MINUTES OF THE REGULAR MEETING OF THE SPRINGIELD CITIZEN INVOLVEMENT COMMITTEE
Tuesday, October 7, 2008
The City of Springfield Planning Commission met as the Citizen Involvement Committee in the Council
Meeting Room, 225 Fifth Street, Springfield, Oregon on Tuesday, October 7, 2008, at 6 p.m., with Frank Cross as Springfield Planning Commission Chair.
ATTENDANCE
Present were Chair Frank Cross, Vice Chair Johnny Kirschenmann and Planning Commissioners Lee Beyer, Sheri Moore, Eric Smith, Terry Leezer, and Steve Moe. Also present were Development Service Director Bill Grile, Planning Manager Greg Mott, Planning Manager Linda Pauly, Planning Supervisor Mark Metzger,
Planner II Molly Markarian, Planning Secretary Brenda Jones, and City Attorney Joe Leahy.

GLENWOOD CITIZEN INVOLVEMENT PLAN AND CITIZEN ADVISORY COMMITTEE Chair Frank Cross called the meeting of the Citizen Involvement Committee to order.
Ms. Markarian called the commission’s attention to the proposed citizen involvement plan provided with the
agenda. She provided an overview of the project to update the Glenwood Refinement Plan, noting that the plan was originally developed when the area was in Eugene’s jurisdiction and had not been updated until 2004, when the plan was updated as it regarded the area known as Subarea A, the northeast corner of Glenwood. That effort
resulted in the Riverfront Plan.
Ms. Markarian reported that in 2007, a market study was performed for the area, and the consultant concluded that in the absence of a comprehensive planning effort for the entire Glenwood area, the Riverfront Plan would never be implemented. City staff had worked to address the barriers identified in the study. Those efforts
included the Glenwood Boulevard Corridor Study, which resulted in council adoption of a concept for a multi-
way boulevard and council direction to update the Glenwood Refinement Plan. That work would occur in three
phases, the first focusing on Franklin Boulevard and McVey Highway, the second focusing on the Glenwood Boulevard corridor, and the third focusing on the Glenwood core.
Ms. Markarian said a key component of the planning process was citizen involvement, and for that reason staff
had developed the citizen involvement plan provided to the commission. It included several proposed strategies
for citizen involvement, including the formation of a technical advisory committee and a citizen advisory committee.
Ms. Markarian solicited feedback and questions from the commission.
Responding to a question from Commissioner Beyer, Ms. Markarian indicated that the City intended to invite all members of prior planning committees involved with planning efforts in Glenwood to serve on the committee. Commissioner Leezer confirmed with Ms. Pauly that the project would have its own page on the
City’s Web site.
Ms. Markarian sought commission approval for the proposed categories for the citizen advisory committee as
well as approval of the draft plan.
Commissioner Beyer, seconded by Commissioner Smith, moved to approve the proposed categories for the citizen advisory committee and the draft plan. The motion passed
unanimously.
CITIZEN ADVISORY COMMITTEE FOR THE DOWNTOWN PLANNING PROJECT
Ms. Pauly sought commission approval of the appointment of the existing Downtown Urban Renewal Advisory
Committee to serve as the citizen advisory committee for the Downtown Planning Project. She provided some
background about the project, and indicated the committee would be advising the commission about the
downtown planning work that would commence in 2009.
Commissioner Beyer believed the proposal made sense, given the familiarity of the committee with downtown
issues.
Commissioner Moore, seconded by Commissioner Beyer, moved to appoint the Downtown Urban Renewal Advisory Committee as the citizen advisory committee for the Downtown
Planning Project.
Commissioner Cross determined from Ms. Pauly that as membership on the Downtown Urban Renewal
Advisory Committee changed, the membership of the citizen advisory committee would also change, and the commission would have no role in appointing new members, although they the citizen advisory committee
would continue to report to the commission.
The commission briefly discussed the existing committee membership.
The motion passed unanimously.
Commissioner Cross adjourned the meeting at 6:30 p.m.
