Dear Norris,
The test data has been reviewed, and the necessary calculations have been performed, to
prove the manufactured home foundation system produced by Cornerstone Foundation
System, LLC called "Smart Foundation RB -54" (SF-RB54) is acceptable as a lateral
force resisting system for wind zones I, 11, and III with a "C" exposure, and a seismic Site
"D", Ss --1.5 Fa --1.0, R=5, lateral load. In addition, an 80 lb./ Sq. Ft. roof load and up to
30" lateral soil loads may be resisted simultaneously.SF-RB54 also meets or exceeds the
design requirements of "poured in place" type foundation from the "Permanent
Foundation Guidebook for Manufactured Housing" 4145.1 Rev. 2 and 4150.1 Rev. (1996)
and also with the manufacturer pier point layout. The installation also meets or exceeds
the design requirements of the HUD -7584 Handbook. This allows the SF-RB54 to meet
foundation certification for all HUD, FHA and VA lending on Manufactured Housing,
providing the SF RB -54 installation instructions are followed

Lateral Resistance to Wind
The test data reveals the SF RB -54 foundation system allows manufacture home units to
resist wind loads of fifteen pounds p.s.f or the design load of the manufacture home unit.
This meets and exceeds requirement of title 25 California code of regulations division
Chapter 2 section 1336.2 and Health and Safety Code section 18613.4.
The SF RB -54 foundation System uses steel plates and fasteners 27" on center to connect
the home, the foundation wall and the footing all together. The design uses the end walls
to calculate load resistance and the longitudinal walls for calculating the load required.
Each connector has a capacity of 2475 lbs. Both end walls of a 27 ft. wide home would
have a total of 24 bottom connectors of 2475 lbs. each for a total wind shear resistance of
59400 lbs.
From those comparisons and to other established wind shear methods, it is evident that
when the SF RB54 foundation system is assembled to the manufactures installation
instructions, it is more than adequate to resist loads in wind zones I, II and III.
The calculation shows that the SF RB -54 foundation system is more than adequate in
wind zones I, II and III for any configuration of a multi -section HUD home with a
vertical exposure of 20 feet, and for single section homes up to 14 ft. vertical exposure.
Seismic
As the test report of Umpqua Testing indicates, the pre -cast panel failed at 18,840 lbs. by
crumbling in the area immediately adjacent to the wedge, without losing structural
integrity to the pre -cast panel wall. Then an additional load of 27,632 lbs. was applied
without lost of structural integrity. This was the maximum force the testing device would
perform. With the combined test results of compression and wind shear, it �s evident that
the SF RB -54 meets the requirements of seismic zone D, Ss=1.5 Z%=1.0, IPS especialV: � � •

lbs, load resistance per each connector which is more than adequate for wind zone I, II,
