MINUTES OF THE SPECIAL REGULAR MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
MONDAY, JUNE 9, 2008
The City of Springfield Council met in special regular session in the Library Meeting Room, 225
Fifth Street, Springfield, Oregon, on Monday, June 9, 2008 at 7: 15 p.m., with Mayor Leiken
presiding.
ATIENDANCE
Present were Mayor Leiken and Councilors Lundberg, Wylie, Ralston, and Woodrow. Also
present were City Manager Gino Grimaldi, Assistant City Manager Jeff Towery, City Attorney
Joe Leahy, City Recorder Amy Sowa and members of the staff.
Councilors Ballew and Pishioneri were absent (excused).
BUSINESS FROM THE CITY ATIORNEY
City Attorney Joe Leahy said a case in the Springfield Municipal Court was upcoming in which
Councilor Joe Pishioneri would serve as a witness in his official capacity with the Sheriffs office.
The defendant's attorney had filed a motion asking that all three Municipal Judges be disqualified
as they were appointed by the Mayor and Council. The judge granted that motion, so there was a
need to appoint a special judge to hear that particular case. A recommendation to appoint Robert
G. Dickinson for this one case came from the judge and the City Attorney's office. Also, Mr.
Dickinson was willing to serve on this case. Mr. Dickinson was a long-term attorney, a municipal
court pro-tem judge for Cottage Grove, Florence, Junction City, Monroe and an appellant judge
for the Federated Tribes of the Siletz.
Mr. Leahy said action requested from Council was to approve a resolution appointing Mr.
Dickinson to serve for this one trial.
IT WAS MOVED BY COUNCILOR LUNDBERG WITH A SECOND BY COUNCILOR
WOODROW TO ADOPT A RESOLUTION APPOINTING ROBERT G. DICKINSON AS
A SPRINGFIELD MUNICIPAL COURT JUDGE PRO TEM FOR PURPOSES OF
HEARING COPPINGER DUll 07-10245. THE MOTION PASSED WITH A VOTE OF 4
FOR AND 0 AGAINST (2 Absent - Ballew and Pishioneri).
ADJOURNMENT
. The meeting was adjourned at approximately 7:18 p.m.
