ACTION REQUESTED: Authorize the City Manager to sign a contract amendment with Correctional Health Partners, LLC for health care services for arrestees and inmates incarcerated in the Springfield Municipal Jail. The amendment will extend the term of service through September 30, 2020 with a previously agreed upon 3% annual cost increase.
ISSUE STATEMENT:
The current agreement with Correctional Health Partners, LLC will expire on
September 30, 2019 and permits an agreement extension for two additional one-year periods.

DISCUSSION/ FINANCIAL IMPACT:
The City must provide basic medical, mental health, and dental services for persons incarcerated at the Springfield Municipal Jail. In October 2018, Correctional Health Partners, LLC (CHP) began providing health care services for arrestees and inmates incarcerated in the Springfield Municipal
Jail. CHP’s service model has increased onsite medical service hours at the jail clinic, increased the staff licensure providing medical services, and aligns health services to key standards identified by the National Commission on Correctional Health Care (NCCHC) and American Correctional Association (ACA). CHP has provided necessary medical and mental health services as of the initial
contract date. CHP improved medical services in the jail clinic in April 2019 with the hiring of a Registered Nurse who provides both medical services and is the acting Health Services Administrator for the jail clinic. In August 2019, a contract amendment was executed to expand the mental health professional position support from 18 to 32 hours per week. The expanded mental health role will provide mental health support to arrestees and inmates housed at the jail, as well as expanded responsibilities involving discharge planning for inmates who are high risk of reoffending due to mental illness and/or substance abuse.
Extending the CHP agreement’s term for an additional year will increase the prior year’s total cost by 3%, which will total $44,717 a month, or $536,604 for October
1, 2019 to September 30, 2020. Staff requests that Council give the City Manager the approval to sign the CHP contract amendment for continued jail medical health services.
