ITEM TITLE: TYLER TECHNOLOGIES COURTS CONTRACT RENEWAL
ACTION
REQUESTED:
Authorize City Manager to sign a contract amendment with Tyler Technologies for Municipal Court Case Management software to lock in our annual fees for hosting,
licensing, and support until 2026.
ISSUE STATEMENT:
The current contract with Tyler Technologies expired on February 28, 2019. The
original contract with Tyler Technologies began on January 27, 2012. Staff is recommending the renewal of this contract to lock in our annual subscription fee at
$69,148.00 for the next seven (7) years until 2026.

DISCUSSION/ FINANCIAL IMPACT:
In 2012 the City signed a seven year Agreement with Tyler Technologies to replace
the regional AIRS module for Court Case Management. The expiring annual
subscription fee rate is $84,758.00 and the new annual rate for the next seven years is $69,148.00. Staff has continuously mitigated costs by not highly customizing
their platform and avoiding expensive professional development fees, and by
removing all unneeded equipment maintenance and support costs. Staff has been able to customize the software to fit some of their needs at no additional cost by
becoming beta testers for software updates, and giving Springfield Court a strong influential voice with software developers and support specialists. Implementation of Tyler’s software has allowed Springfield Court to provide numerous innovative
solutions from paperless case records to 24/7 payment options and online services that allow us to be more accessible to those that are unable to contact the court during business hours. Court staff has had opportunities to view other courts using
several different case management software systems, and these opportunities have confirmed that Tyler Technologies software is truly the best and most innovative
cost effective solution for the Springfield Court. The ongoing updates that Tyler
provides at no additional cost keep Springfield up to date with current case management technology, and Springfield Court has become a location that other
courts in Oregon come to gain ideas of new technology and process improvements.
Staying with Tyler will allow the court to continue to grow efficiently and expand accessibility.
Staff requests that Council give the City Manager the approval to sign the Amendment.
