ITEM TITLE:
ARTS COMMISSION APPLICANT APPOINTMENTS
ACTION REQUESTED: Appoint Summer Young-Jelinek and Joshua Melte to the Arts Commission with full terms expiring December 31, 2023.
ISSUE STATEMENT: The Arts Commission has two upcoming vacancies on its board of nine commissioners. Two vacancies were advertised beginning August 15, 2019. The
terms of Summer Young-Jelinek and Joshua Melte, will expire December 31, 2019. Both commissioners are eligible and seeking to reapply for the four-year vacancies expiring December 31, 2023. During their October monthly meeting, the Arts
Commission interviewed five individuals: Therese Lang, Maria Mcauley, Demian Schwarts, Johsua Melte and Summer Young-Jelinek. The Arts Commission received two applications for the two vacancies: Summer Young-Jelink’s application October 22, 2019 and Joshua Melte’s application October 25, 2019. On November 25, 2019, both applicants were interviewed by Council and recommended for appointment.

DISCUSSION/ FINANCIAL IMPACT:
After the press release August 15, 2019 calling for a deadline of October 25, 2019 the Springfield Arts Commission received two applications for the two upcoming
vacancies. Applicants Joshua Melte and Summer Young-Jelinek are currently serving as Arts Commissioners. The City Council interviewed candidates Joshua Melte and Summer Young-Jelinek at the work session on November 25, 2019. The Arts Commission requests that the Council formally ratify the appointments during the regular meeting.

The Springfield Arts Commission was created to promote the arts in Springfield. Assistance is given by the Commission to local artists in the form of grant sponsorship,
networking, education, communication, and, occasionally, funding.
The Commission may co-sponsor art events and exhibits. It works closely with the Lane
Arts Council and the Oregon Arts Commission. Source of Existence: Council

Springfield Arts Commission (SAC) Membership Profiles
January 2019
Kayla Ackerman: Ms. Ackerman joined the SAC in January 2017. She has a BA in Journalism with
minors in Business Administration and Art from the University of Oregon. She works for Country
Financial and is a new resident of Springfield. She is Vice Chair of SAC and chair of the Second
Friday Art Walk subcommittee. Her first full term expires 12/31/2020.
Eric Braman: Mr. Braman joined SAC in July 2019. He is the Arts Education Program Coordinator
with Lane Arts Council. He is a part of multiple community arts initiatives including the NW10
Play Festival and community events with ArtCity Eugene. He earned his MNM from the
University of Oregon and BAs in Theatre Performance and Creative Writing from Western
Michigan U. He is the Chair of the Gallery subcommittee. He is filling out a partial term which
expires 12/31/21.
Melissa Green: Ms. Green joined the SAC in May 2019. For 15 years, she worked as an art
educator at museums and universities in Washington, DC, collaborating with interpreters,
curators and faculty to create and manage programs, exhibitions and projects. Currently, she is
an education interpreter at the Jordan Schnitzer Museum of Art. She is the chair of the Heritage
Arts Grant committee. Her first term expires 12/31/22.
Esther Harclerode: Ms. Harclerode joined the SAC in January 2018. She is the Development
Program Manager and the Associate Director of Development at the Jordan Schnitzer Museum
of Art. She is chair of the Marketing subcommittee and serves on the Outreach subcommittee.
Her first full term expires 12/31/21.
Danielle Knapp: Ms. Knapp joined the SAC in spring of 2017. She has an M.A. in Art History and
a graduate certificate in Museum Studies from the University of Oregon. As the McCosh
Associate Curator at the Jordan Schnitzer Museum of Art, she directs the museum’s Pacific
Northwest Art programming, including exhibitions and publications. She serves as the secretary
of the Arts Commission and chair of the Public Art subcommittee. Her first full term expires
12/31/2020.
Daphne Mantis: Ms. Mantis joined the SAC in January 2017. She has her J.D. and is recently
retired from a career as an attorney at the John Serbu Youth Campus and Juvenile Justice
Center. She is also a watercolor artist. She serves as the Chair of the Arts Commission and
serves on the Public Art subcommittee. Her first full term expires 12/31/2020.
Joshua Melte: Mr. Melte joined the SAC in May 2019. He has a Bachelor of Fine Arts with an
emphasis in studio painting. He is on the Outreach, Gallery and Marketing subcommittees. He
filling out a partial term which expires 12/31/19.
Amber “Benni” Rose: Mx. Rose joined SAC in January 2019. They have their MLIS from the
University of Washington and their BA in English from the University of Oregon. They are a

Librarian at Springfield High School. They have led the Eugene/Lane County National Novel
Writing Month for 4 years. They are on the Gallery subcommittee. Their first term expires
12/31/2022.
Summer Young-Jelinek: Ms. Young-Jelinek was a marketing professional for the Pain
Society/Pain Consultants of Oregon before the practice closed. She has a B. A. in Art History
with minors in Architecture, Landscape Architecture, and Business Administration. She serves
on the Heritage Arts Grant, Marketing and Gallery subcommittees. Her first term expires
12/31/2019.
