Besemann 215 West Tenth Avenue Eugene, OR 97401-3008 Subject:Site Plan Pre-application Conference Summary Journal Number 92-02-22 Dear Mr. Besemann The purpose of this letter is to summarize comments made at the Development Review Committee meeting and Pre-application Conference on February 27,1991, regarding the proposed expansion of the Twin Rivers Baptist Church facility, located at 1660 Mohawk - Blvd. (also-described as Tax-Lot 5600 on Tax Assessor's Map 1.7-03:25-31). PREVIOUS DEVELOPMENT AGREEMENT The church received Discretionary Use and Site Plan approval, subject to certain conditions, for the construction of a parking lot on residentially zoned land across 17th Street from the proposed building expansion. Those conditions must be met before final approval of the proposed building expansion can be granted. As of February '19, the parking lot landscaping was underway, but not completed. The landscaping, as installed, varies significantly from what is shown on the approved site plan. Generally, a Site Plan Modification requires a separate application and fee. ln this case however, the modifications can be reviewed along with the proposed building expansion, under the same Site Plan application. The Site Plan needs to include the revised landscape plan and other required improvements for the parking lot, as listed below. The Springfield Development Code (SDC) requires 4 shrubs for each 100 square feet of parking lot planting area in order to provide a visual screen. Additional shrubs will be required in the planting bed along 17th Street to meet this standard Shrubs must be installed at minimum five foot spacing, except that they may be held back a maximum of five feet from trees. The interior parking lot islands, except for the two that contain utility poles, will need two additional shrubs each. 3. The development agreement calls for a five-foot concrete walk across the planter stripfronting17thStreet.Thiswalkmustbecompleted DEVELOPMENT TSSUES: BUILDtNG EXPANStON S|TE PLAN 1. ACCESS a The firelane/driveway on the north side of the building must be a 1 2 1 b c d minimum ot J"nty feet in width. The existing curb cut at the intersection of this driveway with 17th Street needs to match the driveway width. Both driveways must be one-way from Mohawk Blvd. to 17th Street They will need directional arrows on the pavement at the Mohawk Street entrances, and "do not enter" signs at the 17th Street exits. ln some areas, particularly the driveways, the existing asphalt paving is severely deteriorated. These areas must be repaired. e. The Fire Department requires that both firelane/driveways remain open. The existilg width of the south driveway will be adequate. PUBLIC FACILITIES AND IMPROVEMENTS2 a. Approved street trees will be required along 17th Street and Mohawk Boulevard- The exi flowering cherry adjacent to 17th Street must be shown on the Site Plan, and should be retained 3. LANDSCAPING The Site Plan must include a landscape plan, including a plant list specifying names, quantities and sizes of proposed plant materials. All required setback areas must be landscaped in accordance with provisions in Article 31 of the SDC. b c There must be a ten-foot landscaped setback from the property line along 17th Street. There must be a five-foot landscaped setback along the north boundary, between the "firelane" and the adjacent residential development (see also item 5a below). 4. PARKING Concrete wheel stops will be required for proposed parking stalls fronting on sidewalks or planted areas. ln order to be able to determine the required number of parking spaces, the site plan must include a tabulation of the gross floor area of primary assembly area and of the remainder of the building. One space will be required for each 100 square feet of primary assembly area, and one for each 200 square feet of the remainder. d a b c ln order for a portion of the parking requirement to be satisfied by the joint use an off-site parking lot, there will have to be a joint use agreement in theform of a legal instrument approved by the City Aitorney. 2 The Site r spaces). r must show bike racks (1 bike park,,,g space/15 vehicle Contact Scott Morris of the City's Transportation Division, at726-3681 for standards related to handicapped parking. lf any handicapped spaces are provided in the large parking lot across 17th Street, there will have to be a wheelchair ramp in the curb on the east side of 17th Street. 5. SCREENING b A sight-obscuring screen is required along the north boundary, between the church property and the adjacent residential use. The screen must be in the form of a wooden fence (or the existing chain link fence can be slatted) and a continuous evergreen hedge. Any existing or proposed garbage receptacle must be enclosed within a sight-obscuring structural screen (fence). 6. BUILDING CODE ISSUES The project architect should work closely with Lorne Pleger, of the City's Building Division, to address Building Code issues. Lorne can be reached at 726-3669. 7, SYSTEMS DEVELOPMENT CHARGES The Public Works Department estimates that SDC's for this project will be somewhere in the neighborhood of $8,000. SITE PLAN REVIEW PROCESS 1. PROCEDURE Site Plan Review is a Type ll procedure (review and decision by staff , with notification of surrounding property owners and occupants). 3. TIME FRAME A final decision must be rendered within 120 days of formal acceptance of a complete application. Actual processing time however, is typically 20-30 days 4. FEES The application fee for Site Plan Review is 9250.00 plus 910.00 per acre. ln addition to the filing fee, there is a postage fee of $25.00. 5. SITE PLAN SUBMITTAL REOUIREMENTS ln order to be accepted as complete, the Site Plan Review Application must satisfy the information requirements set forth in SDC 31.050, and listed on the application form. The preliminary site plan submitted for this Pre-application conference was d e J a notably lacking the following required information. a b e t ACTION Landscape plan, including required street trees, and including the modified planting plan for the parking lot. Tabulation of gross floor area for existing and proposed primary assembly area, and for the remainder of the building. Number of spaces in parking lot(s) proposed for joint use Existing and proposed outdoor garbage receptacles and mechanical equipment. Existing and proposed outdoor lighting. Existing and proposed signs. Existing and proposed utilities and connections. Existing and proposed utility easements. No formal action has been taken as a result of this Pre-application Conference. The purpose of the conference was to inform the applicant of pertinent development and regulatory issues prior to the submittal of a formal Site Plan Review Application. The remarks summarized above do not constitute final decisions on the part of the Development Services Department. Final decisions, findings or recommendations will be based on analysis and review of the actual Site Plan Review Application.
