Assistance Grant{00013112:1} AGENDA ITEM SUMMARY Meeting Date: 9/16/2019 Meeting Type: Regular Meeting Staff Contact/Dept.: Monica Sather/DPW Staff Phone No: 541-736-7135 Estimated Time: 05 Minutes S P R I N G F I E L D C I T Y C O U N C I L Council Goals: Provide Financially Responsible and Innovative Government Services ITEM TITLE: REQUESTS FOR OREGON DEPARTMENT OF LAND CONSERVATION AND DEVELOPMENT (DLCD) TECHNICAL ASSISTANCE GRANTS ACTION REQUESTED: Determine whether to support/not support the City’s application(s) for one or both grant applications for Technical Assistance (TA) grant funds administered by DLCD. Sign none, one, or both of the attached letters of support. ISSUE STATEMENT: DPW notes an opportunity for the City to apply for TA grant funds through DLCD for two projects: (1) creation of a parcel-specific comprehensive plan map for Springfield; and, (2) inventory natural resources in the urban growth boundary (UGB) expansion areas. Signature is required for the attached letters, which state Council support for the City’s grant application as required by DLCD to complete the application. ATTACHMENTS: Attachment 1: Letter of Support for Springfield Comprehensive Plan Map Attachment 2: Letter of Support for an Inventory of Natural Resources DISCUSSION/ FINANCIAL IMPACT: The 9/16/2019 Council Work Session focused on how to best use the resources of long-range planning staff to meet Council’s goals and objectives as well as mandated requirements. An opportunity exists to help fund two projects of long-range planning’s possible work program through DLCD with TA grants. Amounts awarded under these grants during the most recent grant cycle (2017-2019) ranged from $1,000-$60,000. Springfield Comprehensive Plan Map Project Context: Until 2011, the Metro Plan and Metro Plan Diagram served as Springfield’s only comprehensive plan. The Metro Plan Diagram shows plan designations for the Eugene-Springfield region, but Springfield does not have its own comprehensive plan map. The Metro Plan can present ambiguity and confusion for land use decisions, as it shows generally intended land use designations on a map but does not provide detail at the tax lot level. Funding Strategy: Grant funds would pay for assistance from Lane Council of Governments to advance this project faster than otherwise possible utilizing only City staff. Inventory of Natural Resources in UGB Expansion Areas Project Context: The Gateway and Mill Race areas became officially part of Springfield’s expanded UGB when DLCD acknowledged the UGB expansion in March 2019. A project to inventory natural resources in the UGB expansion areas is necessary to prepare the areas for eventual annexation and development. Funding Strategy: The City does not currently have sufficient staff in place to manage the project along with other priority projects, nor has it budgeted funds to pay for a wetland consultant. Grant funds would pay for a wetlands consultant and for Lane Council of Governments to work with City staff to manage the project.
