Dear Skip:
During the plan review for the proposed Chinese Testaurant, Anchient China' in
your lease buildin g at t2t6 Mohiwk'Blvd. , the question was raised relative to
adequacy of the "ilrti,g parking for the anticipated increased demand'
A subsequent count of parking spaces available as opposed to parking spaces re-
quired by the Springfilld Zo;ing Code revealed the following:

In April of 1980 section 24.02 (b) of the Springfield Zoning code was anended to
read:

This section is applicable to the change in lease tenants in your building fromthe former chiropractors office which,"u..o"aing to Section 24.04 of the Zoningcode, required I parking space for every +oo-rl"rre feet of gross floor area(1-990/400 = 5 spaces) to a chinese restaurant which r"qrir"r-one parting spacefor each 3 seats (osis- = ir-rpu.ur). since the change of use causes an increaseddeficiency in required parking of 1o rpr."r,-ro,, have two options available toyou which would satisfy the Zoning codl ""q"ilu*"rts for parking. These optionsare as follows:
1) Provide the. required parking on a lot you own within g00 feet of the conmer-cial establishment, oi
2) Pay $8,000'00 for the deficient parking spaces which will be credited and ap-plied against any such future assessment for a nunicipal parking lot or lotsbenefiting your property, and^sign.un ir;;;vement Rgieenlnt for future par-ticipation in the aquisition of lind and Lonstruction costs of such new offstreet parking lots as outlined above.
Please notify me immediately what your intensions are relative to this issue, asno occupancy of the chinese restaurant will be allowed untir the Zoning code re-quirements, as outlined above, have been satisfied.
