ISSUE STATEMENT: During the City Manager recruitment process, the need for mission, vision, and value statements was identified by City leadership. The City has been working without formal mission, vision or values statements for many years. Instead, an inherited knowledge system has helped guide the organization. This has been effective because of the stability and longevity of staff, upper management, and Council. However, continuing retirements, a pending new City Manager, and other leadership and staff changes provide an opportunity for the Council to formalize the City’s approach to its work as well as the desired outcome. ATTACHMENTS: None DISCUSSION/ FINANCIAL IMPACT: Staff has started working with Verb Marketing + PR to develop project options for Mission, Vision, and Values statements, and the extension of that work into a brand for the City. The effort may include community surveying, staff surveying, open houses, one-on-one stakeholder interviews, work sessions, and/or other quantitative and qualitative research. This project – which will include extensive input from Council – will formalize the City’s identity, act as a guide for providing services to the community, and lay the foundation for future strategic planning efforts. Council guidance will affect what project components staff proceeds with and related costs not to exceed $63,500. The project will launch in January 2020.
