HomeMy WebLinkAboutPermit Correspondence 1994-08-24August 24, L994 Jeff Thiessen, Contractor C/o Twin Rivers Baptist Church 1660 Mohawk BIvd.Springfield, Or. 97477 RE: Proposed elevator for addition/remodel to Twj-n Rivers Baptist Church, Springfield, Oregon Dear Mr. Thiessen: At your request, I have researched the plan review and acceptance by the city Of Springfield Building Safety Division of the above referenced project, more specifically with regard to the approval of the elevator. Our records indicate that the application for building permit and construction document submittal to this office occurred September 9, 1-992. I completed the plan review for theproject October 23, L992. The permits for construction were obtained November 13, L992. It is our policy to review plans for conformance to the applicable Codes in effect at the time the application for permits is received. The review performed by this office was performed under the State Structural Specialty Code (SSC) L99o Edition, which became effective January L, 1990, and remained in effect until January L, l-993. Our inspections and approvals during the course of construction are subject to that Code as well as aII of the other Specialty Codes in effect at the time the permit application was made. It is our opinion that this is the only logical and fair way to administer Codes which are applicable to projects which may be of sufficient size and duration to span through a Code chanqe cyc1e. It is our understanding that the State Elevator Inspector is requiring that your elevator be in conformance with all applicable Codes currently in effect, since you are now at a point where you are ready to install the elevator in a project which began construction in late 1992. This, in our opinion, is not a reasonable requirement since the structure to house the elevator was built under a different Code. We also understand that the State Elevator Inspector is of the opinion that the Concord "Proliftrr intended does not conform with the applicable Code requirements. Section 5103 (q) SSC gives the building official the authority to waive the requirements of Section 5103 for any elevator designed for linited or restricted use serving only specific floors or a specific function. We feel that it is reasonable to consider this installation as aqualifying linited or restricted use sj-nce the purpose of the lift is to allow access by inpaired individuals to a second floor area that would otherwise be inaccessible. It is therefor our opinionthat the proposed Concord I'Prolift[ elevator satisfies the intentof the Code, and is acceptable in this application.
