ISSUE STATEMENT: The City has a need to continue analysis of data collected through the wastewater collection system Flow Monitoring Program. This analysis will identify necessary upgrade and expansion projects to meet future growth as well as projects to eliminate ground water inflow and infiltration (I&I) into the system. Continuing this work is critical to facilitating an update to the Wastewater Master Plan. Staff has determined that the most efficient and cost effective approach to complete this project is to negotiate a contract with Novac Industries. ATTACHMENTS: Attachment 1: Draft Scope of Services Attachment 2: Draft fee schedule Attachment 3: Sole Source Justification DISCUSSION/ FINANCIAL IMPACT: One of the critical elements in the City of Springfield CMOM report was to establish a plan to monitor and evaluate the wastewater conveyance system. Through a 2018 contract with Novac Industries, the City has completed this major milestone. Calibration of the updated wastewater system hydraulic model has been completed and has already been put in use to identify a rehabilitation project. To ensure that the model remains a useful and accurate tool the City needs to continue data collection and establish a contract to provide analysis of that data to monitor current conditions and predict future conditions to inform the City’s Wastewater Master Plan and Capital Improvement Program updates. In addition, continued analysis work is a key tool in identifying areas within the collection system in need of rehabilitation to eliminate I&I. It is proposed that the City enter into an agreement with Novac Industries, LLC to complete this work over a two year period. This is seen as the most efficient and cost effective way to complete the project as Novac Industries, LLC has unique knowledge of the City’s wastewater collection system and basin characteristics as the developer of the recently completed hydraulic model. Novac Industries, LLC worked closely with City of Springfield Operations and Engineering staff in flow monitor selection, installation, data collection, and hydraulic model calibration.
