State priority. 1 Goshen Economic Potential Land - More than 300 acres of largely contiguous industrial land Interstate Highway – Easy access to Interstate 5, Highway 99, Highway 58. Rail - Central Oregon & Pacific Railroad running north and south through the community. Power - A main Bonneville Power Administration substation is less than a half mile away at the northern edge of the community. Access to natural gas. Water - It has a healthy water supply and established water district. Communications - Access to fiber optics infrastructure. Labor - A good proximity to labor markets, Eugene-Springfield metropolitan area and is also near Creswell and several other unincorporated rural communities. Barriers - Regulatory barriers and inadequate sewer infrastructure. Austin 2 Brief Historical Overview 2011 – The Board of County Commissioners identified Goshen as a strategic goal for economic development. Staff began development of the Goshen Regional Employment and Transition (GREAT) Plan. 2012 – Goshen received designation by the State as a Regionally Significant Industrial Area (RSIA). Although the RSIA program has since been discontinued, the County will evaluate obtaining a Regionally Significant Industrial Site (RSIS) designation for Goshen. 2015 – Lane County was awarded grants from Department of Land Conservation and Development ($30,000) and Infrastructure Finance Authority ($20,000) for technical assistance. Kennedy/Jenks completed a wastewater feasibility study, identifying three feasible alternatives to providing wastewater service to Goshen. 2017 – Lane County continued contract work with Kennedy/Jenks. Goshen Financial and Administration Study completed. The 2017 Study estimated total connection charges, including MWMC and City of Springfield connection charges, to range between $9.8 and $10.4M. 2019 – Oregon Business Development Department awarded Lane County a $30,000 grant to support technical assistance related to Goshen. Kennedy/Jenks drafted a Project Definition Report. Lane County Board of Commissioners directed staff to engage with MWMC to explore connection feasibility and options. Austin 3 Designation as Regionally Significant Industrial Area Purpose: Preserve the state’s best industrial lands Benefits: Maintains or encourages the industrial employment potential of the area Provides zoning protection from conflicting development in designated area Decisions on additional funding for infrastructure and/or transportation enhancements may be given priority for designated areas Ensures expedited local land use permit review for site development within a designated area Provides additional state support for industrial job creation within the designated area Timing: The designation is in effect for at least 10 years ( through 2022). If 50 percent of the developable land within a designated area has not been developed within 10 years of the designation, the council will remove the designation unless the majority of the landowners within the area request that it remain designated. Austin BB: Consider eliminating this slide, can discuss RSIA/RSIS as part of previous slide. 4 Goshen Regional Employment and Transition (GREAT) Plan In June 2013, the BCC adopted the Goshen Regional Employment and Transition (GREAT) Plan The Lane County Rural Comprehensive Plan (RCP) was amended to include an exception to Statewide Planning Goal 14 (Urbanization) The Goal 14 exception was appealed by Lane County Land Watch, and LUBA remanded the decision In February 2015, the County prepared a Wastewater Feasibility Study in response to the LUBA remand Austin Recently re-zoned from rural industrial 5 2015 Wastewater Feasibility Study The 2015 Study evaluated several treatment alternatives for Goshen, ultimately recommended connection to the MWMC system. Conceptual Plan for Infrastructure Minimal land acquisition for pump station Forcemain alignment along Hwy 99/Franklin Blvd Capacity of existing 18-inch sewer on Franklin Blvd Ben 6 2015 Wastewater Feasibility Study Connection to Short Mountain Conveyance of leachate from the Short Mountain Landfill to the Goshen wastewater system was also included as part of the recommended improvements. Approximately 25-milllion gallons/year is currently being transported by truck.
