Roger Wood sa'id he thought it was important that when the S'ite Plan Review
Cormnjttee looked at the site plan that they approach this knowing the schooldistrict does not have unlimited funds to make th'is elaborate. He statedthat thjs project should be ful'ly developed upon completion so that spending
excess dollars at a later time can be minimized.

Vicki Dodd was present. She said she currently runs a store in Eugene called
Kids' Stuff, and they take used'items and sell them in their store.' She sa'id
there will be a new section in the Springfield store of handcrafted'items. She
said the store is needed, because they can take children's clothes that are not
worn out and sell them. She said they wi1'l deal only in children's'items for
children age 10 and under.
Roger lrlood asked if the cloth'ing met standards of the State Board of Health.
i'4s. Dodd said they wash and disinfect everything before it goes on the rack.
It1r. Wood asked if it was cons'ignment, and Ms. Dodd responded they olned everythingoutright, but in the Springfield store some of the handcrafted items would be

Dick Johnson stated this business is north of the Family Closet. He stated there
was no problem with this. He said that since they wi1'l deal only in children'sthings that there should be no problem with electronics, guns, etc.
Roger Wood asked about outside storage, and Ms. Dodd said each business has its
own cannister withjn a fenced area by their back door.

@oved for a CUP last month. The rapid rate of inflation makes
this type of store very much in demand for families with young children.
Roger Wood asked that'increased lighting of the back area be included, and Mr.
Gassman stated he did not find it necessary to include in the motion, but he
would ask staff to see that the light'in9 was adequate.

App'licant requests a Conditional Use Permit in order to operate a day care center
wi th'in her home.
Carol Walton was present. She said Children Services Division calls this home a
group home, which means she cannot watch more than 12 children at a time. lvls.
[{alton said she had been watching children for CSD for 2 years; she stated she
was watching 4 children at the present time, plus her 3 ch'ildren. l4s. Walton
stated she loved children very much, and she knew there was not enough care for
children in her area. She said she gets calls once or twice a week and has to
turn down people. She said they needed someone that was responsible and cared
enough about children
Sy'lvia Hoffman asked how many children Ms. ldalton rvas taking care of now, and she
answered 4. Mr. Hoffman asked how many she planned to be able to have, and l4s.
Walton said at the present she can only have 10 because she does not have a fence
up. lt1s. Hoffman asked Ms. l,lalton what ages she was look'ing at, and I'ls. I'lalton
answered 18 months to 14 years. She said they did not get too many around 14 years,
and right now the chi'ldren range from 6 to 10 years.
Roger Wood asked'if Ms. I.Jalton was allow for drop-in. Ms. l^lalton said'if she had
an opening she would.
Sylvia Hoffman asked what the square footage of the house was, and Ms. I^lalton
replied approx. 1,400 sq. ft.
Dick Gassman asked Ms. Walton'if she had seen the report from the Bidg. Superin-
tendent, and she replied she had and she had completed that.
Roger Wood asked how many other day care'centers were in the area, and Ms. 'r,{alton
said she thought there was one.
D'ick trJilcox asked for an approx. size of the backyard. Mt, Johnson sajd 7,800.
Mr.r,,lilcox said it looked like a small backyard for 10 children.

Marsha McCoy, Children Services, spoke in favor of the CUP. She said she had been
working with Carol Walton regarding her Iicensing for a group home. She said Ms.
Walton is completing her garage to have one large room to accommodate her children.
She said the yard is small, but they usually send the children out in groups. Ms.
McCoy said there are a limited number of day care facilities in Springfield. She
stat-ed that right now Ms. Walton mostly cares for after school children and she
would like to be able to accommodate full day children.
Dick Johnson said the property was on the south side of Oregon Avenue between 38th
and 40th Streets. The property is occupied by a single family home with a lot
area of approx. 8,000 sq. ft. He said the staff did recommend in favor of the request,
but they were concerned about the small size of the rear yard. He asked Ms. McCoy
to respond to how much yard area would be required. He stated they would want to
see a solid fence around the outdoor play area, and they would want to keep the
no'ise down so as not to disturb the ne'ighbors. Mr. Johnson said approval of the CUP
would probab'ly be for a year with a review at that time, because day care centers
create problems if they are not operated right. He said he knew the facilities
were needed, but anytime you occupy a small home and lot problems could be created.
Mac Mats'ler said item c. wasn't appropriate. He stated that the max'imum number of
children that might be allowed wa's'covered by the code, however, they would not
want to allow a number over and above that- Mr. Matsler said the Fire Department
would work with Children's Services to coordinate the maximum occupancy. He stated
the premises had been inspected by the Fire l{arshall with a few changes that needed
to be made before occupying. t4r. Grubbe asked Mr. Matsler if the Fire Department
required fencing, and hL rep'lied no, but the Children's Services did require it.
Dick Johnson said they should have added fenced area in the condit'ions. He stated
c. & d. are in conflict and Planning Commission might want to rewor( them. He
pointed out they should ascertain from the Children's Services D'ivision if the
owner's childreir were included in the total. Ms. McCoy said they are included if
they are pre-school.
Joe Leahy said they could delete c. and put in all code requirements should be
met including those pertaining to occupancy. He stated the Commission could limitit to not ever exceeding 10.
Ms. Walton added they are going to have a 6-foot fence around the backyard, and
the fence w'ill be constructed from wood.
l4el Suit asked how many people would be carjng for the children. Ms. blalton replied
2 full-time. Mr. Su'it expressed concern about 2 people caring for so many children
with such a vast age spread. Ms. McCoy exp'lained the ratios for child care which
are adhered to by Children's Services: Under 3 = 1-4;3-6 = 1-6. Ms. McCoy
explained that is l4s" Walton had more than 2 children under 2, she would have to
have help, and if she had 10 children, she would have to have an assistant. She
stated that Children's Services had limits on the number of children that could beenrolled. Chairman Adams asked how often they checked enrollment, and l4s. l'4cCoy
said she sees them quarterly.

Roger l,{ood said he would like to see this because it is close to an elementary
school, and this would aid in after-school care and also working mothers or single
parents needing help. He stated that Chi'ldren's Services had done a good iob of
monitoring this. He also stated he felt the public would be served.
Motion: Roger Wood moved and Nelson Grubbe seconded approval of the Conditional
Use Permit for l-year with the following conditions and Findings of Fact:
a. Site plan approval.b. Occupancy inspection of the property.
c. AII code requirements are to be met.
Findings of Flct: There is a need for additional day care centers in Springfield
and such facilit es are conditionally permitted in residential areas.
Mot'ion carried unanimously.
Mr. Johnson said the time ]imit of l-year would mean review at that time, and if
everything was alright, it would be extended and reviewed periodically after that.
Dick Gassman added the children's level could be changed also.

STREET DEDICATION,L' STREET
The owners of the Springfield Airport Property have agreed to dedicate the right-of-
way for 'L' Street across their property from where 'L' Street now ends eastward and
southward to Centennial Blvd. west of 28th Street.
Dave Williams, Eugene, represented the owners of the airport property. He apo'logized
to the Commission for not getting a'lega1 description of the'L'Street dedication
to them prior to the meet'ing. Because of that, he said they were requesting an
approval in concept of the dedication of'L'street as shown on the map. He said
'L'street is a 50-foot right-of-wa.v- t'lr. l^Jilliams said he had given a descri'ptionto Mr. Johnson with a copy to the Engineering Dept., and this would extend *L'St.
about 350 feet and then bring it on a curve down to Centennial. He stated that if
they could get the approva'l in concept, they would execute the necessary documentsto accomplish this.
Nelson Grubbe asked if this was part of a plan they had not seen yet, and Mr.
Williams said it was an overal'l plan to develop the property. Chairman Adams saidthis was a requirement set back in 1975 on the initial ROI.
Dick Johnson stated that'Lr Street is very narrow. He said the Planni'ng Commission
would accept the right-of-way in concept, then it would be up to Staff to go over
description and check out preci'se location" He pointed out that to extend'L'Streetstraight across would create some conflict with the entrance to the fire statj'on on
the curve on 28th. Sylvia Hoffman asked'if the street vrould extend north, and Mr.
Johnson said, ro, it would just tie into Centenni'al.

Roger l,lood asked if there was any provision on the Pierce property for any other
access of'L'Street into the dedication in the future. Mr. Johnson rep'lied just
adjacent usage. He said this was not going to be one of the major access points
of the shopp'ing center.
Chairman Adams asked if the old conditions of the ROI were camied over. Mr. Johnson
said site plan will have to be handled. Chairman Adams pointed out that one condition
of the original ROI said no commercial access on'L'Street, and Mr. Johnson replied
that some piece was not even under Resolution of Intent.
Motion:Roger Wood moved and Dick Gassman seconded approval of the street dedica-
tion of'L'street after Engineering approved the description, with the
street meeting the standards of a standard city street pertaining to 9ize,paving width, sidewa'lks, gutters, curbs, lights, etc., EIS needed, including
fire plugs.
Motion carried unan'imously.
Roger Wood added that to the curb meant 27th Street.
LCDC GOAL
LCDC GOAL #11
The staff will present information and the CCI's recommendation of Goal #11 Publ'ic
Facil'ities. Discussion w'ill be held on this goal and a progress report given on
the LCDC goals in general.
Greg Mott stated the CCI did not receive the information prior to their last meeting
and were not able to comment, therefore, they would be presenting this information
to the Planning Conrmission on December 12. As far as report on the progress of the
other LCDC goais, Mr. Mott said they are on schedule. He stated they were reviewing
the timeline of the various goals they had left to complete, and the Planning
Commission would be receiving 4 or 5 background studies before l4arch. t'lr. Mott
explained the work would go lo the state for review sometime in the Spring. D'ick
Johnson said Jackie Murdoch is working on the Energy Goal and will be work'ing on
the Greenway. Mr. Mott explained tha[ they adopted minimum distances from the low
water mark, which was 150 feet, but they did not create specific requirements for
Cond'itional Use Permits with'in the Greenway. Dick Johnson added that Mary Schoolcraft
is working on the econom'ic goal and she and Jackie Murdoch will be meeting with CCI
next week and finishing up the remaining goa1s.

B. Report on MAPAC - Nelson Grubbe.
Nelson Grubbe said MAPAC met on l,lovember 28. The background report the Staff is
preparing wil'l be out next week to supplement the proposed Metro Plan. He stated
there was some talk of the Coordinating Committee. Mr. Grubbe said they had a
report on the carbon monoxide monitoring in the metro area, and the general policy
of carbon monoxide control is that the Federal Government will take care of it by
requiring cars to be more efficient. He said he picked up a copy of Eugene's
Growth Management Policy, and he had asked the Staff to prepare a handout for the
Cornmi ssi on members .
Mr. Grubbe aiso reported on the Community Development Advisory Meeting on November 27.
He said they discussed programs that they might spend the Conrmunity Development money
on, and their main discussion centered on the Rehabilitation Program of loans up to
$10,000 to help the people in low income status. He said they wi1'l take the matter
to the City Council during their January work session and talk to them about it. He
said if they receive encouragement from the Counci'I, they will put it into the
program and figure out how much they want to allocate to that particular issue. He
said the surveys that were held with the Community Development money were held out'in the area from 28th over to 42nd from the Freeway down to the railroad. He said
the #1 program the people surveyed were in favor of was street improvements, and they
did talk about the need for a park south of Main and north of the railroad tracks
between 32nd and 42nd.
C. Report on CCI - Rob Adams.
Chairman Adams said they had held 2 informational hearings on the Metro Plan. He
said the 1st one was well-attended.
D. Report on Sign Committee - Sylvia Hoffman.
Ms. Hoffman said they received cop'ies of the draft Sign Code at their last
meeting, and they were reviewing them and receiving comments on them. Their next
reeting will be December 18, and the document will be available for Planning
Cormission members after that.

He said some new information from the State DEQ on noise requirements was presentedalso. Chairman Adams said the presentation by Steve Gordon was very good. He saidit had come to knowledge that the County had taken a vote, and they were asked for
a pos'ition statement. Cha'irman Adams stated they were informed that the Lane
County Planning Conunission had voted 6-1 to pul1 the jurisdictional boundaries of
the metro plan back to the urban growth boundary. He said the areas of Mt. P'isgah,
the airport, Seavy Loop and a lot of urban reserve on the eastern edge of the City
would be withdrawn from a tri-jurisdictional effort; the Countyvould have solejurisdiction'in that area. Chairman said there was a statement on the part of the

cities that ref'lected a lack of wi'llingness to negotiate. Chairman Adams quoted
one of the Planning Commissioners, saying, "The vault door is locked, and now we
will let LCDC decide." Chairman Adams said that represented an extremely hard and
fast position by Lane County, and he had a problem responding to that. He stated
they were under a July 1, 1980 acknowledgement date with LCDC, and we must proceed.
Chairman Adams said Lane County's position statement also reflected there would be
no more coordinating conm'ittee meetings until the boundary issue was resolved.
Chairman Adams said after discussion that the County Conrnissioners d'id agree to
continue the meetings in January after the pub'lic hearings and after the indiv'idual
Planning Commissions had discussed some of the information. The County sa'id at that
time they could discuss differences of opinion concerning the wording of the text
and the-proposed land uses within the urban growth boundary. They stated nothing
outside of that would be discussed because they did not recognize the iurisdiction
outside the urban growth boundary. Chairman Adams said it seemed like they were having
to operate under a set of ground rules. He said Eugene's position was that they would

does have acknowledgiment within its City'limits. He stated that seemed to leave
Springfield "leading the charge" for the jurisdictional boundaries of the Plan and
suppoiting the samel Chajrman Adams stated the session was broken off without hope
for futuri barga'ining on the jurisdictional boundaries. He said this concerned him
about future discussions on the Plan.
Roger Wood referred to a meeting at the Valley River Inn, and said he understood the
juiisaictional boundary was the-reason the County set up the Coordinating Cormittee.
He stated that it appeared the County had adopted the attitude of "taking their ba'I1
and going home." Chairman Adams said that observation was correct about the County,
but [he [harge had been led at that time by Eugene. Mr. llood asked if Mr. Cuddeback'
of Lane Counly, had gotten up and delivered a message. Chairman Adams said he did
get up ana sp6if abolt committment and working together, etc. Mr. tlood po'inted out
that his point stood.
Chairman Adams said he would like to have Staff arrange to have the presentation
by Steve Gordon at the Coordinating Committee giyen ln Springfield, because he
t"hought there were a few areas of iegotiation.- But he stated he thought Springfie'ld
shouid stand hard and fast on its position on the iurisdictional boundaries because
of cond'itions such as Douglas Gardens, North Springfield, Santa Clara and the
genera'l record of act'ions-by Lane County Planning Conrnission as far as development
on Springfield's fringes. He sa'id it was imperative to have a tri-agency to pro-
tect the-interests of-the cities. i,,Jith the Conmn'iss'ion's permission, Chairman Adams
asked Staff to prepare a memorandum to the City Council informing them of what had
transpired, of wtrai opt;ons they had to go on-, referring_to try'ing.!9 get back to
r'.goiiation of the dilpute and whether il would go !g LqDg or possibly dismissing th
poition of the Plan uniil it comes to the elected official port'ionand then let the
bouncil battle it out at their level. Cha'irman Adams stated he resisted the last
alternative because he believed the Planning Conmissions should resolve the issue.
Concerning the memorandum to Counc'ii, Nelson Grubbe stated he thought the Counc'il
should be advised, but he thought jt might best be in a memorandum from Chairman
Adams and Ms. Hoiiman on what Eappened [receded by an outline of how they got_there.
Just as an'information matter, he stated they should wait until after the public
hearings and more work before throw'ing up their hands and passing it to the Council.

Chairman Adams said he would accept that recommendation and work with Staff in
preparati on of a memorandum to the Counci I . He stated he was very frustratedafter leaving the meet'ing and he felt no one had won but everybody had lost.
He pointed out there was a tremendous lack of cooperation and they were at a
stone wall. He further stated he needed the Plann'ing Cornnission's help in
negotiating this prob'lem, as it was extremely difficult and 1arge. Chairman
Adams added the Lane County Planning Commission had stated they were operating
under instructions from their Board of Commissioners.
F. December Meeting Schedule.
Mr. Johnson noted there wou'ld be a Planning Conmission meeting on December L2,1979.
G. Joint Planning Commission Hearings on the Metro Plan Update - December 6, 13, 19.
Mr. Johnson noted there would be a meeting December 6 at Madison Jr. High in Santa
C'lara, December 13 at Springfield Utility Board and December 19 at Eugene City Hall.
H. Comparison of zoning with land use shown of Plan Update - Discussion Item.
Rob LilIey made a presentation to the Conrnission, using an overlay, showing the
zoning and land use of the Plan Update. Discussion was held in length, and
Mr. Grubbe asked l4r. Li'l'ley to prepare a written rnemorandum outlining the major
areas and conflicts between existing zoning and suggested zoning in the Plan Update.
Chairman Adams adjourned the meeting at 10:35 pm.
