Office of Community and Economic Development 22 September 1986 Mr. John Gregor 975 Oak Street Eugene, Oregon 97401 Subject: Courtesy Inspection at 844 Mill Street, Apts. l7 & 18, Springfield, Oregon. Dear Ir,lr Gregor: At the request of your tenant, The Springfield Building Safety Division recently conducted an inspection of your property at the above address. The inspection revealed several items of concern which do not meet the minimum City Housing Code Requirements, and need to be corected. The;r consist of the following: Structural 1. Tile and plaster bozrrd are rnissing or darnaged around the iub in unit #i8, allowing water to accumulate in the structure, which contributes to accelerated structural decay and potential moisture damage to the unit beiow. 2,Ceiling plaster has separated from its structural supports, creating a condition for possible collapse of the ceiling in the following areas: A. South East bedroom of unit #18. B. South West bedroom of unit #17. (Please note that the tenan[s of the affected units were issued notices to vacate the bedrooms until proper corrections are made to the ceilings, dueto the potential rjsk of spontaneous eollapse of the ceilings.) Also, the ceilings contain heat cables which are susceptible to damage. ) 3.Moisture infiltration is evident in the building interior, apparently due to a deteriorated roof covering, which has contributed to the condition noted in item #2 above. The Springfield Housing Code requires every building to beweather protected so that it provides shelter for its occupants and excludes dampness. Balusters (intermediate wood rails) at the top landing of the stair leadingto the units are loose, and reguire additional fasteners for proper support. 4 225 North Sth Street Springfield, oregon 97477 so3/7zi-37s3 5 Mr. John Gregor 22 September 1986 Page 2 Electrical The ceilings n<.rted in item #2 above contain heat cables which are suscep- tible to damage. The cables may have already been damaged by stress due to ceiling movement. We recomnrend that they be repiaced by new heat cables or an aiternate source of heat such as baseboard heaters in the affected bedrooms. One or more broken or missing cover plates were found on electrical outlets, su'itches or junction boxes which require replacement. Permits will be required for items 1 through 3 above, or any additionai modifica- tions you may desire which involve changes or additions to the structural, electrical, mechanical or plunrbing systems. Required permits may be obtained from this office. Due to the tr;rzardous nature of itcrn #2, those correctjons must be completed within the next 15 days. The remaining items must be corrected within 30 days from the date of this letter. Please note that installati<.rn and repair of electrical systerns on property whichis intended for lease, sale or rent must be done by an electrical contractor whois licensecl by the state of Oregon.
