SUBIECT: CITY JOT RNAL NUMBER 98-03-058 - PRE-APPLICATION CONFERENCE
This letter discusses a Pre-Application Conference application for City staffto review a proposed 40,000 square foot
athletic club facility in the Gateway arca of Springfield. Please be aware that the large plans submitted showing the
existing Courtsports facility in Eugene have no relevance to what is proposed for Springfield. Also, the one reduced
plan submifted has no scale and does not respond to all of the issues listedon the application form. Therefore, staff
cannot review the application as submitted.
The submitted overview stated that parking was a major concern, the Springfield Development Code (SDC) requires
over 260 parking spaces and that fewer parkig spaces should be allowed. The parking requirements for the
proposed use are found in SDC 18.070(7) which states: 'Recreational facilities - I for each 100 square feet of
floor area in the primary assembly area and 1 for each 200 square feet of gross floor area for the remainder
of the building." Based on tIe submittal, I cannot caluclate how many parking spaces are required.
There is a provision for staffto reduce parking requirements in SDC 31.170(1Xd) which states: "The Director
may authorize a rcduction in the number of required parking spaces without a Variance:
1. Based on an approved Traflic Study; and/or
2. When the location of a building on a site makes it impractical to provide the number of required spaces
without demolishing all or part of the building, and no alternative parking arrangements are reasonably
available; and
3. Based on an aflirmative finding by the Director that the exception will have no negative impacts on
neighboring properties; and
4. AII installed parking shall conform to the design standards of this Article.'
Subsection 1., stands as a separate alternative. A Traffic Study is required for any proposed staffreviewed
reduction ofparking spaces, unless Subsections 2. - 4. apply.
Subsections 2. - 4. must be viewed as a connected alternative. Howgver, the intent of this alternative was for the
reuse or expansion of developed sites, i.e., sites with existing buildings. The site proposed to be developed is
currently vacant.

Therefore, the only alternative to possibly reduce the required number of parking spaces without Planning
Commission approval of a variance is by submitting a Trafftc Study.
If the variance procedure is chosen requiring Planning Commission approval to possibly reduce the required number
of parking spaces, I contend it would be difficult to comply with the variance criteria of approval under SDC
I 1.030(2)(aF(e), which are:
'A Variance may be granted only if the proposal is determined by the Approval Authority to meet all of the
following criteria:
(a) There are unusual conditions, associated with the property or structure which make it impractical to use the
development area for its intended purpose under the Springlield Development Code.
(b) Granting of the Variance would not be inconsistent with both the Metro Plan and the Springfield
Development Code.
(c) Granting of the Variance would have no significant adverse affects on the public welfare or neighboring
properties, and there are provisions to mitigate those adverse affects which will be a condition of use.
(d) The need for a variance has not arisen solely from a previous Code violation and the hardship is not
self-imposed.
(e) There are no other practical alternatives available that better meet the provisions of the Springfield
Development Code and the Metro Plan.'
Also, Gateway Refinement Plan Transportation Policy 25.0 states: 'Facilitate the efficient operation of
transportation systems serving the commeciall developed areas. ' In order for staffto determine the impact of
new development on the Beltline/Gateway intersection, a Traffic Impact Study is required as part of any Site Plan
Review or Subdivision Tentative Plan application in the vicinity of this busy intersection.
I am enclosing a copy of Public Works' SOPP# T-6.1 which discusses the subject of Traffrc Impact Studies. Please
note the following statement at the boffom of Page I of the SOPP: 'The study must be conducted by a
professional engineer, registerd in Oregon, with expertise in transportation engineeringor, a recognized
transportation planning Iirm having experience in the prepoaration of traffic impact analysis and routine
traflic engineering studies.'
The "annectdotal" parking comments submitted relate to a 31,500 square foot facility in Eugene (which may have
different parking standards than Springfield), not a 40,000 square foot facility which is proposed to be constructed
in Springfield.
ln order to allow staffto review any submitted proposal in a timely manner, I strongly suggest hiring a professional
transportation engineer or planning firm to prepare a Traffic Imapct Study which can include a section on reducing
the number of parking spaces required. Since there are existing utilities in the area proposed to be developed, please
consider applying directly for Site Plan Review approval. If you choose to forego the Pre-Application Conference
based upon this letter, I will allow your Site Plan Review application fee to be credited with the $210.00 you have
already paid. If you wish to continue with the Pre-Application Conference application, you must submit revised
plans which fully address the submittal requirements on the application form.
The Type II Site Plan Review Application fee is $545.00 plus $10.00 per acre and a $50.00 postage fee for the
required notice procedure. The application must include a response to all items on the Site plan Review checklist,
which is attached to the application form. Please remember that in order for the Site plan Review application to be
considered complete for review, a Trafftc Impact Study, based upon SOPP# T-6.1 must be submitted concurrently.
Lately, the Site Plan Review process takes 90-l l0 days.

GENERAL

The intent of this policy is to minimize traffic related impacts onthe existing land use in the'

Based on the review of the "Parking Needs Analysis" dated May 18, 1998 the Transportation Section has

conditions, a Type ll Site Plan Application upon determining that criteria (1) through (4)
of this section have been satisfied. !f conditions cannot reasonably be attached to
satisfy the criteria, the Director shall deny the application."
(1) COMPLTANCE WITH THE SUBMTTTAL REQUTREMENTS OF SECTTONS
3.050 AND 31.050 0F THIS CODE.
The site plan application was accepted as complete on August 4, 1998 and
contained all information required to initiaie Type ll Site Plan Review procedures
in accordance with SDC Articles 3 and 31. This decision is issued within the
required 120 calendar day review period.
Finding of Fact 1: Criteria t has been met because the applicant has
complied with all submittal requirements and the decision was issued
within the required 120 days.
PROPOSED ON€ITE AND OFF€ITE PUBLIC AND PRIVATE
IMPROVEMENTS ARE SUFFIGIENT TO ACCOMMODATE THE PROPOSED
DEVELOPMENT AS SPECIFIED IN ARTICLES 31, 32, THE APPROPRIATE
ZONING AND/OR OVERLAY DISTRIGT ARTICLE AND ANY APPLICABLE
REFINEMENT PLAN.
Subcriteria a. Conformance with Article 32 (Public and Private
Improvements)
Water and Electric Service. SDC Section 32.120 states: "Each
development shall be provided with a water system having sufficiently
sized mains and lesser lines to furnish adequate supply to the
development. " The Springfield Utility Board (SUB) provides water and electrical
service to the development area. Water service is available from Pheasant
Boulevard street side PUEs. The proposed building will require water
development fees for connections and metering. Backflow prevention devices
are required. Bart McKee of SUB Water Department, (726-2396) is the contact
person. Water services wil! be extended from existing facilities upon the
collection of development charges. Work within the public right of way will
require permits from the City of Springfietd Public Works Department.
The utility vault that houses fire and domestic water meters, check valves and
backflow devices is located above ground, in the parking lot adjacent to
Pheasant Boulevard public right of way (pg. P1). SDC 31.160 (1Xb) requires
that equipment vaults be screened with earthen, planted or structural screening.
Staff recommends expanding perimeter landscaping to surround the vault.

Finding: The utilities vault located in the parking lot along west propefty line
lacks the screening required by SDC 31.160. The following Condition of
Approval is applied for full compliance with standards of this code:
1) The Final Site Plan shall be revised to provide screening of mechanical
equipment in accordance with the standards of SDC 3r.160(1).
SDC 32.120(2) states, "Wherever possible, utility lines shall be placed
underground." There is SUB overhead electrical service available to serve the
site from south property line. Underground service can be constructed as
proposed on the submitted site plan. Services will be installed upon the collection
of deveiopinent charges. Ed Head of SUB Electric (726-2395) is the contact
person.
Fire and Life Safety. The existing fire lines on Pheasant Boulevard have
sufficient volume to serve the fire protection system proposed on the submitted
plans. Please contact Al Gerard, Fire and Life Safety at726-2298 if you have
further questions.
Sanitary Sewer. SDC 32.100 (1) states, "...sanitary sewers shall be installed
to serve each new development and to connect the developments to new
mains. lnstallation of sanitary sewers shall comply with the provisions of
this code, the Standard Construction Specifications, Ghapter 2 of the City
Gode, and the Department of Environmental Quality regulations..."
Connection of a 4 inch line to the existing sanitary facilities as proposed on
Sheet P.1 of the tentative site plans is acceptable. AII new sewer taps will require
permits from the Public Works Department prior to connection. Ken Vogeney of
the Public Works Division (726-3688) is the contact person.
Finding: The proposed development plan is in conformance with SDC 32.100
because the City Engineer has determined that existing public sanitary facilities
have sufficient capacity available fo serve the site and proposed connections
meet the applicable construction standards.
Storm Sewer. SDG Section 32.110 states, "The ApprovalAuthority shall
grant development approval only where adequate provisions for storm and
floodwater run-off to the City storm water drainage system have been
made as determined by the Gity Engineer."
SDC 32.110(4) states, " A development shall be required to employ
drainage management practices approved by the Gity Engineer....
in order to relieve demand on the Gity's piped drainage system and
to alleviate future costs of treating the piped discharge; to promote
water quality, to preserve groundwater and the vegetation and riverr
it supports, and to reduce peak storm flows..."
Storm water drainage systems: The submitted site plan proposes to connect
private drain systems to an existing stub and a 21 inch public storm drain along
west property line. Adequate capacity exists within the public system to serve

the proposed system. However, prior to final site plan approval, the applicant
must provide design calculations prepared by a registered engineer to verify the
effects of the private system on the City's piped drainage system.
Finding: The existing 21 inch public storm line has capacity available to
serve the private sysfem proposed. ln order to verify remaining capacity
in the public sysfem the following condition of approval is applied in
accordance with SDC 32.110ft):
2) Pior to final site plan approval, the applicant must provide design
calculations prepared by a registered engineer to determine the affects
of the private storm sysfem on the CiU's piped drainage sysfem.
Pretreatment and Reduction Measures: The private drainage system
proposes to drain 5000 square feet of parking lot area through oilArater
separator catch basins and combine it with roof run off prior to
discharging to the public system. The City Engineer has determined that
the proposed design does not meet the standards of SDC Section
32.110(4):
SDC Section 32.110(4) implements Metro and Gateway Refinement Plan
policies for water quality pre-treatment and storm water reduction by
authorizing the City Engineer to require drainage management practices
that "relieve demand on the Gity's piped drainage system and...
alleviate future costs of treating the piped discharge'. Section
32.110(4) lists 8 methods of pretreatment and reduction that range from
minimizing impervious surfaces to constructing wetlands. The Gateway
Refi nement Plan Natu ral Assets Element specifi cally requires applicants
to minimize the negative impacts of development on water quality and
quantity through the use of filtering and retention techniques to reduce the
amount of contaminants passing through ground water to drinking water
wellsites, or being canied to Maple Island Slough and the McKenzie
River. (Policy 3.0, lmplementation Actions 3.1&2, pgs. 34-35) Staff
recommends integrating planted swales into landscape designs.
FINDING: The submitted plans for storm water drainage do not meet the
prvtrcatment standads of the SDC and the Gateway Refinement Plan
because 2 cell catch basins are the proposed storm watertrcatment
technique wherc the code and refinement plan emphasize natural
filtration and detention of storm water on site. The following condition of
approval is applied forfullcode compliance:
3) FinalSde P/ans shall be revised to incorporate methods of natural
fiftration and detention listed,n SDC Secfrbn 32.110(4) into storm
drainage plans. Storm drainage plans shall be approved by the City
Engineer piorto Final Site Plan Approval.

FINDING: Discharging relatively clean roof drainage directly to the public
sysfem dres not reduce quantrty or relieve demand on the public sysfem
as required by SDC 32.110(4). The following Condition of Approval is
applied for full compliance with the code:
4) FinalSde P/ans shall be revised to direct roof run off to one or more
dry wells. The dry wells must be located in vegetated areas and must
have an ovefflow connection to the storm sysfem. The dry wells shall be
shown on revised storm drainage plans.
Street lmprovements: SDC 32.040(f) states, "Sidewalks and accessways
shall be constructed, replaced or repaired in accordance with the Standard
Construction Specifications." Concurrent with building construction,
sidewalks must be repaired and/or installed along the full frontage of the site
abutting Pheasant Boulevard. Sidewalks may be transitioned to setback at the
driveway as proposed on the submitted plans. The existing curb return style
driveway must be reconstructed to city standards for curb return driveways, (ref:
SDC 32.080). Street trees proposed on the landscape plans meet the standards
of SDC 32.050 and may be installed as shown.
Harlow Rd/Pheasant Boulevard & Harlow Rd/Pioneer Parhrvay intersections
may require improvement in the future based on trip generation from the subject
site and surrounding development. ln accordance with SDC 32.020, the City
Transportation Planning Engineer requires that an lmprovement Agreement
guaranteeing the applicant's participation in the costs of future intersection
improvements be signed because the development area is served by the City
street system and adjacent intersections. The lmprovement Agreement is
required for the Harlow Road/ Pheasant Boulevard intersection based on review
of the submitted Tentative Site Plan and Traffic lmpact Analysis in accordance
with SDC 32.020(10)(4Xa) & 32.020(12). The agreement form is attached.
Finding: An lmprovement Agreement for the adjacent intersection rs necessary
because the development site rs seryed by the City street system and
development increases traffic at the adjacent intersection. The following
Condition of Approval is applied for conformance with this Code:
5) A signed lmprovement Agreement for the Hadow Road/Pheasant Boulevard
intersection must be submitted with the Final Site Plan in accordance with SDC
31.070, 32.020(1 )(c.3), s2.020(10)(4)(a) & 32.020(1 2).
Subcriteria b) Conformance with standards of SDC Article 31- Site Plan
Review and Article l8- CommercialZonino Districts.
Setbacks: The submifted site plan complies with the setback provisions of SDC
18.050 because the proposed structure is setback 140 feet from west property
line (rear yard), 20 feet from north and 60 feet from south property lines (side
yards) and 210 feet from east (front) property line; proposed parking is setback 5
feet from all adjacent property lines.

Buildinq Heioht: SDC Section 18.060(2) states: " When a...CG District
abuts an LDR District to the... west...the building height limitation shall be
no greater than that permitted in the ...LDR ..District(s) for a distance of 50
feet." The proposed structure is setback 140 feet from the residentialzoning
district located along west property line, therefor no height restrictions apply.
Landscapinq. Liohtino and Screeninq. The lighting plan submitted meets the
provisions of SDG 31.{60. Existing screening along west property line meets the
provisions of SDC 31.160. The landscape plan submitted meets the planting
standards of SDC 31 .140(1). However, required revisions to the submitted
drainage plans may affect landscape planS becaUse planted swales or ponds are
required for filtration of storm water. Final landscape plans must reflect the
location and plantings of required storm water facilities.
Parkino. Parking design standards of SDC Sections 3{.170-190 are
designed and adopted to implement Metro Plan and Oregon Transportation
Planning Rule 12 (OAR 660) policies for the provision of safe and efficient
auto circulation and alternative methods of transportation. The tentative site
plan provides 191 vehicle parking spaces, a pedestrian sidewalk connection from
the building to the public sidewalk and 15 bicycle parking spaces.
SDC 31.{90(10) requires that bicycle parking be "secured'. Staff interpretsnsecure'to mean safe and protected in addition to anchored. \Mrere regular or
high levels of use are expected, the facilities must be protected, or made usable,
in all weather conditions. The parking area must be covered to protect and
safeguard against rain and the elements. A structural cover must be provided for
the required bicycle parking. Additionally, Staff recommends that a second
additional bicycle parking area, covered or uncovered, be provided opposite the
proposed area.
As submitted, the current design provides a pedestrian connection along south
property line to the public sidewalk to provide safe and efficient movement of foot
traffic, as required by Oregon's Transportation Planning Rule 12, (OAR 660-12-
0045). To provide a safe and reasonably direct connection for foot traffic
originating from high and medium density residential areas to the north, staff
recommends a second sidewalk from the north end of the building entrance to
the public sidewalk.
A Parking Needs Analysis submitted for the subject site (Pre-Application Jo. No.
1998-03-0058) indicated that the development would require from 149 to 175
spaces (164 avg.) to meet peak demands based on industry standard data (lTE
Manual, Land Use #495). A "similar use' study of the existing Courtsports Club
in Eugene indicated that the Springfield club would require 130 spaces to meet
peak demand. The analysis concludes that'a maximum of 175 on-site parking
spaces would be adequate to accommodate expected peak demand for the
proposed development.' The Director and the City Transportation Engineer
concur with the conclusion of the analysis. ln accordance with SDG
31.170(1Xd), the Director wil! allow the number of required spaces to be

reduced to 175, as requested. Furthermore, the number may be reduced in
accordance with the submitted analysis to a minimum of 150 spaces in order to
accommodate the provision of storm water treatment features, additional bicycle
parking or pedestrian connections.
Finding: The parking lot design cannot be approved as proposed because fhe
Director finds that drainage, pedestrian connections and bicycle parking facilities
have not been adequately addressed The following Conditions of Approval are
applied for full compliance with this Code and applicable secfions of Oregon
Administrative Rules:
6) The Finat Site Plan shall be revised to provide covered bifycle parking
adjacent to the building entrance in accordance with SDC 31.190.
7) The Final Site Plan shall be revised to provide a second pedestrian sidewalk
connection along nofth property line to the public sidewalk in accordance with
oAR 660-12-0045.
8) The number of parking spaces on the Final Site Plan shall not be /ess fhan
150 spaces.
Subcriteria c) Proposed on-site and off-site public and private
improvements are sufficient to accommodate the proposed development
as specified in anv applicable refinement plan.
Gonformance with Applicable Gateway Refinement Plan Gommercial and
Public Facilities Policies: The site is defined as Tax Lot 2603 on Lane
County Assessor's Maps 17-03-22. The property is designated Community
Commercial on the Gateway Refinement Plan, as adopted by the City of
Springfield, October 19, 1992, Lane County, September 1, 1992, and the City of
Eugene, November 9, 1992.
COMMERCIAL ELEMENT (pos. 21-22): Policv 1.0: " Provide for appropriate
buffering between commercialand residential uses.' lmplementation Action 1.1:
' Give particular attention during the site plan review process to minimizing
lighting, noise, and visual impacts from commercialdevelopments on adjacent
residential areas.' Staff finds the intent of GRP Commercial Element
lmplementation Action 1.1 has been met because conflicts between the
proposed use and the abutting Medium Density Residential Distict have been
minimized by the applicant wherever possrb/e: 1) the submifted site plan design
provides substantial setback, 2) the building design directs door openings away
from residentialdevelopment, 3) the landscape plan supplements existing
screening with additional plantings, 4) the lighting plan will not reflect on
residential structures and provides tncreased security to the area.
NATURAL ASSETS ELEMENT (pqs. 34-35): Policv 3.0: *Ensure
adequate storm drainage management planning, emphasizing the
minimization of negative impacts on water quality and quantity resulting

from development in the Refinement Plan area.' lmplementation Actions
3.1 and 3.2 require applicants to minimize the negative impacts of
development on water quality and quantity through the use of natural
filtration and retention techniques. Sfafffnds thatthe submitted srfep/ans
must be conditioned to provide natural filtration and detention facilities to
meet the policies of the Natural Assets Element. When required reyisions
to drainage plans are approved by the City Engineer, on site private
improvements will be sufficient to accommodate the proposed
development as specified in NaturalAssets Policy 3.0.
Ultimate Finding of Fact 2: This criterion is met because Subcriteria a), b)' and c), a{cOnditioned, fully conform to the requirements of this Code
pertaining to sufficient public and private improvemenfs fo accommodate
the proposed development in accordance with SDC Articles 78, 31, 32 and
the Gateway Refinement Plan,
(3) TNVENTORTED NATURAL (|NCLUD|NG REGULATED WETLANDS) AND
HISTORIC FEATURES OF THE SITE HAVE BEEN ADEQUATELY
CONSIDERED IN THE PROJECT DESIGN.
The site is defined as Tax Lot 2603 on Lane county Assessor's Maps 17-03-22,
The Gateway Refinement Plan, the Draft Natural Resources special study, the
Springfield Wetland lnventory Map, and the list of Historic Landmark Sites have
been consulted. No wetland, natural or other cultural resources have been
identified on the site.
There are no inventoried historic features or archeological sites located on the
development site. lf any artifacts are encountered during construction, there are
state laws that could apply, ORS 97.740, ORS 3S8.90S, ORS 390.235. tf
human remains are discovered during construction it is a class 'c'ferony to
proceed under ORS 97.740.
Finding of Fact 3: This criterion is met because the aforementioned
resources were consulted and no natural or historic resources have been
identified.
(4)PARKING AREAS AND INGRESS-EGRESS POTNTS HAVE BEEN DESTGNED
SO AS TO FACILITATE TRAFFIC AND PEDESTRIAN SAFETY, TO AVOID
CONGESTION AND TO MINIMIZE CURB CUTS ON ARTERIAL OR
COLLECTOR STREETS AS SPECIFIED IN ARTICLES 31, 32, THE
APPROPRIATE ZONING AND/OR ZONING OVERLAY DISTRICT ARTICLE
AND ANY APPLICABLE REFINEMENT PLAN.
Parkinq Areas. The submitted parking lot design has been conditioned to
provide parking in accordance with sDc 31.170, covered bicycle parking and
additional pedestrian connections. The design submitted provides ADA
accessible spaces.

lnsress and Eqress Points. One 30' driveway access to Pheasant Boulevard
is proposed. The existing curb return driveway will be repaired to meet SDC and
Standard Construction Specifications. A sidewalk transition from curb side to
setback will be constructed at the driveway location. The repairs and design, as
conditioned, meet the provisions of SDC Section 32.080.
NOTE: A driveway connecting the subject site to the Les Schwab property along
south property line would improve internal circulation and provide secondary
access to Harlow Road. The connection is not required at this time but should
be considered by the applicant.
Finding of Fact 4: Staff finds sife access andliarRing,es cdnditioned,
facilitates traffic safety and reduces congestion because off street parking,
pedestrian connections and all weather bicycle parking are provided in
accordance with the provisions of SDC Articles 78,37, 32 and the Gateway
Refinement Plan. Driveway access and street improvements will be made
to City and ADA specifications.
What Needs To Be Done Bv The Aoplicant To Obtain Final Site Plan Aoproval?
Three copies of a Final Site Plan and any additional required plans, documents or
information are required to be submitted to the Planning Division within 90 days of the
date of this letter showing compliance with SDC Article 31 Criteria of Approval 1-4, as
conditioned:
1) The Final Site Plan shall be revised to provide screening of mechanical
equipment in accordance with the standards of SDC 3r.160(1).
2) Prior to final site plan approval, the applicant must provide design
calculations prepared by a registered engineer to determine the affects
of the private storm sysfem on the City's piped drainage sysfem.
3) Finalsife P/ans shall be revised to incoryorate methods of naturalfiltration and
detention listed,n SDC Secfrbn 32.110(4) into storm drainage plans. Sform
drainage ptans shall be approved by the City Engineer piorto Final Site Plan
Apprcval.

Development Agreement is required to ensure that the terms and conditions of Final site
plan review are binding upon both the applicant and the City. This agreement will be

property owner prior to the issuance of a buildinq permit.
THE APPLICANT MAY SUBMIT CONSTRUCTION OR BUILDING P1ANS TO OTHER
CITY DEPARTMENTS FOR REVIEW PRIOR TO FINAL SITE PI.AN APPROVAL IN
ACCORDANCE WITH SDC 31.080 AT THEIR OWN RISK. ALL CONCURRENT
SUBMITTALS ARE SUBJECT TO REVIS]ON FOR COMPLIANCE WITH THE FINAL
SITE PLAN. A DEVELOPMENT AGREEMENT IN ACCORDANCE WITH SDC 31.090
WLL NOT BE ISSUED UNTIL ALL PLANS SUBMITTED BY THE APPLICANT HAVE
BEEN REVISED. CONFLICT!NG PLANS CAUSE DEI.AYS.
