HomeMy WebLinkAboutResolution 82-27 05/03/1982 RESOLUTION NO. 82-27 WHEREAS, the City of Springfield has found it desirable and necessary for the effective and efficient conduct of City business and community issues to establish various committees to address specific areas of concern; and WHEREAS, these committees largely consist of appointed citizens; and WHEREAS, the City has also found it desirable to establish consistent policies with regard to membership qualifications, appointment procedures, length of terms, and other matters relating to service on these various committees; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Springfield: 1 . That all persons appointed to the City' s committees, boards, and commissions be residents, electors, or property owners within Springfield, or appointees of other Springfield public agencies. 2. That all applicants complete a standard application form and submit it to the City Manager's Office. 3. That vacant positions be publicized as widely as practical throughout the community. 4. That the Mayor and Council hold formal interviews of applicants for positions on the Planning Commission and Budget Committee, including both potential first-time appointees and members applying for reappointment. 5. That citizen positions on committees with no pre-established date of expiration be for four-year, overlapping terms of office, with no individual allowed to be appointed to more than two consecutive full terms. 6. That positions be automatically vacated when a committee member has two consecutive unexcused absences, and that more than three consecutive excused absences shall give the committee the option of declaring a position vacant. 7. That there be no designation or appointment of alternate voting members. 8. That the nomination and confirmation procedures be as follows: a. Nominated by Mayor, confirmed by Mayor and Council - Hospital Facility Authority, Library Board, Alton Baker Park Advisory Committee, Downtown Commission, Metropolitan Wastewater Management Commission, Fees and Charges Committee, Legislative Task Force and all other Council subcommittees. b. Nominated by Councilors by ward, confirmed by Mayor and Council - Budget Committee, Committee for Citizen Involvement, Community Development Advisory Committee. Resolution No. 82-27 c. Nominated by Mayor or Councilors, confirmed by Mayor and Council - Boxing and Wrestling Commission, Building Code Board of Appeals, Historical Commission, Planning Commission, Metropolitan Area Planning Advisory Committee, Metropolitan Wastewater Advisory Committee, Bicycle Committee. 9. That these policies shall supercede contrary provisions of any previous resolutions adopting By-Laws of the various committees and shall be controlling policies for any subsequently adopted committee operational documents until such time as expressly repealed, modified, or overruled.
