ISSUE STATEMENT: The City is seeking to appointment one City Councilor and two community members to the 2020 Eugene-Springfield Consolidated Plan Advisory Committee. The development of the Consolidated Plan, including public participation, is a federal requirement in order to receive HOME and CDBG funds from the U.S. Department of Housing and Urban Development (HUD). ATTACHMENTS: Attachment 1: Communication Packet Memo from October 14, 2019 DISCUSSION/ FINANCIAL IMPACT: The 2020 Eugene-Springfield Consolidated Plan establishes a five-year strategic plan for the use of federal HUD funds. The Plan is required to: 1) Analyze the needs of affordable housing, homelessness, special needs populations, and community development; 2) Identify priority needs for use of funds received from HUD; and 3) Present strategies to address the priority needs. Springfield and Eugene must complete, adopt, and submit a new five-year Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD) by May 15, 2020. For the 2020 Consolidated Plan development process, a Consolidated Plan Advisory Committee will be created (similar to the 2015 process), made up of representatives from Springfield and Eugene City Councils and community advisory members. The aim of the Committee will be to meet three times during the planning process in order to consider the needs assessment data, hold the public hearing on behalf of both jurisdictions, and develop strategies and goals for Councils’ and the public’s consideration. The 2020 Eugene-Springfield Consolidated Plan will ultimately need to be adopted by both Springfield and Eugene City Councils and submitted to HUD by May 15, 2020. To expedite the appointments to this committee, the Mayor has nominated two existing City committee members to serve on the Consolidated Plan Advisory Committee. The Council must approve the members by a 2/3 vote to waive the application and interview requirements under the Council Operating Policies and Procedures. The Mayor will also directly appoint a City Councilor to serve on the Consolidated Plan Advisory Committee.
