HomeMy WebLinkAboutItem 03 Boards, Commissions and Committees Bylaws and Charges AGENDA ITEM SUMMARY Meeting Date: 4/8/2019 Meeting Type: Work Session Staff Contact/Dept.: Gino Grimaldi Staff Phone No: 541-726-3700 Estimated Time: 20 Minutes S P R I N G F I E L D C I T Y C O U N C I L Council Goals: Mandate ITEM TITLE: BOARDS, COMMISSIONS AND COMMITTEES BYLAWS AND CHARGES ACTION REQUESTED: Provide direction regarding the recommendation of the City Council subcommittee regarding membership requirements for Council Boards, Commissions and Committees. ISSUE STATEMENT: In reaction to the observation that the membership requirements for Council Boards, Commissions and Committees are inconsistent, the Mayor and Council created a Council subcommittee to review the membership requirements. The Council subcommittee consisted of Mayor Lundberg, Councilor VanGordon and Councilor Pishioneri. The results of their work are presented in legislative format in Attachment 1. Following direction by the Mayor and Council, the appropriate bylaws will be amended. ATTACHMENTS: Attachment 1 – Proposed Membership Changes DISCUSSION/ FINANCIAL IMPACT: None Boards Commissions and Committees Arts Commission The Commission shall consist of nine voting members, selected on an at-large basis. At least 7 members must reside or have businesses within the city limits and up to 2 members could come from the Urban Growth Boundary area. Owners of businesses in the city limits who are not residents may be appointed to the Commission based on their expertise but a majority of the members of the Commission must be city residents. Bicycle and Pedestrian Committee Membership of the Committee shall consist of 9 voting members. Non-voting members may include one City Councilor, one representative of Willamalane Park and Recreation District, and one representative of the Springfield School District. The non-voting members are in addition to the 9 voting members. Other non-voting guests may participate at the request of the Committee and may represent other government agencies or City departments having an interest in pedestrian and bicycle issues. Budget Committee The Budget Committee consists of all members of the City Council and a like number of electors, totaling 12 members Community Development Advisory Committee The Community Development Advisory Committee consists of 7 voting members. a. At least 5 members must reside within the city limits and up to 2 members could come from the Urban Growth Boundary area b. One Planning Commission member chosen by the Commission c. One City Council member appointed by the Mayor. This position will be a non-voting position Historic Commission The Historic Commission consists of 7 voting members. a. One member will be an employee from Willamalane Park and Recreation District b. One member from Springfield School District #19. c. Members appointed to the Historic Commission shall be residents Springfield, d. Two members will be specialists with expertise in the fields of architecture, history, architectural history, planning or archaeology, who live within the Metro-area General Plan boundaries. e. The Development Services Director or authorized representative shall be ex-officio member. f. A majority of members meeting professional qualifications for State Certified Local Governments (CLG) for accreditation is desired for State funding. Attachment 1, Page 1 of 2 Library Board The Library Board consists of 7 voting members. At least 6 Board members must reside within the city limits and up to one Board member may be a non-resident of the city if an owner of real property or tangible personal property subject to assessment and taxation situated within the city. Museum Committee The Museum Committee consists of 7 voting members. At least 6 members must reside within the city limits and up to one member may be a non-resident of the city if an owner of real property or tangible personal property subject to assessment and taxation situated within the city. Planning Commission The Planning Commission consists of 7 voting members. At least 5 members must reside within the city limits and up to 2 members could come from the Urban Growth Boundary area Springfield Police Advisory Committee The Springfield Police Advisory Committee consists of 9 voting members a. Four neighborhood/citizen-at-large representatives’ b. One School District 19 representative c. One Willamalane Parks and Recreation District Representative; and d. One representative of the local business community e. One representative from the cultural minority community f. One representative from the faith community Attachment 1, Page 2 of 2
