Oregon Law requires residential construction permit applicants who are not licensed with the
Construction Contractors Board to sign the following statement before a building permit can be
issued. (ORS 701.325 (2)) '
This statement is required for residential building, electrical, mechanical, and plumbing permits.
Licensed architect and engineer applicants, exempt from licensing under ORS 701.010 (7), need not
submit this statement. This statement will be filed with the permit.

390 Blackstone Ct - Addition
I reviewed the plans for the addition at 390 Blackstone Court. I still need some additional information in order to
approve the permit.
• Per Table R403.1 of the 2017 ORSC, a two story house on a 1500psf load bearing soil capacity, requires a 15"
wide footing, and needs to be 7" thick per section R403.1.l. The cover sheet of the engineering says that the
design is for 1500pst soil bearing capacity however detail B6 of sheet 6 of the drawings shows a foundation of
14" wide. This doesn't meet the requirements of Table R403.1. Please supply an engineer's report with the
calculations that they have determined the 14" footing is sufficient to support and distribute the applied loads, a
geo-tech report that shows multiple test pits showing a result of 2000psf soil bearing capacity, or revised
foundation drawings showing a minimum width of 15" continuous footings at exterior and other load bearing
walls that support the upper floor.
• The drawings show the additional energy measure table on sheet 1N, however there aren't any options circled
or selected and the permit application box for energy path was left blank . One lettered option and one
numbered option need to be implemented into the construction in addition to the prescriptive code
requirements. Please email me the two options that have been selected for your project.
• The first beam called out on sheet 18 of the engineering packet provided by Hill and Dale, shows a load of
5,495Ibs at point 2 but I don't see a load pad to support that on the foundation plan (Sheet 6 of 11 in the plan
set). Please provide additional information.

Please forward to the inspector.
For the existing foundation: See page 22 of the calculation
packet. The max load to the foundation is 1415 #/ft. 1415/1500=
.94' =12" minimum width of footing for the imposed loading to the
minimum 1500 psf soil bearing pressure, by calculation for the
design. We are working with a foundation in place, not new
foundation. No revision is needed for the existing foundation,
except as noted for underpins.
Brad, you will need to deal with the energy path issue.
I reviewed the calculation for the beam at front to back over the
kitchen, and-the foundation plan page 6 of the plan set. I see that
there are foundation pads specified for both ends of the beam. No
revision is needed.
