Appoint Eric Braman to the partial term expiring December 31, 2021. Appoint Joshua Melte to the partial term that expires December 31, 2019. ISSUE STATEMENT: The Arts Commission has three vacancies on its board of nine commissioners. Two vacancies were advertised. April 1, 2019, commissioner Shelby Zacharias informed the Springfield Arts Commission that she will resign from the Arts Commission June 30, 2019. One vacancy is a full term expiring December 31, 2022. Two vacancies, due to early resignations, expire December 31, 2019 and December 31, 2021. The Arts Commission received Eric Braman’s application January 31, 2019. Eric Braman was interviewed by the Arts Commissioners on March 12, 2019 during the Arts Commission meeting. The Arts Commission received Joshua Melte’s application March 13, 2019 and Cassie Stoner’s application March 14, 2019. Joshua Melte and Cassie Stoner were interviewed by the Arts Commissioners April 9, 2019 during the Arts Commission meeting. The Arts Commission received Melissa Green’s application March 22, 2019. The Arts Commissioners interviewed Melissa Green at a special public meeting April 30, 2019. Melissa Green and Joshua Melte live inside the city limits of Springfield. Eric Braman lives outside the city limits and inside the urban growth boundary. Cassie Stoner lives in Eugene. On May 13, 2019 all applicants were interviewed by the Council and Melissa Green, Eric Braman and Joshua Melte were recommended for appointment. Of the remaining commissioners, five commissioners live inside the city limits, and one commissioner lives inside the urban growth boundary. The City Council interviewed candidates Joshua Melte, Erica Braman, Cassie Stoner and Melissa Green at the work session on May 20, 2019. The Arts Commission requests that the Council formally ratify the appointments during the regular meeting. Attachment 1, Page 1 of 1 Arts Commission CHARGE The Springfield Arts Commission was created to promote the arts in Springfield. Assistance is given by the Commission to local artists in the form of grant sponsorship, networking, education, communication, and, occasionally, funding. The Commission may co-sponsor art events and exhibits. It works closely with the Lane Arts Council and the Oregon Arts Commission. Applicant Signature: Date: For 15 years, I worked as an art educator at museums and universities in Washington, DC, collaborating with interpreters, curators & faculty to create and manage programs, exhibitions and projects. As Director of Community Partnerships at the Corcoran Gallery of Art & as Director of ArtReach with George Washington University, I forged cross-cultural connections through creative and accessible placemaking. I was faculty at GW, an educator at the Smithsonian, and designed large-scale projects with DC organizations. I am currently co-authoring a book on community based arts education. Arts and culture play a pivotal role in the health of a city. They have an incredible capacity to open pathways to explore, express and reflect while educating us as individuals and members of a community. They build collective capacity to foster dialogue and deepen conversations, help and help people connect to moments and other individuals, and transform personal relationships to place, community, and the natural world. I would like to help further the mission of the arts commission by providing collaborative, creative, and socially engaged opportunities that reflect and augment the assets of the community. I am currently an education interpreter at the Jordan Schnitzer Museum of Art. With a dire lack of arts eduction in schools, the Arts Commission plays a vital role in the community. Their programs contribute to the quality of life and embody a community voice. By implementing inclusive and equitable practice through multiple platforms, arts programming creates opportunities for healthy expression and communication of local issues while developing broader civic engagement. Participating and promoting the work of the commission builds upon the social fabric of the community, provides joy and inspiration to residents and enriches public perception and community well being. What art disciplines interest you? 2. Why does this commission interest you? Why would you like to serve? 3. The Arts Commission has several sub-committees (Heritage Arts Grants, Gallery, Marketing, Outreach, Public Art, and 2nd Friday Art Walk) and all commissioners must be a member of at least one. Please list two sub-committees you would be interested in participating in and how you would be able to contribute. 4. Would you be able to contribute between 2-10 hours per month to the commission? This includes monthly meetings, sub-committee work sessions and special events. As a visual artist and creative community engagement designer, I incorporate art history and studio work along with interdisciplinary components. I’ve worked in a variety of mediums on large and small scale projects that are cross-cultural and cross-generational. Much of my work includes historical and relevant research and collection of oral histories. Although I love learning new visual arts mediums, I work most often in printmaking and painting. Since moving to Springfield a year and half ago I've been soaking in the broad array of Springfield's art engagement opportunities and participating in workshops and gallery exhibitions. I have been impressed by the city's support of local culture and artists. I am interested in learning more about the work of the arts commission and increasing my engagement through participation. The commission's work aligns with my interests and experiences in creative community engagement and socially engaged creative practice. I hope to contribute to the process of community building through the arts. I am interested in each of the sub-committees. I have experience collaborating with a variety of professional artists and community members on creative placemaking and would be particularly interested in working on the Public Art subcommittee. I also have experience as a grant reviewer and juror and would like to learn more about the collaborations proposed by the community. For this reason, I would also be interested in participating in the Heritage Arts Grant subcommittee. Attachment 5, Page 3 of 3 ATTACHMENT 6 – PAGE 1 OF 1 Springfield Arts Commission (SAC) Membership Profiles January 2019 Kayla Ackerman: Ms. Ackerman joined the SAC in January 2017. She has a BA in Journalism with minors in Business Administration and Art from the University of Oregon. She works for Country Financial and is a new resident of Springfield. She is Vice Chair of SAC and chair of the Second Friday Art Walk subcommittee. Her first full term expires 12/31/2020. Esther Harclerode: Ms. Harclerode joined the SAC in January 2018. She is the Development Program Manager and the Associate Director of Development at the Jordan Schnitzer Museum of Art. She is chair of the Marketing subcommittee and interim chair of the City Hall gallery subcommittee. Her first full term expires 12/31/21. Danielle Knapp: Ms. Knapp joined the SAC in spring of 2017. She has an M.A. in Art History and a graduate certificate in Museum Studies from the University of Oregon. As the McCosh Associate Curator at the Jordan Schnitzer Museum of Art, she directs the museum’s Pacific Northwest Art programming, including exhibitions and publications. She serves as the secretary of the Arts Commission and chair of the Public Art subcommittee. Her first full term expires 12/31/2020. Daphne Mantis: Ms. Mantis joined the SAC in January 2017. She has her J.D. and is recently retired from a career as an attorney at the John Serbu Youth Campus and Juvenile Justice Center. She is also a watercolor artist. She serves as the Chair of the Arts Commission and serves on the Public Art subcommittee. Her first full term expires 12/31/2020. Amber “Benni” Rose: Mx. Rose joined SAC in January 2019. They have their MLIS from the University of Washington and their BA in English from the University of Oregon. They are a Librarian at Springfield High School. They have led the Eugene/Lane County National Novel Writing Month for 4 years. Their first term expires 12/31/2022. Summer Young-Jelinek: Ms. Young-Jelinek was a marketing professional for the Pain Society/Pain Consultants of Oregon before the practice closed. She has a B. A. in Art History with minors in Architecture, Landscape Architecture, and Business Administration. She serves on the Heritage Arts Grant subcommittee, City Hall gallery committee. Her first term expires 12/31/2019. Shelby Zacharias: Ms. Zacharias holds a M.A. In writing from George Mason University, where she worked on the planning committee for the Fall for the Book literary festival. She has been involved in the literary arts as a writer and an editor and as a sponsor and an advocate for the arts. She has been involved in volunteering with Downtown Languages literacy program. She is Chair of the Heritage Arts Grants committee. Her first term expires 12/31/21.
