ACTION
REQUESTED:
Provide direction on additional efforts to expand the Overnight Parking Program in
Springfield.
ISSUE STATEMENT:
The City recognizes there is an affordable housing issue within the community and
is working to address this problem. The findings point to a shortage of housing and
the expense of housing relative to household incomes. The supply of housing is limited at all levels, including emergency shelter. Many people in Springfield
including children have no place to call home.
Other than if a church decides to open an emergency shelter indoors, the Overnight
Parking Program is the only year-round shelter program available to the homeless
in the City of Springfield. The program provides safe and legal places for unhoused people to sleep in vehicles, campers, trailers, or Conestoga huts, provided the site is
part of a supervised program operated by the City or its agent. However, this
program is meeting only a small portion of the need for safe and legal places for the unhoused to sleep, store their belongings, and meet their basic needs. The question
before Council is what else the City could do to help meet this community need.

DISCUSSION/ FINANCIAL IMPACT:
The City budgeted $37,000 this fiscal year to support additional sites. However, outreach efforts have not resulted in an expansion of the program. The program expansion is limited by available sites rather than by the program budget.
Furthermore, allowing overnight parking at a wider range of sites does not commit the city to providing additional funds. Site hosts could pay for the necessary
sanitation or community fund-raising could also be a potential source of income. On the human side, homelessness takes a toll on people trying to survive without
housing. There is a toll on the community as well in terms of impacts to the environment (due to informal camps along waterways and other sensitive areas),
and economic and social impacts (medical, psychological, criminal, and moral).

BECOME A HOST
One of the best ways to support Springfield’s
Outdoor Overnight Shelter Program is to
become a host. If you are a church or business
on an industrial site with up to three parking
spots available, please consider hosting a guest.
What is the cost?
Program is free for hosts
What do hosts provide?
Point person or a team who will
communicate with CCS who manages
the program

Process to become a host:
1) Decide to participate

3) CCS carefully selects guests

OVERVIEW
The Overnight Shelter Program provides safe
and legal places for unhoused people to sleep in
vehicles, campers, trailers, or Conestoga huts.
In Springfield, sites may be located in church or
industrial parking lots. The property owner may
grant permission for 1 to 3 families.
Sites hosting families are managed by Catholic
Community Services (CCS) at no cost to the
host. The City of Springfield provides some
funding for garbage disposal, portable
restrooms, and management of the program.
FAQS
How are the sites kept clean and safe?
Sites must have sanitary facilities and waste
disposal services. Personal items must not be
visible from the street. CCS provides guest
screening and case management.
How do hosts deal with liability?
Hosts are expected to have their own general
liability insurance and should inform their
insurance company about their participation in
the program. CCS can also name the Host as an
additional insured on the CCS liability insurance,
if requested.
What happens if a family is not a good fit?
Contact CCS. They will work to find a solution
and, if needed, ask the family to leave & select a
family that may be a better fit.
Can a church or business host a family without
the help of CCS?
No, in Springfield the overnight shelter site
must be part of a supervised program.

THE PROGRAM
Permitted under 8.012 of the
Springfield Municipal Code
The overnight shelter site must be part of a
supervised program operated by an agent of the
city.
The camper may not be required to pay any fee,
rent or other monetary charge for overnight
sleeping.
There is no requirement, right or responsibility
of the participants in this overnight shelter
program to act as security or provide night
watchperson’s services as defined by ORS
181.870(6) and (8).
It is not the duty of the City or its agents to
ensure the protection of persons or property
with regard to permitted overnight shelter.
The City may prohibit overnight shelter on the
property if the city finds that the overnight
shelter is incompatible with the use of adjacent
properties or constitutes a nuisance or threat to
the public welfare.
The City may revoke permission for a person to
use the overnight shelter if the city finds that
the person has violated any applicable law,
ordinance, rule, guideline or agreement, or that
the activity is incompatible with the use of the
property or adjacent properties.
The property owner may revoke the permission
to shelter overnight at any time and for any
reason. As a courtesy, the city requests that you
inform us of this decision by notifying Erin Fifield
