time
vhether the permit applicatic:': submitted vill- be approved, and whether thegequired construction permits can be issued.
VHEREAS, the Epplicant has requested th6 City to provide expedited authorizationto proceed vith certain phases of construction prior to the completion of theCity's reviev of the permit application.
VH.EREAS, the City's fee for the administrative services rendered in providing
expedited authorization is S150.00.
NOU, THEREFORE, in consideration of the foregoing recitals and of the mutual
promises contained herein, the City authorizes immediate commencement of the
development improvement specified in the permit application subject to thefolloving terms and conditions:

Purpose
The purpose of this agreement is to allov certain development improvements to
occur prior to obtaining plan reviev approval from the Springfield Community
Services Division.
Scope
The use of this agreement shall be limited to certain one and tvo-familydvellings not complex in nature as determined by the Building Official and
minor alterations or modifications to existing commercial and industrial
buildings vhich are of a non-structural"type and do not adversely affect anystructural nember of the building or any part of the building having fireresistant construction.
One and tvo-family dvelling plans for structures that are conplex in nature that
have been prepared by an Oregon licensed architect or engineer and accompanied.
by a letter of reviev prepared by said architect or engineer, stating that the
subnitted material is in compliance vith the One and Tvo-Family DvellingSpecialty Code, may be considered eligible for this agreenent.
The folloving items include but are not limited to certain conditions of
development identified as ineligible for this agreement:
a) development requiring site approval vhich has not been obtained;
b) nev development }ocated on land vith over six-percent slope;
c) lots having expansive (clay) soil;
d) development located vithin flood hazard "r"1.rt ,
e) development located vithin vetland areas;
f) pole buildings or other such type of structure that is not of conventionalconstruction.

Dear Business Owner:
Our records indicate that on June 4, 1998, you submitted plans for the proposed constuction of a single
family residence to be located at 529 Walnut Place, Springfield, Oregon. To date, the plans and required
permits for this construction have not been obtained.
The Springfield Building Safety Codes Administrative Code states that "Applications for which no permit
is issued within 180 days following the date of application shall expire by limitation, and plans and other
data submitted for review may thereafter be returned to the applicant or destroyed by the Building
Offrcial." The Code further states that, "The Building Official may extend the time for action by the
applicant for a period not exceeding 180 days upon request by the applicant showing that circumstances
beyond the control ofthe applicant have prevented action from being taken. No application shall be
extended more than once. In order to renew action on an application after expiration, the applicant shall
resubmit plans and pay a new plan review fee."
If you would like your plans returned to you, please phone me within ten (10) days from the date of this
letter and I would be happy to mail them to you. If I do not hear from you within ten (10) days, I will
deskoy the plans.
