ISSUE STATEMENT: The Central Lane Metropolitan Planning Organization (MPO) has transportation grant funding available. The City of Springfield needs to decide which projects to prioritize for submission of funding applications. ATTACHMENTS: Attachment 1: Council Briefing Memo Attachment 2: Draft Transportation Project List Table Attachment 3: Funding Process Chart Attachment 4: Transportation Funding Needs List DISCUSSION/ FINANCIAL IMPACT: The Central Lane MPO is starting discussions with regional transportation planning staff about programming transportation funds for federal fiscal years 2022, 2023, 2024, and possibly beyond. Once program costs are subtracted, there will be approximately $18.6 million available for the regional projects over the three year period. Program costs include funding of regional transportation planning staff time including $620,000 for Lane Council of Governments and $45,000 for City of Springfield Transportation Planning as well as Point2Point program costs. The City of Springfield staff developed a list of transportation projects to consider and is seeking direction from City Council on prioritization. Please see Attachment 1 for background information, project details, and staff recommendation. Attachment 2 provides a draft transportation project list. Attachment 3 shows the funding process and tentative timeline. Attachment 4 shows the initial list that staff developed to look at the current Springfield transportation funding needs. Staff will develop funding applications based on Council’s priorities and submit them by the December deadline. The regional staff Transportation Planning Committee (TPC) will make a funding recommendation to the Metropolitan Policy Committee (MPC) in early 2020. Subsequently, MPC will make a final decision on regional funding allocations. Mayor Lundberg and Councilor Pishioneri are Springfield’s MPC representatives.
